The preliminary point where TEP will serve this project is from the existing
overhead facilities west of the subdivision along Alvernon Way. Enclosed is
a copy of TEP's facility map showing the approximate location and unit
numbers of the existing facilities. All relocation costs will be billable
to the developer.

TEP will provide a preliminary electrical design on the Approved Tentative
Plat within fifteen (15) working days upon receipt of the plat sent in by
the City of Tucson. Additional plans necessary for preparation of the
design are: building plans including water, electrical, landscape, sidewalk
and paving plans.

The above-referenced project has been reviewed on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:

1. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. Mr. Robert Decker of PCWWM Planning Services may be contacted regarding this matter at (520) 740-6625.

2. ALL SHEETS. Add the subdivision plat case number, S04-024, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

3. Based on our evaluation, this project would qualify for Non-Participating sewer connection fee rates.

4. Based on the number of lots, a Sewer Service Agreement will be prepared during the Final Plat process.

5. Per Pima County Standard Details WWM A-3 and WWM 109-111, it is required that public sewer easements be designed accordingly to allow access at all times by Pima County WWM maintenance vehicles. Please follow these guidelines for the design of the public sewer easements provided for this project.

6. Include all existing sewer information within 100 feet of the project boundary. For sewer lines, include sewer size and Pima County plan number. For manholes, include manhole number, rim elevation and invert elevation.

7. Subject to the above, this project is hereby approved.

The trail shall be constructed in a landscaped(trees, shrubs, desert seed) corridor along the south side of Earp Wash.
A buffer area a minimum of 10' in width shall be maintained from the back of the closest wall to the southern edge of the trail.
The trail shall be a minimum of 8 ft wide.
The trail shall be ADA accessible and all-weather.
All drainages crossing the trail shall be directed below ground at least 12" below the trail.
Show curb ramps where the trail meets Antrim Loop road.
The trail shall be constructed to the following specification: two(2) inch thickness, stabilized decomposed granite(1/4" minus) compacted to 95% over native subgrade compacted to 95%.
Trail shall be located a safe distance from the edge of detention basins and drop-offs - or - a safety railing shall be installed.
Walls along the trail corridor should be see-thru "view walls" constructed of wrought iron and masonry.

Ordinance Reports were reviewed for Tentative Plat purposes only.

TENTATIVE PLAT COMMENTS:
1) City of Tucson Development Standards (DS) Section No. 2-03.2.1.D.2: Revise reference for recorded subdivision plat Book 47 and Page 2 at lower right corner of location map to Book 57 page 42.
2) DS Sec.2-03.2.2.A: Remove "PRELIMINARY NOT FOR CONSTRUCTION OR RECORDING" from each sheet. Provide seal with signature for the professional engineer that prepared the plat.
3) DS Sec.2-03.2.1.J: Provide the following for the legend on sheet 1:
a) Provide symbol for lot corner pins;
b) Symbol for water surface elevation interval;
c) Provide symbol for finished pad elevation, or, finished floor elevation with reference to slab height.
4) DS Sec.2-03.2.2.A: Provide seal with signature for the professional engineer that prepared the plat.

