Silverbell Vista, S03-33 – Third submittal

Because this is a Residential Cluster Project (RCP), it must be in conformance with the design policies and criteria of the General Plan, and any of its components, including the Tucson Mountain Subregional Plan and the Design Guidelines Manual. In addition, the allowance of the RCP is based on the purpose to provide greater flexibility and creativity in the design of clustered residential developments.

1. Condition 3 states that all detention/retention and common areas shall be designed as useable passive and active open spaces and shall be constructed to appear as natural as possible. According to the plat, Common Areas “A” has severe slopes, however, Common Areas “B” are relatively flat and can be used for picnic and barbecue areas, tot lots, etc. Please locate active open space amenities in Common Areas “B” on the landscape site plan.

2. Condition 8 states that building elevations shall be submitted for CDRC review and approval. Please submit the building elevations.

3. Condition 9 states that an appropriate mix of building facades and roof lines are required. The condition also states that building facades and rooflines of units visible from Silverbell Road and those located on lots 36, 37, 38, 39, and 40 must be reviewed in the context to verify compliance with this condition. Please submit appropriate details of the proposed building facades and rooflines of the above-mentioned lots.

4. Condition 10 states that the owner/developer shall contact the owners/developers of the adjacent properties on the west side of Silverbell Road to design a cohesive landscape, drainage, and architectural treatment of the site. For the applicable reviews of the submitted plans, the required correspondence is needed to determine if the landscape, drainage, and architectural treatment of the area has been reviewed and agreed upon by the appropriate owners/developers. Please submit the required correspondence, that includes the agreed upon cohesive landscape, drainage, and architectural treatment of this overall area.

5. Condition 19 states that all walls visible from a public right-of-way (and adjacent existing residential areas) are to be graffiti-resistant and incorporate one or more visually appealing design treatments. Please state that the wall will be graffiti-resistant and what design treatments will be used. Please show this information on the two details.

SUMMARY: The Tentative Plat and Drainage Report have been reviewed for Tentative Plat purposes. A revised Drainage Report and Tentative Plat addressing the comments below must be resubmitted. The following comments must be addressed prior to recommendation for approvals:

TENTATIVE PLAT:

1. Please omit the proposed 15' access easement at the northeast corner of the site. A maintenance access easement will not be required for the collector channel.
2. The Average Cross Slope (ACS) of the areas to be developed must be less than 15% if applying for the Residential Cluster Project option, described in the City of Tucson's Land Use Code (LUC) Section 2.8.1.6 C. ACS calculations should reflect only those areas to be developed, excluding Natural Areas. If the method described in Section 2.8.1.6 A 2 is selected, all areas of 15% slopes or greater, except natural areas, must be delineated on the plat.
3. Please refer to LUC Sections 2.8.1.7 and 2.8.1.8 for all Hillside Development Zone (HDZ) submittal and development requirements. Note that Natural Areas shall meet the requirement outlined in Section 2.8.1.7. The plat may not be recommended for approval prior to demonstration/depiction of conformance with these requirements.
DRAINAGE REPORT:
1. The response to previous comment #2 states that a section regarding sediment monitoring and removal has been added to the report under channel and basin maintenance responsibilities (Section 3.7). Such discussion could not be found in this section of the report. Please provide a revised report addressing this maintenance responsibility/liability.

NOTE: Formal submittal for floodplain use permits must occur through the standard permit application process. A floodplain use permit application must be completed and submitted through Customer Service. The application may be included/submitted with a completed grading permit application, 1 copy of the Tentative Plat, 3 sets of grading plans and 3 sets of Stormwater Pollution Prevention Plans (SWPPP's) with text. Please assure the submittal includes signed copies of the Notice of Intent (NOI) forwarded to Arizona Department of Environmental Quality (ADEQ) and owner/operator certifications, at a minimum, in addition to the minimum SWPPP content requirements outlined in the "construction SWPPP checklist", accessible at: http://www.adeq.state.az.us/environ/water/permits/download/cswppp.pdf.

1. The Scenic Corridor Zone (SCZ) application must be approved before the tentative plat can be approved. As noted in response comment 3, once approved, include the SCZ case number, date of approval, approved colors and conditions in the general notes.

2. The required street perimeter yard building setbacks are based on the greater of 21 feet or the height of exterior structure wall. Because max building heights are proposed to be as much as 24 feet per general note 28, revise required setback dimensions on all details (including MS&R setback dimension and interior street setback dimension on RCP sheet 1 of 1 and on plat sheet 2 of 5) to read "greater of 21' or (H)". Provide 4-sided elevation drawings of the various models to help demonstrate how houses will comply with building setback requirements and to meet rezoning condition #8.
