The subject project has been reviewed. We offer the following comments:

Final Plat:

1. Provide the correct S(YR)- _______ number (D.S. 2-03.6.1.K.).
2. The approved Tentative Plat shows the project gross Area to be 9.6246 acres. The Final Plat shows a 10.00-acre area. Clarify the discrepancy.
3. The Dedication is missing language concerning the reservation of the Common Area for Private Use and convenience of all owners etc. (D.S. 2-03.6.3.). Revise as necessary.
4. Change the "City of Tucson Engineer" under Assurances to "City of Tucson Development Services Engineering Administrator".
5. Verify that a "Beneficiary" Block is not needed for this project (D.S. 2-03.6.3.C.).
6. What is the purpose of the arrow, south of Building B?
7. According to the Title Report, the Easement recorded in Docket 2703, Page 223 is an electrical easement; not a gas easement as shown on the Plat below the words "Valencia Road". Revise as necessary.
8. Easements #6 & #7, as Described in the Title Report, do not appear to be depicted on the Final Plat. Revise.
9. This project is impacted by the regulatory floodplain at the southwest corner of the development. Add a general note that states this fact and the need for a floodplain use permit for any work in the impacted area (D.S. 2-03.6.2.E.).
10. The line that delineates the 30' Natural Landscape Buffer is very light and it is barely visible.
11. The Boundary Line on the plan does not match the line in the Legend. Revise.
12. Since most of the site drainage happens within Common Area "A" including the detention/retention basins and the 100-year floodplain at the southwest corner of the parcel, Common Area "A" should also be dedicated for drainage. Revise the Title Block accordingly.
13. Show the detention/retention areas (within the common areas) in a surveyable and readily retraceable manner (D.S. 2-03.6.4.I.).
14. It is not clear if there should be a cross access easement between Lot 1 and the rest of the development. Clarify and revise as needed (D.S. 2-03.6.4.K.).
15. Show and label the basis of bearing and demonstrate how the subject development ties into the basis of bearing. Verify compliance with the requirements of D.S. 2-03.6.5.A. & C.
16. Indicate whether the distance and bearing between all monuments are measured or calculated as required by (D.S. 2-03.6.5.C.5).
17. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3.
18. Submit a copy of the Assurances package.

CC & R's

The Drainage Maintenance Section shall address in more details what is involved in the required drainage structures inspection. The Section shall also specify the frequency of the inspection (usually once a year and after a major storm). The Drainage Maintenance Section shall incorporate all the requirements that were included in the drainage structures maintenance checklist in the subject project approved drainage report.

Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made.

The proposed final plat for the above-referenced project has been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



The previous Sewer Service Agreement, sent to your office by Dickie Fernandez , dated November 1, 2005, are for a development plan and should disregarded now that this project is being submitted as a final plat. We will send to your office via e-mail, a .pdf file containing a revised Sewer Service Agreement for the proposed 1 commercial lot and 6 commercial buildings. Three originals will need to be printed out from this file for notarized signatures by the Owner of Record. The three signed originals of the Agreement must be returned to this office in order to satisfy the necessary requirements needed to approve the final plat.

All Sheets: Add the subdivision case number, S04-026, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. Remove this number from the references heading. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 2: There is no public sewers or existing public sewer easements on this project parcel. Revise all of the labels that describe the easement with Dkt. 12744, Pg. 2066 so that:

The easement is correctly identified.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the final plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before January 25, 2007.

2. For consistency with the approved tentative plat document, revise the location map on the final plat to match the location map on the tentative plat. Label any or all W.A.S.H ordinance washes within the one square mile area of the location map.

3. Per a discussion with Matt Flick of the Engineering Section, it would be best if lot 1 was labeled as Block "A". Also a separate note should be added to the plat that states that a separate submittal of a development plan for review and approval by the City of Tucson is required for Block "A", subject to compliance with conditions of rezoning case C9-00-27.

Also per a discussion with Elizabeth Eberbach The detention basin should be designated with a separate common area designation due to specific maintenance requirements.

Building "A" per the approved tentative plat indicates that a bank with at least three drive-through lanes is proposed. The drive-through lanes and stacking lane are exclusive to the bank and should be designated as a limited use element or exclusive use element. In addition, if uses on the site are to change from what was approved on the preliminary development plan please verify with Dan Castro of the DSD Rezoning Section that the changes are minor and do not require Mayor and Council approval due to any possible changes.

11. Staff suggests that the title of the project be revised to correctly define the use of the site. Per the title on the plan sheets the development is to be an office Condominium Park, yet there is not one office listed as a use under general note 4. Please re-review and revise as required.
