Pima County Development Services Department Development Review Division (Wastewater) SUBJECT: Glenn Duplexes, Lots 1-5 Subdivision Exception - 2nd Submittal S04-004 The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. 1. SHEET 1. Add the following General Notes ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT AT THE TIME OF SUBMITTAL OF PLUMBING OR BUILDING PLANS. ANY RELOCATION, MODIFICATION, ETC., OF THE EXISTING UTILITIES AND/OR PUBLIC IMPROVEMENTS REQUIRED BY THIS DEVELOPMENT WILL BE AT NO EXPENSE TO THE PUBLIC. ANY WASTEWATER DISCHARGED INTO THE PUBLIC SANITARY SEWERAGE SYSTEM SHALL MEET THE REQUIREMENTS OF THE INDUSTRIAL WASTE ORDINANCE (PIMA COUNTY ORDINANCE NO. 1991-140, AS AMENDED). 2. SHEET 1. Add the following Permitting Note A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT. 3. A private Sewer Service Agreement for the proposed number of wastewater fixture unit equivalents has been sent to your office. After three original Sewer Service Agreements have been signed by the Owner of Record, the three originals should be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve the Mylars of the final plat. 4. The existing part of the private sewer cannot be seen on the layout due to the shading of the private access street. Change the line type of the existing private sewer section so that it can be clearly seen on the layout and clearly differentiated with the proposed private sewer section. 5. We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents. The next submittal of this project will be the 3rd submittal. A check for the review fee of this submittal in the amount of $38.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter. Engineering has reviewed the received item and does not recommend approval of the Minor Subdivision Site Plan. RESUBMITTAL REQUIRED: FINAL PLAT, SITE PLAN SUBMITTAL REQUIRED: ASSURANCES, CC&Rs, GENERAL COMMENTS 1. Minor subdivision is required. Provide Final Plat. For Final Plat requirements see DS 2-03.6 2. Submit the Site Plan with the Final Plat. 3. Please include the Assurance Package with the Final Plat submittal. The actual final plat drawing has not been submitted for review and based on the number of days left before the expiration date the final plat will not be approved on or before January 25, 2005. Contact Craig Gross for information for an extension request. Several of the previous comments were left because the final plat drawing has not been submitted for review and are specifically relevant to the final plat drawing only. 1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before January 26, 2005. 2. This project does not qualify for the subdivision exception review and approval and will require a final plat review and approval due to a request by the DSD Engineering Review Section for assurances. The Zoning Review Section has reviewed this plan for compliance with criteria for the final plat format and content based on development standards 2-03. Based on a cursory review, this plan does not meet the DS 2-03 final plat format and content criteria. Some or all of the following comments that pertain to the Zoning Review Section portion of the D.S. 2-03 final plat review have been taken directly from the Development Standards Manual. Please review the D.S. 2-03 final plat format and content and revise the plan as required. 3. Each sheet will measure 24" x 36" and include a two (2) inch margin on the left side and three-quarters (3/4) inch margins on the remaining sides to comply with standardization requirements of state law for recorded plats. Please keep in mind, when selecting the material on which the plat will be drawn, that a specific material is required for recordation by the Pima County Recorder's Office. Please refer to Sec. 2.03.8.1.A of this Standard. DS 2-03.6.1.B 4. A small, project-location map will be drawn in the upper right corner of the first sheet of the plat at a scale of 3" = 1 mile. The location map shall provide the following information. a. Show the subject property approximately centered within a one (1) square mile area. b. Identify conditions within the square mile area, such as subdivisions, major streets, major watercourses, and railroads. Reference recorded subdivision plats by book and page numbers. c. Section, township, and range; section corners; north arrow; and the scale will be labeled. d. The City's jurisdictional limits will be shown, if within the mapped area. DS 2-03.6.1.D 5. Place the words "Book ____ Page ____" in both the upper and lower right corners outside the margin line. The blanks will be completed by the Pima County Recorder's Office at the time of recordation. DS 2-03.6.1.G 6. A title block with the following information is to be provided in the lower right corner of each sheet. a. Subdivision name; number of blocks, lots, and/or units; and common area. b. Legal description by section, township, and range. c. If the final plat is a re-subdivision of a previously recorded plat, indicate the title and the book and page reference of the existing subdivision. DS 2-03.6.1.H 7. The S(YR)-___ subdivision case number assigned to the approved tentative plat will be placed in the lower right corner of the plat next to the title block of all plan sheets. This project has been assigned the subdivision case number S04-004. List he case number as required. DS 2-03.6.1.K 8. A legend, which shows and describes all symbols used on the drawing, will be placed on either the first sheet of the plat or the first sheet, which contains all, or part of the subdivision drawing. DS 2-03.6.1.L 9. Add the following general note, "The gross area of this subdivision is ____ acres." DS 2-03.6.2.A 10. Add the following general note, "The total number of lots is 5." DS 2-03.6.2.B 11. Add the following general note, "There will be no further division of lots without the expressed approval of the City of Tucson." DS 2-03.6.2.H 12. Add the following general note, "(I/We), the undersigned, do hereby hold harmless the City of Tucson, its successors and assigns, their employees, officers, and agents from any and all claims for damages related to the use of the property depicted on this plat now and in the future by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." DS 2-03.6.3.B.3 13. Add the Approval text block as indicated in DS 2-03.6.3.D. DS 2-03.6.3.D 14. Indicate if CC&R's are proposed for this project. If so please provide a copy of the document with the subsequent final plat submittal packet. DS 2-03.6.6. 15. The site plan drawings, which were submitted for review, are to be reference drawings for the proposed development and will be reviewed for Zoning and Development Standards compliance. The site plan drawings will not be recorded with the plat but will be kept and utilized as the development exhibit to the final plat for permitting purposes. This project (site plan) has been reviewed as an apartment complex and must meet the same requirements. The requirements include vehicle and bicycle parking (number of spaces), parking space dimensions, PAAL widths, vehicular use areas such as wheel stops and back up spurs, pedestrian circulation, building setbacks, landscaping, NPPO, refuse container locations and types etc. Address the following items on the site plan. 16. The bicycle parking calculation has not been revised as requested. Previous Comment: List on the plan that two (2) bicycle-parking spaces are required and that the two (2) class two spaces have been provided on lot 4. 17. Based on the re-submittal of the site/development plan Lot Development Options will be required in order to construct the structures as proposed on the plan. The applicant may apply for the Lot Development Options concurrently with the final plat if the applicant wishes to do so. Please be aware that the site/development plan, which has been reviewed to date, does not demonstrate compliance for the building setbacks as stated in the previous comments. The site/development plan will not be approved or stamped until the setbacks can be met or LDO's have been approved. Previous Comment: Label the proposed building setbacks from all property lines. Based on the proposed 20-foot building heights for the new structures, the building setbacks from all interior property lines must be 15 feet. The new structures have been setback from the subdivision boundary 10 feet. The interior building setbacks have not been labeled and therefore compliance with the required building setback cannot be verified. Lot development options for the proposed building setbacks will be required. 18. See Landscape, Engineering and Fire Review Section comments. Additional comments may forthcoming based on subsequent final plat submittal packets. 19. The site/development plan is not required to have any of the final plat notes or requirements. The site/development is for information purposes related to the proposed development, which demonstrates compliance for the multifamily residential use. The final plat is a survey drawing, which is drawn by and sealed by a registered Land Surveyor. The final plat does not include any development information.
