The above-referenced project has been reviewed on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:

It is our understanding that the Sam Hughes Place development plan submitted under case number D03-0033 acts as the tentative plat for this project.

This project will be tributary to the Roger Road Wastewater Treatment Facility via the Aviation Corridor to Santa Cruz Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Contact Robert Decker, PCWWM Planning Services, at (520) 740-6625 regarding this matter.

Based on our evaluation, this project would qualify for Participating sewer connection fee rates.

ALL SHEETS. Add the subdivision plat case number, S04-035, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Sheet 1: Revise the last sentence of the Dedication to read: THE ASSOCIATION WILL ACCEPT RESPONSIBILITY FOR THE CONTROL, MAINTENANCE, AND LIABILITY OF THE PRIVATE SEWERS AND COMMON ELEMENTS WITHIN THIS SUBDIVISION.

Under separate cover, a Private Sewer Service Agreement for the proposed number of condominium units has been sent to your office. After the three original Sewer Service Agreements have been signed by the Owner of Record and notarized , they must be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve the final plat.

Please submit a revised set of bluelines showing that the required changes have been made with the letter from PCWWM Planning Services and the signed Sewer Service Agreements to this office. We will approve the final plat when these documents have been received. No wastewater review fees will be charged for the next submittal.

RESUBMITTAL REQUIRED: FP, CC&Rs

SUBMITTAL REQUIRED: ASSURANCES, BOUNDARY CLOSURE CALCS

The next submittal must address the following items:

FINAL PLAT

1. Assurances are required unless all the infrastructure is complete and approved prior to Final Plat approval. The Assurance Package (for a Third Party Trust) must include the original Third Party Trust, the original Amendment to Trust, a copy of the Trust Agreement, a copy of the Deed, and a recent Title Report.

2. Include a copy of the CC&Rs with the next Final Plat submittal. The specific maintenance notes specified in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.3.2 must be included in the CC&Rs. The term "owner" in the maintenance notes is to be replaced with "Homeowners Association".

3. Show the FEMA floodplain limits in a surveyable and readily retraceable manner with frequent ties to intersecting lot lines. DS 2-03.6.4.F

4. The Title Block should read, "FINAL PLAT" not "FINAL PLAT FOR".

5. On Sheet 3 spell "BUILDING TIES" correctly.

6. In the Title Block specify the number of units not the unit designation (i.e. 57 CONDOMINIUM UNITS not UNITS 1101-6105). DS 2-03.6.1.H.1

7. Specify the common areas in the Title Block (i.e. Common Area "A" (Vehicular Use Area), "B"(Landscape Area), etc.) DS 2-03.6.1.H.1

8. The Assurance paragraph specified in DS 2-03.6.3.E must be included on the Final Plat. The two signatories to this paragraph will be, "City of Tucson Development Services Department Director" and, "City of Tucson Development Services Department Engineering Administrator".

9. Place the subdivision case number (S04-035) assigned to the plat in the lower right corner of the plat next to the title block. DS 2-03.6.1.K

10. If Assurances are necessary, include a Beneficiary paragraph. See DS 2-03.6.3.C

11. The acknowledgement section must be titled, "ACKNOWLEDGEMENT".

12. The APPROVAL section must read, "I, Kathleen Detrick" not, "I, Kathleen Dietrick".

13. Remove the sight visibility triangles and the "SVT ANNOTATION" table from sheet 2.

14. Building details show a .5 ft. wall thickness (??). Identify this dimension.

15. The building details some places show inside wall dimensions, some places show outside wall dimension, some places show both. Consistency is required.

16. The building details in some places show an inside dimension on an outside wall (see sheet 10, Building 5, Second Floor, Unit 5101, West wall, dimension 21.83). This is confusing.

17. It appears that the plan is showing walls that are not vertical. Walls on different floors are not dimensioned the same. See Sheet 4 northwest corner of Unit 1101 dimension 6.35 vs. Sheet 5 Unit 1210 dimension 6.26. This is just an example. Please plan check the entire document.

18. It appears the plan is showing walls that are not parallel (i.e. opposite walls in the same room with different dimensions). See Sheet 10, Building 5, Second floor, Unit 5105 north wall dimension 21 ft., south wall dimension 21.25 ft. This is just an example. Please plan check the entire document.

19. Common areas with different uses and maintenance requirements must be given separate designations (i.e. Common Area "A" (Drainage), Common Area "B"(Landscape), Common Area "C" (Vehicular Use), etc. These designations must be shown on the plan in the proper locations. DS 2-03.6.4.C

20. It is not clear on the plan why parking space numbers are included on sheet 3. A Final Plat is essentially a survey document. Are these spaces being sold to individual condo owners? Are they common area?

21. Each building floor detail needs one bearing (missing on Building 1 second floor, Building 5 second floor and third floor, etc.)

22. The CC&Rs specify that there are different types of limited common areas. There are unit limited CAs (porches, balconies, parking spaces, etc), and building limited CAs (elevators, roofs, walls, etc.). These must be specified and described on the plan (and the Title Block) with separate designations.

23. General Note 2 Sheet 1 says 57 units. The "BLDG. UNIT TABLE" sums to 48 units. Building 1 appears to have 22 units, but the table says 12. Building 6 appears to have 6 units but the table says 5.

24. At least one corner of the subdivision must be tied by course and distance to a section corner or a quarter section quarter. Sheet 3 ties the building corners to TPs (which usually would indicate "temporary points"). The buildings must be tied to permanent control monuments which must be tied to a corner of the subdivision which must be tied to a section corner. The survey must tie down exactly the location of the units being subdivided. The survey must be readily re-traceable. DS 2-03.6.5.A

25. All boundary monumentation must be labeled as "found" or "set". The legend shows property corner designation but does not specify whether these were found or set and the type of monumentation. DS 2-03.6.5.C.4

26. It must be specified on the plan whether the distances and bearings between monuments were "measured" or "calculated". DS 2-03.6.5.5

27. Indicate square footage and volume for every unit.

1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before March 24, 2005.

2. Remove the word "FOR" from the title block. Also please replace the unit number 1101-6105 with the actual number of units, i.e. Condominium Units 1-57. The common area designations must be listed in the title block. DS 2-03.6.1.H

3. This project has been assigned the subdivision case number S04-035. Please list the case number in the lower right corner of all final plat sheets. DS 2-03.6.1.K

4. Revise the "Unit Table" to list the correct number of units. Per general notes two and based on the unit numbers as labeled on sheet two a total of 57 units are proposed. Per the table a total of 48 units are listed and proposed. Please revise the table as required. DS 2-03.6.2.B

5. Please add the following to general note 4, "unless superseded by a subsequent rezoning ordinance." DS 2-03.6.2.D

6. Please insure that all units are labeled with the cubic footage. DS 2-03.6.4.B

7. I have reviewed comments made by Jim Tate, Engineering Section Reviewer and most of the comments he has made would be similar to ones that I would make for Zoning. Please include in the Zoning comments response letter the responses to the following comments made by the Engineering reviewer; comments 7, 13, 14, 15, 16, 17, 18, 19, 20, and 22.

8. Under the Dedications text block, paragraph four (4), sixth sentence, the words "lot owners" infers that the tenants will own land. The owners of these condos will not have ownership to land. Please revise accordingly

9. Correct the typo of the title for the building ties table on sheet 3.
