There is an existing pole on the east lot line that serves a home in the rear of this development. The activity number is S04-004. SUMMARY: The Subdivision Exception was received by Engineering on January 27 , 2004. Engineering has reviewed the received item and does not recommend approval of the lot split. RESUBMITTAL REQUIRED: FINAL PLAT, SITE PLAN SUBMITTAL REQUIRED: ASSURANCES, CC&Rs, DRAINAGE STATEMENT GENERAL COMMENTS 1. Minor subdivision is required. Provide Final Plat. For Final Plat requirements see DS 2-03.6 2. Submit the Site Plan with the Final Plat. 3. A Drainage Statement is required. See Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 2.2.2, 2.1 The statement must include a discussion of offsite to onsite flows and onsite to offsite flows. Stormwater must be accepted and released from developments essentially at the same locations, and with the same magnitude, as encountered under existing conditions. SMDDFM, 12.5 4. Please include the Assurance Package with the Final Plat submittal. This package must include the original Third Party Trust, the original Amendment to Trust, a copy of the Trust Agreement, a copy of the Deed, and a recent Title Report. 5. Include a copy of the CC&Rs with the Final Plat submittal. 6. Please provide a copy of the boundary closure calculations with the Final Plat submittal. 7. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. IBC Chapter 36, Section 9. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6. 8. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in IBC Chapter 36 Section13.1. This process must be complete prior to Grading Plan approval. The next submittal must address the following items: SITE PLAN COMMENTS 1. Change the title of the plan to "Minor Subdivision Site Plan". 2. Glenn is an MS&R street. Provide curb returns with a minimum radius of 25 ft. THRU: Craig Gross, City of Tucson Development Services FROM: Tim Rowe, P.E., Development Review Engineer (representing Pima County Wastewater Management and Environmental Quality) Pima County Development Review Division SUBJECT: Glen Duplexes, Lots 1-5 Subdivision Exception S04-004 The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management (PCWWM) Department. This review letter may contain comments pertaining to the concerns of either Department. Separate review letters from PDEQ and PCWWM representatives will not be prepared for this project. The following comments are offered for your use: 1. This project will be tributary to the South Rillito West - South Line and the Roger Road Wastewater Treatment Facility. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. Flow from this proposed project would not cause an flow of effluent quality limits to be exceeded. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. If conditions change between now and the time a formal Sewer Service Agreement is established between the owner of record and Pima County, the property owner may be required to augment the existing public sewerage system in order to provide adequate treatment and conveyance capacity for this project. 2. Based on our historical records for this property, this project would qualify for Participating sewer connection fee rates. However, a final determination of this status cannot be made until approval of the sewer construction plans and/or preparation of the sewer service agreement. 3. All Sheets: Add the subdivision exception case number, S04-004, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers. 4. Show the sewer line in Glenn Street to which this project will connect, labeled with its size (18") and plan number (G-141). 5. Is the existing 4" House Connection Sewer (S) large enough to serve all of these duplexes? Show the slope of the HCS on the plan. In your response letter, indicate how many existing wastewater fixture unit equivalents will remain, how many new wastewater fixture unit equivalents are being proposed, and the total number of wastewater fixture unit equivalents that be discharging to the public sewer system through the existing 4" private sewer line. Please note that 4" HCS with a slope of 2% may carry the flow from only 216 wastewater fixture unit equivalents per the Uniform Plumbing Code, and a 4" HCS with a slope of 1% may carry the flow from only 173 wastewater fixture unit equivalents. If necessary to carry the flow, show a new 6" private sewer line running the length of the access and utility easement connecting to existing sewer line, G-141 at a new manhole in Glenn Street. 6. Provide one or more General Notes appropriate for the type of private sewer line (new or existing) that will be utilized. 7. Label the access and utility easement as a PRIVATE easement. 8. Provide an appropriate Dedication to grant the easements, per the COT CDRC’s standards for final plats. The responsibility for maintaining the private sewer lines must be clearly identified either in Dedication or in a General Note. Please note: If a homeowners association is not being formed, an acceptable Joint Use and Maintenance Agreement for the shared private sewer line must be recorded prior to the issuance of building permits. The Joint Use and Maintenance Agreement must be reviewed and approved by Ms. Ilene Deckard of PCWWM Planning Services before it is signed and recorded. Ms. Deckard can be contacted at 740-6544 regarding this matter. 