Please add the following comment to the “General Notes” section of the tentative plat: “Safe by Design” concepts will be applied along the back of lots 16 through 19 and along the south side of lot 16.

Active/passive recreation areas shall be handicap accessible by an all-weather path, no less than five feet in width. On the landscape plan, please show a detail of the handicapped accessible pedestrian path showing the width and what type of materials will be used in the recreation area, Common Area B.

SUMMARY: The revised Tentative Plat (dated 7/13/05), Western Tech geotechnical report, copy of FEMA CLOMR letter, revised Drainage Report (dated 27JUNE2005), Landscape documents, and response letter were received by Engineering on July 26, 2005. Engineering has reviewed the received items and does not recommend approval of the Tentative Plat or the Drainage Report at this time. The Drainage Report was reviewed for Tentative Plat purposes only.

DRAINAGE REPORT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.10-02.2.3.1.4.G: Regarding the Santa Cruz River Zone AE FEMA floodplain partially on this project, please revise the Drainage Report page to reflect the update on CLOMR review status. Also add to the drainage addendum/response letter to the drainage report.
2) DS Sec.2-03.2.4.L.2: Address the following drainage comments in the report:
a) On page 16 of the Drainage Report, it still states that several lots will be below the basin WSEL and a flood restraint wall is proposed, whereas the response letter stated this would be deleted/revised. Update Drainage Report.
b) DS Sec.2-03.2.4.L.4: Provide information to clarify depth of foundations; describe difference between FPE and FFE. Also, clarify the PAD elevations on planview sheet 2 so that the FFE's for lots 1-15 are above the Basin 2 WSEL.
c) Exit spillways shall be further detailed for future grading plan submittal, to accommodate for dimensions, any rock sizing etc.
3) DS Sec.10-02.14.2.6: Applicant shall acknowledge in drainage report or response letter that additional percolation tests may be required during the post grading construction phase of the project in order to show that as-built basins meet percolation requirements.

TENTATIVE PLAT COMMENTS
4) DS Sec.2-03.2.4.L.4&6: Clarify that the minimum lowest floor elevations per drainage report shall be achieved for specific lots as listed in General Note 29 or by a legend symbol or other notation. This helps review of future plot plans.
5) DS Sec.2-03.2.4.K: Check the following:
a) Assure basin access ramp widths are called out as 15-ft wide on planview. Also, on sheet 4, revise keynote 12 to reflect 15-ft (not 12-ft) wide basin access ramp.
b) Label weir elevations for both basins on Tentative Plat, see detail 7/5.
6) DS Sec.2-03.2.4.F: Provide concrete header on both sides of street for detail 9/4.
7) DS Sec.2-03.2.3.E&H: Provide status of well closures/abandonments in proposed locations of basin 1 and lot 18.
8) DS Sec.2-03.2.1.J: Regarding the legend and plan view, darken or provide more legible copy so that the hatching for the lime treatment symbol is legible.
9) DS Sec.2-03.2.1.C: All lettering and dimensions will be the equivalent of twelve (0.12) point or greater in size. The purpose of this requirement is to assure that the lettering is legible when reproduced or when photographically reduced (microfilmed) for recordkeeping purposes. Specifically, the common area text in the title block needs to be 12 pt.
10) DS Sec.10-02.14.2.6: For Grading Plan review, provide two copies of the compiled bound copy of the Geotechnical Report with the geotechnical addenda included.

LANDSCAPE PLAN COMMENTS
11) DS Sec.10-02.14.3.4: For Basin 1 access, assure that no proposed vegetation will block access. It appears there are trees proposed in the access area which is the north channel for this basin.

The next submittal should address all the above items. Submit the revised Tentative Plat, revised Drainage Report, revised Landscape plans, and a complete bound copy of soils report with all addenda or revisions.