7) DS Sec.2-03.2.2.C.2.b: List the lots affected by the Earp floodplain by lot number. Add the following note and complete the blanks: "A floodplain use permit and/or finished floor elevation certificates are required for the following lots: ____."
8) DS Sec.2-03.2.2.G.2: Per General Note 11, this subdivision is not within the planned water service area of the Tucson Water Department but is within a service area designated by the Arizona Department of Water Resources as having an assured water supply. Submit copy of certification letter from the Arizona Department of Water Resources.
9) DS Sec.2-03.2.3.C&E: All existing easements and utilities will be drawn on the plat, and recordation information, locations, sizes, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Check to see that all easements listed in Title Report are shown and indicated on the Tentative Plat.
10) DS Sec.2-03.2.3.F: Provide a local basis of elevation on site.
11) Label more contour intervals on plan views.
12) DS Sec.2-03.2.3.J & 2.4.L.6: On plan view on sheet 4, indicate on plan view, the delineations for the 100-year Floodplain Limits. Label elevations for water surface contour intervals.
13) DS Sec.2-03.2.4.B: Check configuration for Lot 9 to assure space for building and setbacks.
14) DS Sec.2-03.2.4.C&6.4.I: Retention/detention areas must be shown in a surveyable and readily retraceable manner. The 100-year ponding limits of the basins shall be labeled with surveyable data. The basin areas, labeled as Common Areas "B" "DRAINAGE" on the Tentative Plat, need clarification. In the Title Block, the common area descriptions and the basin area need to be differentiated; label the basin areas exclusively as "RETENTION / DETENTION BASIN" and label the other areas (such as channels) as "DRAINAGE". At minimum this will need to be addressed at Final Plat stage.
15) DS Sec.2-03.2.4.F: Label interior streets as "PRIVATE" per Rezoning Condition 24. Revise detail B on sheet 2.
16) DS Sec.2.4.H: Label Alvernon Way as "MS&R".
17) DS Sec.2.4.J: Clarify width of easement for the OHE at north side of project. Add width to detail B on sheet 3.
18) DS Sec.2.4.K & IBC Chap. 36 Sec.13.1: Pad (of finished floor?) elevation for the lot 20 along the east site boundary does not meet grading standards. Pad grade shall be changed to meet two-foot differential limit, otherwise the procedures for differential grading outlined in this section shall apply and written justification based on engineering / technical reasons shall be submitted as first step in the procedure.
19) DS Sec.2-03.2.4.L&M: Address the following drainage-related comments per this section:
a) On plan view on sheet 4, show setback from 100-year Floodplain Limits based on Rezoning Condition 1.d;
b) On sheet 3, clarify location of section E/3. Show adjacent pedestrian path and Earp Wash in section;
c) Provide basin information including depth and freeboard for details E and F on sheet 3;
d) Provide detail for dimensioned depths of pipe beneath trail for any stormwater drainage;
e) Provide cross section on Tentative Plat between rear of lots across Earp Wash. In the section, provide wash depth of flow, elevations of drainage outlet inverts, dimension between trail and any pipes, and widths of wash trails, maintenance or other easements, etc.
20) DS Sec.2-03.3.1.J: Add rezoning conditions 19 and 24 on sheet 2 as approved by Mayor & Council for case C9-99-25.
21) DS Sec.3-01.3.3.C: Depict on planview on sheets 4 and 5, wheelchair ramps at street intersections.
22) DS Sec.10-01.4.3.1: Depict on planview the security barriers (acceptable fencing, vegetation, or, combination of vegetation and structural materials) that will be provided for each basin.
23) Tucson Code (TC) Section 29-15: Delineate the allocated W.A.S.H. Ordinance 50-foot Study Area as well as the Resource Area on plan view for Tentative Plat sheets 4 and 5.
24) DS Sec.2.4.K&10-02.14.2.6: Provide a soils report regarding suitability and feasibility of the project; the report should discuss existing geotechnical conditions, and proposed recommendations for foundations and pavement design. Also include recommendations for slope grades and minimum distances from foundations. The report shall have minimum setbacks for basins from structures. Infiltration test results will be required to be submitted. The geotechnical report shall specifically address all criteria listed in this section. See last sentence of this section for items 6 (c) & (d) regarding hydro-collapsing soils and 30-foot test boring for basin design. Infiltration rates shall meet Water Harvesting and Detention / Retention criteria per DS Sec.10-01.III.3.5.1.3.a.
25) DS Sec.2-03.2.4.L.4: Clarify "TYPICAL LOT DRAINAGE" detail A on sheet 2:
a) Assure that the detail complies with recommendations of soils report.
b) Clarify how distances for minimum setbacks provide appropriate area for drainage swales, mechanical equipment, A/C units, slope setbacks for screen walls, slope run-outs, and general access.
c) Provide in detail the general / typical high point elevation or grade break locations as it relates to the finished pad elevation, as well as minimum flow grades around building pads.
26) DS Sec.2-03.2.4.L.7: Revise lot drainage for lots 36 through 48 to reflect compliance with Rezoning Condition 8. Specifically revise drainage design for these lots on sheets 4 and 5 to maximize water harvesting.
27) DS Sec.3-01.5.1: Provide general note on Tentative Plat for restriction of existing or proposed structures on lots 1, 2, and 36 within 30" to 72" in height within the sight visibility triangles.
28) Explain in response letter and provide status of compliance on Tentative Plat for each of the following Rezoning Conditions: 3, 13, 14, and 15.

