Tucson Electric Power Company has reviewed and approved the Land Split plan
dated December 16, 2003. It appears that there are no existing facilities
or conflicts within the boundaries of this proposed development.

Application for electrical service for each lot should be made by contacting
the New Construction Department at (520) 770-2062. If easements are
required, they will be secured by separate instrument. Load plans and
building footprints are necessary in order to provide a preliminary layout.
Your load plans and building footprints should be sent to:

01/09/2004 DAVID RIVERA ZONING REVIEW Denied CDRC TRANSMITTAL

TO: Development Services Department Plans Coordination Office
FROM: David Rivera Senior Planner

FOR: Patricia Gehlen
Principal Planner

PROJECT: S03-034
San Francisco Lots - Lots A-D
Subdivision Exception Record of Survey

TRANSMITTAL: January 8, 2004

DUE DATE: January 12, 2004

COMMENTS:

1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before December 16 2004.

2. As you may be aware, this project is one of two projects, which will be reviewed for lot splits as a minor subdivision. The actual name of the process, to my knowledge as of this review date has not been determined. A committee was formed to try to iron out the requirements, standards, and review process for the projects that meet the minimum requirements. This and the other project will be the Guinea Pig projects so to speak and will provide the CDRC review committee an opportunity to come up with a final set of standards, which will be utilized to review these types of projects that qualify for the new process.

The following items must be addressed on the next submittal.

3. The plan must be drawn at an Engineering scale having no more than forty feet per inch. Each sheet must measure 24" X 36".

4. All lettering and dimensions will be at a scale equivalent to.12 (12 Point) or greater in size.

5. The location map must be at a scale of 3"=1 mile. Show north arrow and scale. Identify major streets and list the Section, Township, and Range. Identify the subject property within the location map.

6. Place the words "Book ____ Page ____" in both the upper and lower right corners outside the margin line. The blanks will be completed by the Pima County Recorder's Office at the time of recordation.

7. Title Block Requirements:

A. Subdivision name, number of lots, and common areas if applicable.
B. Legal Description which includes the Section, Township and Range.
C. If the Subdivision Survey is a re-subdivision of a previously recorded plat, indicate the title and book and page reference of the existing subdivision.

8. The Subdivision Survey drawing should be oriented with north toward the top of the page, when possible. Place a north arrow on each sheet in the upper right corner with the scale of the drawing beneath the arrow. All lettering, dimensions, etc., will be oriented to the north.

9. Line weights will reflect the nature of the line, e.g., right-of-way lines will be more prominent than lot lines or easements, and drainageways will be in heavy solid lines except at street crossings.

10. The Subdivision Survey case number assigned to this project will be placed in the lower right corner of the drawing next to the title block. This project has been assigned the case number S03-034.

11. A legend which shows and describes all symbols used on the drawing will be placed on either the first sheet of the plat or the first sheet which contains all or part of the subdivision drawing.

12. List the following general note, "The gross area of the site is ______ acres."

13. List the following general note, "The total number of lots is ______."

14. List the following general note, " There will be no further division of lots without the expressed approval of the City of Tucson."

15. Final Plat Standard Paragraphs. The following statements will be provided on the final plat, as applicable. All signatures must be in permanent, black, india ink and be accompanied by a notary signature and seal.

A. Certification of Survey. A statement signed by a registered professional land surveyor must be placed on the first page to the effect that the plat represents a survey certified by that surveyor; that all the monuments shown thereon actually exist; and that the location, size, and materials are correctly shown. The statement is as follows.

CERTIFICATION OF SURVEY
"I hereby certify that the boundary survey as shown on this plat was performed under my direction and that all existing or proposed survey monuments and markers shown are correctly described. I further certify that this plat was prepared under my direction."

_____________________ _____________________ Printed Name Seal and Signature

16. List the following general note, "(I/We), the undersigned, do hereby hold harmless the City of Tucson, its successors and assigns, their employees, officers, and agents from any and all claims for damages related to the use of the property depicted on the plan now and in the future by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall."

County Recorder Deputy County Recorder

18. If applicable, indicate the width of each, easement (type), and drainageway within the subdivision boundary being created by this plat. Label each as public or private, along with the appropriate dedication notation.

19. Identify each block or lot within the subdivision boundary by number, and include the square footage of each.

20. Show no-vehicular access easements where applicable.

21. The Record of Survey drawing is to be formatted similar to a final plat. A second and/or third sheet is to be included when necessary, with the Record of Survey that demonstrates how the proposed subdivision will meet the applicable LUC criteria for the proposed use/development designator and development standards.

As indicated in comment two (2) this is the first project to be reviewed for a Subdivision Exception Record of Survey utilizing a set of standards that is a work in progress. Additional comments may forthcoming on the subsequent submittal.

If you have any questions about this transmittal, please call David Rivera, (520) 791-5608.

