SUMMARY: The Subdivision Record of Survey was received by Engineering on March 12, 2004. Engineering has reviewed the received item and does not recommend approval of the Subdivision Exception.

RESUBMITTAL REQUIRED: SUBDIVISION EXCEPTION RECORD OF SURVEY

The next submittal must address the following items:

1. On the location map note the section township and range.

2. Place the words "Book ____ Page ____" in both the upper and lower right corners outside
the margin line. The blanks will be completed by the Pima County Recorder's Office at the time
of recordation.

3. Include in the Title Block the name of the proposed Subdivision Exception and identify the
proposed lots (i.e. Lots A,B,C,D,E).

4. List the names, addresses, and telephone numbers of the primary owners of the site.

5. Place the subdivision exception case number (S04-029) in the lower right hand corner of the
plan next to the title block.

6. Include the note, "Any relocation or modification of existing utilities and/or public
improvements necessitated by the proposed development will be at no expense to the public."

7. The DEDICATION section does not need two signature lines. Include only one signature
line under all the DEDICATION paragraphs.

8. Include in the DEDICATION section the paragraph, "I hereby grant to the Public and all
utility companies all easements as shown hereon for the purposes of access for installation and
maintenance of public sewers and utilities and other uses as designated by this plan."

All costs associated with the relocation of existing facilities will be billable to the developer.

Application for electrical service for each parcel should be made by contacting the New Construction Department at (520) 770-2062. If easements are required, they will be secured by separate instrument. Load plans are necessary in order to provide a preliminary layout.

The above-referenced submittal has been reviewed on behalf of the Pima County Wastewater Management Department and the Pima County Department of Environmental Quality. The following comments are offered for your use:

This project is in an area tributary to both the Ina Road Water Pollution Control Facility or Roger Road Wastewater Treatment Facility via the South Rillitio West (North Line) Interceptor. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. Flow from this proposed project would not cause any flow or effluent quality limits to be exceeded. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date.

Add the subdivision plat case number, S04-029, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on our evaluation, this project would qualify for Non-Participating sewer connection fee rates.

No structures of any kind (walls, fences, ramadas, etc.) may be built within the existing public sewer easements, and a stabilized driving surface must be provided from the Palo Verde Avenue over the existing public sewer line on the property in accordance with Pima County Standard Detail WWM 111. Pima County’s large and heavy sewer maintenance vehicles must be able to reach the terminal manhole in this public sewer line.

This project will need to sewered by private sewers. Provide a separate Utility Plan sheet which shows how all 5 lots will be provided with sewer service, including all of the following:
Show and label all existing sewers on and within 100 feet of the project boundaries along with manhole numbers, sewer size(s) and Pima County plan numbers.
Show and label all existing public sewer easements on or adjacent to this property with their width, type and recording information. See the as-built sewer plans for existing public sewer lines M-271 (which show a 10’ easement) and M-304 (which show a 15-foot easement). Please note that while the assessor’s map shows a public sewer easement per Docket 1395, Page 320, this recording information is incorrect. The instrument recorded at this Docket & Page is a Contract for Sale of Real Estate pertaining to a property near 22nd Street. If you find that this public sewer line is not in a recorded public sewer easement, one will need to be granted at this time that conforms with PC/COT Standard Details WWM 111.
Show the stabilized driving surface that will be placed over the existing public sewer line in both the plan view and in a cross section.
Show all existing and proposed private sewer lines (House Connection Sewers) labeled with their size and the letters, HCS.
Show the existing public sewer lines, and all proposed private sewer lines using different linetypes and weights, so they can be readily told apart.
Show and describe the different linetypes used for the existing public sewer lines and the proposed private sewer lines within a legend.
Show and label any private sewer easements that will need to be created with their width and type. Please note that it appears that a private sewer easement needs to be created for the existing house as well as for some of the new homes.

On the Record of Survey:
Show and label all existing public sewer easements on or adjacent to this property with their width, type and recording information.
Show and label all proposed private sewer easements that will need to be created along with their width, type and all necessary survey data necessary to locate the boundaries of the easements.
Check with COT CDRC to find out if you can grant and record any necessary private sewer easements with this instrument, or whether this must be done via a separate instrument, and label the easement appropriately on the Record of Survey. Please let me know what you were told, in your review letter, and by whom, so that I may contact them if I have any questions about this matter.
If you can grant and record any necessary private sewer easements with this instrument, modify the Dedication as necessary to do this.
Add a General Note that states: ALL LANDSCAPING IN EXISTING AND PROPOSED PUBLIC SEWER EASEMENTS SHALL BE IN ACCORDANCE WITH THE PLANTING GUIDELINES IN PC/COT STANDARD DETAIL WWM A-4.
If one or more shared private sewer lines will be utilized, add a General Note that states, PRIOR TO ISSUANCE OF BUILDING PERMITS, JOINT USE AND MAINTENANCE AGREEMENT WILL BE RECORDED FOR ALL SHARED PRIVATE SEWER LINES.

