SUMMARY: The submittal was received by Engineering on April , 2004. Engineering has reviewed the received item and does not recommend approval.

SUBMITTAL REQUIRED: FINAL PLAT, SITE PLAN, DRAINAGE STATEMENT, ASSURANCES, CC&Rs, BOUNDARY CLOSURE CALCULATIONS

GENERAL COMMENTS

1. The Drainage Report was reviewed for Final Plat purposes only.

2. Include the Assurance Package with the Final Plat submittal. This package must include the original Third Party Trust, the original Amendment to Trust, a copy of the Trust Agreement, a copy of the Deed, and a recent Title Report.

3. Include a copy of the CC&Rs with the Final Plat submittal.

4. Please provide a copy of the boundary closure calculations with the Final Plat submittal.

5. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. IBC Chapter 36, Section 9.

6. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in IBC Chapter 36 Section 13.1. This process must be complete prior to Grading Plan approval.

The next submittal must address the following items:

1. The submitted plan and associated documents are for a lot split. However, this is a minor subdivision review. As such, a Final Plat is required. The submitted plan does not meet any of the Final Plat requirements found in DS 2-03.6. Submit a Final Plat meeting all the requirements of DS 2-03.6.

2. A separate sheet is required which will contain all site information not required on the Final Plat sheet. Generally, the Final Plat is a survey document. The Final Plat sheet should include only information specified in DS 2-03.6. All site plan information (as found in DS 2-02.2.1.a) must be on a separate Site Plan sheet. Include on the Site Plan sheet all information required in DS 2-02.2.1.a

3. The proposed street must meet the requirements of DS 3-01.2.3 &2.4 and figure 1 or figure 2. The proposed design does not meet these standards for width, parking, sidewalks, curbs, etc.

4. Dead-end streets must be designed with an adequate turnaround at the dead end. DS 3-01.6.2.B See DS 3-01 figures 20, 21, 23 for required turnaround design.

5. Sidewalk is required on Lee. The required width is four feet, three feet from back of curb.

6. The Drainage Statement refers to this being a lot split. The is not a lot split, it is a plat. Change the verbiage. The statement must meet the requirements of the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 2.3.2. Specifically, stormwater must be accepted and released from developments essentially at the same locations, and with the same magnitudes, as encountered under existing conditions. SMDDFM, 12.5. The Drainage Statement must locate and quantify existing and proposed flows (both offsite to onsite and onsite to offsite). It must show that proposed drainage conditions essentially reflect existing conditions. The proposed drainage scheme must be included in the Drainage Statement and shown on the submitted Site Plan sheet.

Application for electrical service for each lot should be made by contacting the New Construction Department at (520) 770-2062. If easements are required, they will be secured by separate instrument. Load and building plans are necessary in order to provide a preliminary layout.

A second and/or third sheet is to be included with the final plat, which demonstrates how the proposed subdivision will meet the applicable LUC criteria for the proposed use/development designator and development standards (i.e. sheet 1 of 1 submitted for review). d) The lot north of parcel A must be included in this subdivision. Provide the lot dimensions and bearings on the plat and note the existing and proposed use on the site plan drawing. If it is to remain vacant please state as so.
e) Provide lot coverage calculations for all lots proposed for development.
f) Carport/Garages must meet the setback criteria listed under LUC Sec. 3.2.6.5.B.2. Demonstrate compliance on the site plan drawing.

05/24/2004 FRODRIG2 PIMA COUNTY WASTEWATER Approv-Cond The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use:

1. This project will be tributary to both the Roger Road Wastewater Treatment Facility and the Ina Road Water Pollution Control Facility via the Tucson Boulevard Flow Control Facilities. Treatment and conveyance capacity was allocated for this project, when the Roger Road Wastewater Treatment Facility was first designed and built..

Based on our historical records, this project would qualify for the Participating sewer connection fee rate.

3. Add a General Note that states:

THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

4. Add a General Note that states:

PRIOR TO ISSUANCE OF BUILDING PERMITS, A JOINT USE AND MAINTANCE AGREEMENT FOR THE SHARED PRIVATE SEWER LINE WILL BE RECORDED.

The Joint Use and Maintenance Agreement will need to be reviewed and approved by Ms. Ilene Deckard of the Pima County Wastewater Management Department before it is signed and recorded. Please contact Ms. Deckard at 740-6544 regarding the required content of this Agreement.

5. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the subdivision exception. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
