TRANSMITTAL: February 5, 2004

DUE DATE: February 9, 2004

1. An applicant has one (1) year from the date of application to obtain approval of a tentative plat that complies with zoning and other development requirements in effect at the time of application. This tentative plat must be approved on or before January 12, 2005.
LUC 4.1.7.1

2. Fill in the S04-002 number near the title block in the lower right hand corner of all sheets of the plat, landscape and NPPO plans.
DS 2-03.2.2.B.1

3. In general note 9 indicate specifically which units will be provided with barrier-free accessibility in conformance with LUC 3.6.1.4.A.5. Add a detail showing how barrier-free access will be provided.
DS 2-10.3.1.D

4. After recordation, add the docket and page of the quit claim deed from the City of Tucson for the 30-foot acquisition along the north property line.
DS 2-03.2.4.B & I

5. A copy of proposed CC&R's must be provided to the Zoning Review Section for review and approval prior to approval of the final plat. The CC&R's must meet the criteria of LUC 3.6.1.5 and DS 2-03.6.6.
DS 2-10.3.2.E

6. On sheet 3 of 6 label the edge of nearest travel lane along Kramer Avenue to clarify where the 21-foot street setback is dimensioned from for lots 12, 26 and 40.
LUC 3.2.6.4

7. To clarify the required setback indicated on sheet 3 of 6, specify the bldg heights along the back walls of the units proposed for lots 1 through 12. LUC 3.2.6.4

8. On lots of four thousand (4,000) square feet or more, it will be assumed that the lot is of sufficient size to accommodate a dwelling unit; therefore, on projects with lots of this size, floor plans will not be required. However, on lots of less than four thousand (4,000) square feet, units have to be custom designed to fit onto these smaller and tighter lots,
and additional information is needed to verify compliance
with RCP requirements. Therefore, on projects that have lots
less than four thousand (4,000) square feet in size, submit:

1. Floor plans or drawings of the footprint of each unit, showing exterior dimensions. If only dimensioned building footprints are provided, be certain that locations of second floors (if applicable), front entrances, and motor vehicle parking spaces are noted. The floor plans can be preliminary plans and do not have to be complete construction drawings. Plans can be reviewed in a more timely manner if copies of the building footprints drawn at same scale as the plat are provided. This allows staff the ability to check which models fit which lots using a light table, instead of performing the tedious lot-by-lot math work.

2. Building elevations of all proposed units with height dimensions. These assist in determining compliance with perimeter yard setbacks and screening of mechanical
equipment. The elevations can be preliminary drawings. The
model home construction plans will be used to determine exact setbacks and screening requirements at the time of
application for building permits.

3. A list indicating which model homes fit which lots. Unless a lot is planned for another use, each lot will be designed so that at least one of the model units fits on the lot in compliance with Code requirements. The list should
indicate whether optional covered patios, porches, etc., will
still allow the unit to fit on the lot in compliance with
requirements. DS 2-10.3.2.D

9. All requested revisions must be made to tentative plat, landscape & NPPO plans. DS 2-07.2.1.A

If you have any questions about this transmittal, please call Peter McLaughlin, (520) 791-5608.

S04-002 Valle Hermosa: Tentative Plat Review
February 4, 2004

The General Plan

Kino Area Plan

Western Hills/Pueblo-Sunland Gardens Neighborhood Plan

Design Guideline Manual

The Valle Hermonsa tentative plat is being proposed as a residential cluster project (RCP), and therefore must comply with section 3.6.1 of the Land Use Code, specifically section 3.6.1.4 of the general development criteria. In this instance, the RCP requires compliance with policies of the General Plan, the Kino Area Plan, the Western Hills/Pueblo-Sunland Gardens Neighborhood Plan, and the Design Guideline Manual. The Plans require community amenities, such as but not limited to; streetscapes with pedestrian oasis, common area(s) of appropriate land size(s) to sustain residential amenities for all ages with pedestrian paths links to the on-site sidewalk circulation system. The Land Use Code, general development criteria 3.6.1.4.A.1, reads:

The RCP must be in conformance with the design policies and criteria of the General Plan and any of its components, including any applicable adopted area and neighborhood plans. (Ord. No. 9517, ss3, 2/12/01)

Staff is concerned that as proposed, lots 1 through 12 of your tentative plat have the back yards back up to 38th street. This site design is detrimental to the land across 38th Street to the north. Any potential residential development across 38th Street will be facing rear yards instead of a front to front yard design. One possible scenario is to vacate that portion of 38th Street, between Campbell Avenue and Kramer Avenue. Half added to your property, the other half to the land across 38th Street. Any future residential development to occur across 38th Street would be able to design back to back residential uses with yours. Has anybody approached the City of Tucson Real Estate Department on a vacation of 38th Street, between Campbell Avenue and Kramer Avenue?