If one or more shared private sewer lines will be utilized, contact Ms. Ilene Deckard of Pima County Wastewater Management for guidelines concerning the necessary Joint Use and Maintenance Agreement. Ms. Deckard will need review and approve the Joint Use and Maintenance Agreement before it is signed and recorded.

A revised blueline of the Record of Survey, a blueline of the Utility Plan, and a response letter, addressing these comments is required. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal, and a check for $100.00 made out to PIMA COUNTY TREASURER must accompany these bluelines and response letter, to pay the wastewater review fees required by Pima County Code Title 13.20.030.B.

COMMENTS

1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before March 11, 2005.

2. This plat has been reviewed for compliance with the newly drafted development standards (still a draft as of this date). Please address the following comments and resubmit for review and approval.

3. Reference in the location map all the recorded subdivision plats by book and page numbers within the defined square mile. DS 2-03.11.7.D.2

11. One of the requirements to qualify for this type of review and approval process is that sidewalks and curbs be provided along the street frontage. Per the plan curbs exist in the right-of-way but it is not clear if sidewalks exist. If at this time the required sidewalks do not exist along the street frontage it is my understanding that the sidewalks must be constructed prior to approval of the Record of Survey. If sidewalks have been constructed indicate on the plan the location and width of the concrete sidewalks. DS 2-03.11.10.B

12. The following information regarding existing utilities will be provided: the location and size of water wells, water pumping plants, water reservoirs, water lines, fire hydrants, and storm and sanitary sewers, including the pipe diameter and the invert and rim elevations of all manholes and cleanouts; the Pima County Wastewater Management Department (PCWMD) reference number; locations of gas lines, electric and telephone lines, poles, and on-ground junction boxes, and street lights. If water mains and sewers are not located on or adjacent to the tract, indicate the direction, distance to, and sizes of those nearest the property. Show sewer line invert elevations. DS 2-03.11.10.C

13. Label the existing zoning classifications adjacent to the subdivision boundaries. DS 2-03.11.10.D

14. All existing easements must be depicted on the plan. The location, width, and purpose of each easement must be labeled. All proposed easements must be recorded by separate instrument and the recordation information for those proposed easements must be labeled on the plan. All proposed easements, which are shown on the plan, must be labeled with the words "To be recorded by separate instrument" and the recordation information must be labeled. DS 2-03.11.11.A

15. A general note that states that lots "D" and "E" will be restricted to development of one (1) unit per lot is required to be added to the plat under the general notes text block. Please add the note as required.

16. Add a general note that states that a separate submittal, review, and approval of a site plan and building plans for a building permit is required for each lot.

17. As mentioned in comment two (2) this Record of Survey has been reviewed for compliance with the newly drafted development standards for a minor subdivision exception. These standards are a work in process and could vary and may require additional information added or required on the plan such as notes or detail drawings due to review comments. The committee that has worked on these standards has tried to incorporate all necessary requirements that should be made part of the record of survey drawing for the minor subdivision exception. If you as a Registered Land Surveyor have information that you feel is necessary to the completeness of the Record of Survey please feel free to respond in your response letter to the CDRC committee. Additional comments may be forthcoming on subsequent submittal packets.

The Grant-Alvernon Area Plan, General Plan and Design Guidelines provides land use policy direction for this areas as follows:

GENERAL GOALS FOR GRANT-ALVERNON AREA PLAN

Encourage provision of safe and efficient circulation systems for all appropriate modes of transportation, especially pedestrian and bicycle;

A. GENERAL SITE DESIGN:

Guideline 3. Provide a well-defined pedestrian system linking adjacent uses, connecting to the public sidewalk system, offering convenient access to transit facilities, and providing secure bicycle parking facilities, as an integral component of development.

CITY OF TUCSON GENERAL PLAN

Element 3: Circulation
Design Guideline I.A.4.c., Parking, Loading and Maneuvering, is intended to provide safe vehicular parking, loading and maneuvering, with attention to functional and aesthetic concerns such as trash removal, emergency access, and reduction of heat build-ups. Solutions include shared loading areas and dumpsters, and use of vegetation to reduce heat build-up.

DISCUSSION

From the Department of Urban Planning & Design’s point of view, multiple land divisions, without having to do a tentative and/or final plat, may cause some concerns

This particular case, as it has been submitted, proposes a lot split creating two parcels, one measuring 8,575.62 and the other 6,701.89, both sharing a proposed 30.04’ ingress, egress and utility easement.


From the Urban Planning & Design’s point of view, the following concerns should be addressed:

There is no turn around for emergency and utility vehicles. Because there is no turn around, the property owners of the lots would be forced to drag their dumpsters out to Palo Verde Street, an inconvenience.
