RESUBMITTAL REQUIRED: Final Plat and Assurances Package.

SUMMARY: The Final Plat and Assurances Package have been reviewed and Engineering recommends that revisions be made to the Final Plat and Assurances per comments below prior to final approval. Please address the following review comments prior to the next submittal, and provide a detail response letter stating how each comment was address to assist in the follow up review process.


FINAL PLAT COMMENTS

1. Reference the Trust No. in the Assurances package onto the Final Plat cover sheet.

2. Beneficiary information appears incorrect. Please verify the information and follow format per Development Standards No. 2-03.6.3.D.

3. Remove "CITY OF TUCSON ENGINEER" signature block from the RECORDING DATA section of the cover sheet. This signature block shall remain under the ASSURANCES section.

4. In the title block reword 'THRU' to 'THROUGH', and confirm the identification/name of the subdivision with the identification used in the Assurances Package.

5. Sheet 2: Drainage easement location needs to note the proposed retention basins. Modify note "PRIVATE DRAINAGE EASEMENT BY THIS PLAT" to read "PRIVATE DRAINAGE EASEMENT BY THIS PLAT (RETENTION BASIN)".

6. Tie down one corner of the subdivision survey boundary to a section corner per Development Standard 2-03.0.6.5.A.

7. Lots 3,4,9, and 10 are corner lots. For consistency with Lots 1 & 12 please indicate access points per Development Standards 2-03.6.4.G.

8. Modify the numbering of the second sheet. It should read "SHEET 2 0F 2"

9. Include a copy of the modified Assurances Package and CC&Rs with the revised Final Plat submittal. The specific maintenance notes specified in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.3.2 must be included in the CC&Rs. The term "owner" in the maintenance notes is to be replaced with "Homeowners Association".

10. Per previous tentative plat comments a Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and soils engineering report is required with the Grading Plan submittal. IBC Chapter 36, Section 9. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6.

ASSURANCES PACKAGE COMMENTS

11. Bind each document to insure documents stay divided from one another.

12. In the AGREEMENT TO CONSTRUCTION the project name and common area description of the subdivision does not match against the Title Block of the Final Plat. In addition, the exhibit "legal description" does not match the Title Block of the Final Plat.

13. In the AMENDMENT TO TRUST same comment as number 12. In addition, the trust number between the Final Plat and AMENDMENT TO TRUST shall match one another, and the activity number needs to be near the top of the front page of the AMENDMENT TO TRUST.

CC&R COMMENTS

14. Need to specify who will be responsible for the maintenance of the retention basins located on lots 1 and 12 per the Standard Manual for Drainage Design and Floodplain Management Section 14.3 (Pages 14.03 and 14.04)

15. In the CC&R's section 1.13 COMMON AREAS needs clarification. It states that the retention basins are in the common area, but the Final Plat illustrates that the retention basins are in lots 1 and 12. Which party will be responsible for the private road?

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


A public Sewer Service Agreement for the proposed number of residential lots has been sent to your office. After three original Sewer Service Agreements have been signed by the Owner of Record, the three originals should be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve the final plat.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the final plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
