Resubmittals Required: Revised Final Plat and a revised subdivision assurance package.

SUMMARY: Engineering Division has reviewed the Final Plat and subdivision assurances. Approvals are not recommended at this time. Please address the following comments:

Final Plat:

1. Clarify all lines on the plat within the project boundary, and remove or identify all lines outside the boundary of this subdivision.
2. Provide tie down information for what appear to be floating lines FL2, FL1, and the radial bearing line at the east perimeter of this project. Add crow's feet or dimensions to clarify and tie to the subdivision boundary (DS 2-03.6.5 A).
3. Include required drainage easement dedication in the Common Area "H" description, and assure that the portion of Lot 18 containing drainage structures is clearly depicted and described. Revise the Title Block or provide an additional easement, accordingly.
4. Remove Drainage Notes 1 and 3 - recent discussion within Engineering Division has determined that these notes will be unnecessary.
5. The separate letter designation for Common Area H (Private Road) is in of need additional modification, as it contains drainage structures, in addition to serving as a road. Please assure the revision is reflected in the Title Block on sheet 1, the Title Block and on plan view on sheet 2, and in all pertinent assurances paperwork.
6. Please assure all easements described in the Title Report are depicted on the Plat with recording information provided (DS 2-03.6.4 A).
7. The 100-year floodprone areas and detention/retention basin 100-year ponding limits must be depicted in surveyable and readily retraceable manners on the Plat (DS 2-03.6.4 F).
8. Provide written documentation/verification from Tucson Department of Transportation (TDOT) demonstrating compliance with, or consent to construct or contribute funding toward all required improvements stipulated as conditions of rezoning for this project. These include the items listed in rezoning condition numbers 10, 11, 16 (a-c), 17 & 18. The Final Plat may not be recommended for Mayor and Council consideration prior to demonstration of conformance to these conditions.

Assurances:

1. Include the fill required for lot 19 in the assurable items list (Exhibit B).
2. Please assure all necessary signatures are provided in designated signature blocks (for example, the Attorney for Beneficiaries on page 6 of the Trust Agreement).
3. Revise all references to the Subdivision description (such as in the Agreement to Construct, Amendment to Trust, Legal Description, etc.), to reflect the necessary revision(s) to Common Area designations (Final Plat comment # 3).
4. Please assure a Title Report current within 90 days of recordation of the Plat is provided with the resubmittal.

GENERAL COMMENT:

A Floodplain Use Permit will be required at prior to, or in conjunction with Grading Permit issuance.

Resubmittal will require a revised Final Plat and a revised subdivision assurance package, addressing all of the comments provided above. The Plat may not be recommended for approval prior to Engineering approval of subdivision assurances.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


We have sent to your office under separate cover three originals of a Sewer Service Agreement for the proposed number of residential lots. Once the three originals of the Agreement have been signed by the Owner of Record, and notarized, they must be returned to Wastewater Management in order to satisfy the necessary requirements needed to approve the Mylars of the final plat.

While there is no objection to this final plat, this office may not approve it until the three original signed and notarized sewer service agreements are received. Once these documents are received the final plat will be approved.