33) DS Sec.2-03.4.4: In the "EXISTING CONDITIONS AND PROPOSED DEVELOPMENT PLAN" section of the W.A.S.H. Ordinance Report, it was stated that the culvert Alvernon box culverts are in need of maintenance. It is advisable to notify Pima County for maintenance, if Earp Wash is in need of attention.
34) DS Sec.2-03.2.4.M: Determine setback from 100-year Floodplain Limits based on rezoning condition 1d. Provide section in Drainage Report discussing compliance with Rezoning Condition 1.d.
35) DS Sec.10-02.L.2.3.1.5.B: Provide discussion and explain assumptions for hydraulic grade line computation in report.
36) DS Sec. 10-02.L.2.3.1.5.E: Discuss assumptions and results for hydraulic calculations for determining 100-year Floodplain Limits. Label elevations for water surface contour intervals.

W.A.S.H. ORDINANCE REPORT:
40) Tucson Code (TC) Section 29-15(b)(1): Address the following comments for W.A.S.H. Ordinance compliance:
a) Per this section, provide complete discussions in the W.A.S.H. Ordinance Report regarding any effects on hydrology and hydraulics to the 50-foot Study Area due to the elements as outlined in section 29-15(b)(1) a through i. In order to easily review the report each of these sections a through i can be addressed separately by section letter.
b) Clarify delineation of the Resource Area on sheet W1 in the W.A.S.H. Ordinance Report, and delineate the Resource Area on sheet 1 of the W.A.S.H. Ordinance Report Exhibit.
c) TC Sec.29-16(b)(1): In W.A.S.H. Ordinance Report provide discussion of proposed mitigation conforming to this section of code for the disturbance of the resource area.
d) Per TC Sec.29-16(b)(1)b, explain whether this project needs to go in front of Mayor and Council for approval of concrete outlet structures from drainageway near lot 22 and basins in W.A.S.H. wash. Otherwise, provide alternative designs for these outlets to prevent erosion.
41) DS Sec.10-02.1.5.1 & TC Sec.29-15(b)(1)c: It was stated in the W.A.S.H. Ordinance Report that the required access for maintenance has been provided. All drainageways, whether or not they are maintained by the City of Tucson, require unobstructed access / maintenance easements (16 to 20 feet wide) to the drainage channels and basins.
42) DS Sec.2-03.2.2.C.3: Determine and state which lots are impacted by the W.A.S.H. ordinance.

LANDSCAPE PLAN COMMENTS:
43) DS Sec.3-01.5.1: Address the following Landscape Plan comments:
a) Show the sight visibility triangle on sheet L5;
b) Provide notation on Landscape Plan for restriction of existing or proposed structures within 30" to 72" in height within the sight visibility triangles;
c) Sheet L6 shows mesquites and acacia proposed within SVT's. Clarify.
d) Re-label sheet L6;
e) On sheets L2 and L5, assure that no proposed plants are blocking or placed on access ramps for basins;
f) Lots 1, 20, 49 show a wall within the sight visibility triangles. Revise wall location.
44) Provide jogs in wall per Rezoning Condition 12.

The next submittal should include a sealed and signed Tentative Plat, revised W.A.S.H. / Drainage Report, revised Landscape Plans, soils report, Pima County wash maintenance acceptance document, Arizona Department of Water Resources certification letter, and should address all the above items.