Based the issues address above, staff offers the following comments:

Please revised tentative plat and landscape plan to include appropriate sized common area(s) which includes amenities for all ages [An active/passive adult recreational facility, which includes a tot lot with appropriate tot equipment and ground material]. The adult recreational amenities to include, but not limited to: ramada(s), table(s), outdoor grill, shaded sitting area(s).

2. Please revise landscape plan to include a native drought tolerant canopy tree of a minimum 15 gallons in size and to be placed at a maximum fifteen feet from back of sidewalk on every other lot (within the front yard of designated lots), for each subdivision street.

Please revise tentative plat legend to include and label a common area(s) for “recreational use.”

Please revise any common area combined with recreational uses and drainage/detention/retention uses to show the recreational area and associated pedestrian path within common area outside of the low flow channel or ponding areas.

Please respond to our comment on the issue of the rear yards on lots 1-12 abutting 38th Street and address how you plan to reduce the impact on developable land to the north across 38th Street.
02/10/2004 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Revise the landscape and native plant preservation plans to include a summary of native plant preservation requirements. The summary must include the following information for each species:

02/12/2004 ELIZABETH EBERBACH ENGINEERING REVIEW Denied SUBJECT: Valle Hermosa Submittal Tentative Plat Engineering Review
LOCATION: T14S R14E Section 29
REVIEWER: Elizabeth Eberbach
ACTIVITY NUMBER: S04-002

SUMMARY: The Tentative Plat, Landscape Plan, Irrigation Plan, NPPO Plan and Worksheets, Drainage Report, and title report paperwork were received by Engineering on January 13, 2004. Engineering has reviewed the received items and does not recommend approval of the Tentative Plat or the Drainage Report at this time. The Drainage Report was reviewed for Tentative Plat purposes only.

DRAINAGE REPORT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.2-03.2.1.H: Provide north arrows on sheets 2, 3, and 4.
2) DS Sec.10-02.1.5.1: Show configuration calculations for basin volume. How will basin area be accessed? Show that volume of basin is derived from a basin configuration that includes an access ramp.
3) DS Sec.10-01.III.3.5.1.3.a: Infiltration test results will be required to be submitted, demonstrating the drain time for the retained stormwater for any proposed basin meets the maximum disposal time. Discuss results in drainage report.
4) DS Sec.10-02.2.3.1.5.C: Provide concrete header or equivalent for erosion protection along north edge of pavement at west end of Pinal Vista.
5) DS Sec.2-03.2.4.L.3: Regarding the basin wall design on detail B-B on sheet 5, this structural / hydraulic wall system may have potential for integrity of the wall's foundation to be undermined even with solid grout. In the past, the City of Tucson has found that for some projects wall containment for retention have not been successful. Provide basin design that has less maintenance encumbrance for the homeowners.
6) DS Sec.2-03.2.4.L.5: The proposed basin outlets to the north of the property, however it does not reflect existing flow pattern. Will a drainage easement be needed to provide erosion protection at outfall? Verification is required for any drainage solution occurring outside the boundaries of the plat is constructed with adjacent owners' permission. (Additional notarized documentation of that approval will be submitted with the revised drainage report.) Provide letter of acceptance from neighboring parcel owner for any offsite drainage solution.