9. We will require a complete set of the revised bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of a development plan or subdivision plat. The review fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. Please include a $50.00 check for the wastewater review fees (made out to PIMA COUNTY TREASURER) with the revised set of bluelines and response letter. If other sheets are added to the set of plans, or revised in such a manner that the sewer design is impacted, please adjust the review fee accordingly. Glenn Illegal - Because by state law a subdivision is required for five or more splits and the LUC provisions allowing for lot split "exceptions" to the subdivision process mandate that the lots meet the requirements of a subdivision. Criteria not followed - More than two lots are provided access from something other than an existing or proposed standard street cross section. There aren't even cross-access or use easements noted on the plans. Criteria not followed - Parking is not provided on individual lots (including guest parking). Criteria not followed - Garbage collection area is off of individual lots (located on one of the proposed lots). Other problems - Required parking is provided on two of the lots to meet required parking for all of the proposed lots. 6. It is not clear whether the development meets the requirements of perimeter yard "BB" 10 or 3/4 H; without elevations it is not possible to determine. Given that the buildings are 20' tall, it is likely that a 15' perimeter yard will be required between each lot and on the perimeter of the "subdivision". In general, the development should be designed either as a multifamily project on one site or as a standard R-2 subdivision. The subject property is within the boundaries of the Grant - Alvernon Area Plan (GAAP). The plan policies encourage increased home ownership opportunities in the area, this project is for rental units. In addition, GAAP policies support infill development that demonstrates sensitivity to the surrounding area through the use of design, location, orientation, landscaping, screening, etc. as outlined in the design guidelines. The submittal does not provide adequate information to determine compliance with those criteria. |

An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before January 26, 2005. 2. This project does not qualify for the subdivision exception review and approval and will require a final plat review and approval due to a request by the DSD Engineering Review Section for assurances. The Zoning Review Section has reviewed this plan for compliance with criteria for the final plat format and content based on development standards 2-03. Based on a cursory review, this plan does not meet the DS 2-03 final plat format and content criteria. Some or all of the following comments that pertain to the Zoning Review Section portion of the D.S. 2-03 final plat review have been taken directly from the Development Standards Manual. Please review the D.S. 2-03 final plat format and content and revise the plan as required. 3. Each sheet will measure 24" x 36" and include a two (2) inch margin on the left side and three-quarters (3/4) inch margins on the remaining sides to comply with standardization requirements of state law for recorded plats. This project (site plan) has been reviewed as an apartment complex and must meet the same requirements. The requirements include vehicle and bicycle parking (number of spaces), parking space dimensions, PAAL widths, vehicular use areas such as wheel stops and back up spurs, pedestrian circulation, building setbacks, landscaping, NPPO, refuse container locations and types etc. Address the following items on the site plan. 16. Indicate on the plan if each of the existing structures on lot one (1) are constructed as duplexes. If so indicate that the existing structures are to be converted to 2 bedroom single family homes. 17. List on the plan that two (2) bicycle-parking spaces are required and that the two (2) class two spaces have been provided on lot 4. 18. Label the proposed building setbacks from all property lines. Based on the proposed 20-foot building heights for the new structures, the building setbacks from all interior property lines must be 15 feet. The new structures have been setback from the subdivision boundary 10 feet. The interior building setbacks have not been labeled and therefore compliance with the required building setback cannot be verified. Lot development options for the proposed building setbacks will be required. 19. The pedestrian circulation does not meet the continuous circulation requirement. Sidewalks have been provided to all units but the sidewalks do not connect. Provide crosswalks at key points that will connect the east and west sidewalks. Provide access ramps at the crosswalk locations. (The pedestrian circulation must be handicapped accessible.) 20. Add to the LUC Code Data text blocks the subject to section 3.5.7.1.F, which is applicable to all lots. 21. The text listing the floor area ratio and loading zones are criterion, which is not applicable to the proposed residential use and may be deleted from the text blocks. 22.