01/12/2004 LAITH ALSHAMI ENGINEERING REVIEW Denied SUBJECT: San Francisco Subdivision Exception
S03-034, T13S, R14E, SECTION 35

RECEIVED: Final Plat on December 16, 2003

The subject Final Plat has been reviewed. We offer the following comments:

The subject project falls within a Balanced Basin, which requires the provision of storm runoff detention. Additionally, Although the project is not in FEMA floodplain, Swan Road carries a runoff of about 540 cubic feet per second in a hundred-year storm, which may have a negative impact on the subject development. A drainage report, which addresses the offsite and onsite hydrology and the provision of runoff detention, is required.

Because of the drainage report requirement, this project can not proceed as a lot split exception, and it must be submitted as a minor subdivision.

If you have any questions, I can be reached at 791-5550 or lalsham1@ci.tucson.az.us

SUBJECT: San Francisco Lots A-D
Subdivision Exception - 1st Submittal
S03-034

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management (PCWWM) Department. This review letter may contain comments pertaining to the concerns of either Department. Separate review letters from PDEQ and PCWWM representatives will not be prepared for this project. The following comments are offered for your use:

1. This project will be tributary to the South Rillito - Central Interceptor, the Tucson Boulevard Flow Control Facility, and both the Roger Road and Ina Road Wastewater Treatment Facilities. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. Flow from this proposed project would not cause an flow of effluent quality limits to be exceeded.

2. Based on our historical records for this area, this project would qualify for Non-Participating sewer connection fee rates. However, this status may be changed when more is known about how sewer service will be provided to this property.

3. All Sheets: Add the subdivision exception case number, S03-034, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers.

4. This document is too incomplete to review. Please obtain a copy of the CDRC’s draft standards for subdivision exceptions and revise as necessary.

5. There are no public sewer lines fronting this property, and the developer of this property will need to build an off-site sewer line to provide sewer service to these lots. Show the entire length of the off-site sewer line, and the method and location of the point of connection to the existing public sewer system. (The off-site sewer line may be either public or private. Show an appropriate General Note for the type of off-site sewer line being proposed.)

Note: If more than 100' of off-site public sewer line is built in accordance with Pima County Code Title 13.20.030, all 4 of the lots will qualify for the Participating sewer connection fee rate pursuant to Pima County Code Title 13.20.040.

6. Show the on-site sewers that will serve these lots, and any necessary sewer easements. (Note: The on-site sewers must be private. Show the appropriate General Notes for the private sewers.)

7. Show the House Connection Sewer (HCS) line for each of the lots, labeled with its size, and the letters, HCS.

8. Show any necessary on-site or off-site sewer easements, labeled with their width and type of easement.

9. Show all design data for the proposed sewers, including:
a) The size, length and slope of each sewer line segment.
b) The rim and invert elevations of each new manhole.
c) The rim and invert elevations of any new or existing manhole that will serve as the point of connection to the public sewer system.
d) The size and plan number of the existing public sewer line that carry the wastewater flow from this property.

10. The sewers (and other utilities) serving these lots may be shown on a separate Utility Plan, if this is acceptable to the rest of the CDRC.

11. We will require a complete set of the revised bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.
Pima County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of a development plan or subdivision plat. The review fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. Please include a $50.00 check for the wastewater review fees (made out to PIMA COUNTY TREASURER) with the revised set of bluelines and response letter.

If other sheets are added to the set of plans, or revised in such a manner that the sewer design is impacted, please adjust the review fee accordingly.

If you wish to discuss the above comments, please contact me at 740-6563.

COMMENTS: Thank you for your submittal. Please make the following additions/corrections to the plat.
There must be a title block in the lower right hand corner of the plat; it must contain the following: a) the name of the subdivision. b) the number of lots (eg. Lots A-D), common areas, if any, (c) the section, township and range and (d) this is a resubdivision of the Venice Addition and this must be in the title block along with the map and plat (04/92).
There must be perimeter dimensions and bearings. Since this is a resubdivision there doesn’t need to be a section tie, but if you can add a tie easily, it would be appreciated.
There must be dimensions and bearings for the lots and the street centerline, if there is one.
If there is a street built, will it be common area or dedicated out to the city?
The line for the lots must be solid.
Add the adjacent subdivision names and maps & plats.
If there are any questions, please contact Susan King at 740-4391.

NOTE: THE ASSESSOR’S CURRENT INVOLVEMENT IN PROCESSING ITS MANUAL MAPS TO DIGITAL FORMAT IS EXPEDITED GREATLY BY EXCHANGE OF DIGITAL DATA. IN THE COURSE OF RECORDING THIS SUBDIVISION YOUR ASSISTANCE IN PROVIDING THIS OFFICE WITH AN AUTOCAD COPY WOULD BE GREATLY APPRECIATED. THANK YOU FOR ANY DIGITAL DATA PREVIOUSLY SUBMITTED.