TENTATIVE PLAT COMMENTS:
7) DS Sec.2-03.2.1.H: Provide north arrows on sheets 2, 3, and 4.
8) DS Sec.2-03.2.2.A.1: List both names, addresses, and telephone numbers of the primary owners / developers of the project site per the title reports. Otherwise, explain.
9) DS Sec.2-03.2.4.F. For pedestrian traffic circulation, provide sidewalk along Campbell Avenue if sidewalk exists along Campbell Avenue for the existing subdivision to the south.
10) DS Sec.2-03.2.1.D.2: Remove +/- signs from General Notes 1, 4, and 13 on sheet 1. Also, remove +/- signs from square footages on plan view.
11) DS Sec.2-03.2.2.B.1: Update the S04-002 subdivision case number on each sheet.
12) DS Sec.2-03.2.4.L.4: Provide typical lot grading detail that explains the following:
a) Clarify how distances for minimum setbacks provide appropriate area for drainage swales, mechanical equipment, A/C units, slope setbacks for screen walls, slope run-outs, and general access.
b) Show general / typical high point or grade break locations, as well as minimum flow grades around building pads.
c) The minimum distance between curb cuts for residential driveways is 12 feet per Tucson Code Section 25.38(a). This may be clarified on the detail for Side and Perimeter Yard Building Setbacks.
13) DS Sec.2-03.2.4.L.4: Describe vertical difference between FPE and FFE.
14) DS Sec.2-03.2.3.A: Tie a project boundary corner to section corner.
15) DS Sec.2-03.2.3.C: All existing easements (including those listed in Title Report) need to be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status.
16) DS Sec.2-03.2.4.E: Show extents of existing wedge curb on Pinal Vista.
17) DS Sec.2-03.2.4.L.1. Show 100-year ponding limits with water surface elevations for the detention/retention basin on sheet 4.
18) DS Sec.2-03.2.4.L.2,5&7. Indicate proposed drainage solutions for flow exiting basin. Verification is required when any drainage solution occurring outside the boundaries of the plat is constructed with adjacent owners' permission. (Additional notarized documentation of that approval will be submitted with the drainage report.) Draw locations and indicate types of off-site runoff acceptance points and/or on-site runoff discharge points and include dimensions and erosion protection information.
19) DS Sec.2-03.2.4.M: Provide slope setbacks around basin per this section of Tucson Code IBC Chap.36 Sec.14.2&3.
20) DS Sec.2-03.2.4.F: Correct labeling of Sunland Vista right-of-way on sheets 2, 3, & 4. Also, provide cross section call outs for detail sections C-C, D-D and E-E shown on sheet 5.
21) DS Sec.2-03.2.4.L.3: Revise basin design on detail B-B on sheet 5 per comment 5 above.
22) DS Sec.2-03.2.4.J. All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private.
23) DS Sec.10-02.14.3.4: Provide ramp area and label slope for basin access ramp (minimum ramp slope is 15%).
24) Trench drain shall be reviewed at grading plan review stage.
25) DS Sec.10-02.14.2.6: Provide a soils report regarding suitability and feasibility of the project; the report should discuss existing geotechnical conditions, and proposed recommendations for foundations and pavement design. Also include recommendations for slope grades and minimum distances from foundations. Submit infiltration test results. The geotechnical report shall specifically address all criteria listed in this section. See last sentence of this section for items 6 (c) & (d) regarding hydro-collapsing soils and 30-foot test boring for basin design. Infiltration rates shall meet Water Harvesting and Detention / Retention criteria per DS Sec.10-01.III.3.5.1.3.a.
26) IBC Chapter 36, Section 9: A Grading Plan and Permit will eventually be required. Grading in excess of 5,000 yards is designated as "engineered grading". Proposed developments exceeding 1 acre are subject to NPDES requirements. Contact Loren Makus, 791-4251 for submittal requirements.
27) DS Sec.2-03.2.4.C: Clarify common are description information in title block to clarify use of the Common Areas, such that any proposed drainage areas for the retention / detention basin has a separate letter designation and each common area is labeled separately. Assurance paperwork will need to match common area descriptions on the plat. At a minimum, this will need to be done at Final Plat submittal.

LANDSCAPE PLAN COMMENTS:
28) DS Sec.10-02.14.3.4: Provide basin access ramp and show that no proposed vegetation will block access.
29) DS Sec.3-01.5.1.A.2: Show the sight visibility triangles for proposed conditions.

The next submittal should address all the above items. Submit the revised Tentative Plat, revised Landscape Plan, revised Drainage Report, copy of the response letter, notarized acceptance letter for offsite drainage solution, and a bound copy of soils report. You may call to schedule an appointment to go over these comments, or if you have any questions, please call me at 791-5550 extension 2204.
