The above-referenced project has been reviewed on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:

This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Interceptor. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. Flow from this proposed project would not cause any flow or effluent quality limits to be exceeded. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date.

Add the subdivision plat case number, S04-028, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on our evaluation, this project would qualify for Non-Participating sewer connection fee rates.

Show a symbol for existing sewer lines and manholes in legend.

Show a symbol for the proposed private HCSs in legend.

Label the existing sewer line with its size and Pima County plan number.

In General Note 11, delete the following

“THE C.C & R’S WILL SPECIFY THIS BY A JOINT USE AGREEMENT.”

SHEET 1. Add the following note

“A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT.”

The preliminary point where TEP will serve this project is from the existing facilities along Drexel Road proceeding through the interior of the subdivision. Enclosed is a copy of TEP's facility map showing the approximate location and unit numbers of the existing facilities.

TEP will provide a preliminary electrical design on the Approved Tentative Plat within fifteen (15) working days upon receipt of the plat. Additional plans necessary for preparation of the design are: building plans including water, electrical, landscape, sidewalk and paving plans.

The one-year expiration date for this tentative plat is March 10, 2005.

SUMMARY: The Tentative Plat, Landscape Plan, CC&R's, title report, and Hydrology Report were received by Engineering on March 11, 2004. Engineering has reviewed the received items and does not recommend approval at this time. The Drainage Report was reviewed for Tentative Plat purposes only.

HYDROLOGY REPORT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.2-03.2.4.L.2: The hydrology report does not address retention and detention requirements. Provide a drainage report showing existing and developed conditions and showing that sufficient volumes are provided. Include all required information in the drainage report.
2) DS Sec.2-03.2.4.L.4: Discuss minimum finished Floor Elevations for lots 1-8. Show that the lowest floor elevations will be at least one foot above adjacent flood elevations.
3) DS Sec.2-03.2.4.L.7: Assure that proposed basin is not receiving 100-year floodwater from Drexel Road. Show outlet elevation and provide basin, inlet and weir details. (DS 10-02.2.3.1.6.A.4.a)
4) DS Sec.10-01.III.3.5.1.3.a: Submit soils report with infiltration test results that demonstrate the percolation time for the retained stormwater in the proposed basin is less than 12 hours, and discuss in drainage report.
5) DS Sec.10-02.1.5.1: Show that volume of basin is derived from a basin configuration that includes an access ramp.

TENTATIVE PLAT COMMENTS:
6) Tucson Code Chapter 25.38 requires minimum 10-foot driveway widths and 12-foot separation between driveways. Revise the tentative plat to show that driveway widths for all lots meet this section of code.
7) D.S. Sec.2-03.2.4.G: Streets designed at the minimum width, with minimal on-street parking, need clearance for access to all homes by life safety vehicles and, where no alleys are provided, by refuse collection vehicles. If motor vehicles are parked along streets that are not designed to allow for parking, life safety services will be inhibited and, in many situations, blocked. Single family projects should be designed with the understanding that families buying into the project will have the standard family gatherings, such as birthday parties, wedding anniversaries, and similar celebrations. Therefore, all single family projects should be designed with some minimum visitor parking so that gatherings can occur, while providing minimal consideration that life safety services can still be provided. Label on planview the locations of no parking signs - specifically along both sides of street at knuckle to ends of tangents.
8) D.S. 3-01.6.1.H: Provide a no-vehicle access easement for lot 8 along Drexel Road.
9) D.S. Sec.2-03.2.2.D.1.b: Clarify the status of the proposed street. The street must meet the street standard in DS 3-01. Use a cross-section from the development standard. Indicate in the general notes the new miles of public or private streets.
10) D.S. Sec.2-03.2.1.C: Assure that the lettering is legible when reproduced or when photographically reduced for recordkeeping purposes. All lettering must be the equivalent of 12 point type or greater.
11) D.S. Sec.2-03.2.1.J: Clarify whether the Floodplain Limits are proposed or existing. Provide delineations for "EXISTING 100-YEAR FLOODPLAIN LIMITS" and "PROPOSED 100-YEAR FLOODPLAIN LIMITS" on legend. Use a symbol to represent the water surface contour and include the symbol in the legend per D.S. Sec.2-03.2.3.J.3. Water surface contours must be no more than 200 feet apart.
12) D.S. Sec.2-03.2.2.B.1: Update the subdivision case number (S04-028) in the lower right corner of the plat sheets next to the title block.
13) D.S. 2-03.2.1.H: List the contour interval along with the scale and north arrow.
14) D.S. Sec.2-03.2.2.C.2.b: Add a general note stating that "A FLOODPLAIN USE PERMIT AND/OR FINISHED FLOOR ELEVATION CERTIFICATES ARE REQUIRED FOR THE FOLLOWING LOTS: 1-8."

a) Show and label all of the proposed location and type of subdivision control monuments as found or set;
b) Clearly dimension tie to quarter section corner.

b) Clarify the status of the area near the access easement. Is this common area or part of the individual lots.
c) Provide curve data for property lines along street, if applicable.
18) D.S. Sec.2-03.2.3.C: All existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status.
19) D.S. Sec.2-03.2.3.C: Provide the following information regarding the existing public right-of-way for Drexel Road: right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and any sidewalks. Drexel is an MS&R collector. Clearly label existing and future right-of-way widths, curb locations and sidewalk locations.
20) D.S. Sec.2-03.2.3.F: In the legend or in a note, state whether the contours are based on NAVD88 or other datum.
21) DS Sec.2-03.2.4.L.4: Provide proposed grades and ground elevations for reference to future grading and site drainage:
a) Provide general proposed grades and spot elevations in streets;
b) Provide typical lot grading detail(s) for drainage.
22) DS Sec.2-03.2.4.L.7: Proposed project is subject to the AzPDES requirements for Stormwater Pollution Prevention Plans. Contact Loren Makus, 791-5500 for submittal requirements.
23) D.S. Sec.2-03.2.4.N.1.a. The preliminary sewer layout shall be designed so that manholes will not interfere with street survey monuments. However, survey monuments may be offset from manhole locations if so indicated on the plat.
24) DS Sec.3-01.5.2.A: Clearly show sight visibility triangles
25) DS Sec.10-02.14.3.2: Standards Manual for Drainage Design and Floodplain Management (SMDDFM) 14.3.2: The maintenance notes specified in SMDDFM 14.3.2 must be included on the Final Plat or in the CC&Rs.

LANDSCAPE PLAN COMMENTS:
26) Layout of subdivision in the landscape plan does not match the tentative plat. Provide a landscape plan that matches the tentative plat.
27) Assure that no proposed plants are blocking or placed on access ramps for basin.
