Per comment # 4, place the SCZ case number near the title block in the lower right hand corner of all sheets of the plat, landscape and NPPO plans. DS 2-03.2.2.B.1 2. All lettering and dimensions shall be the equivalent of 12 point (0.12") or equivalent. Revise all book and page numbers for recorded subdivisions located within the location map to meet this minimum standard. DS 2-03.2.1.C 3. A Scenic Corridor Zone (SCZ) application must be submitted and approved before the tentative plat can be approved. Once approved, include the SCZ case number, date of approval, approved colors and conditions in the general notes. DS 2-03.2.2.B.7 4. Add an RCP general note to sheet 1 of 1which details the requirements of LUC 3.6.1.4.H regarding completion of project amenities and site improvements. LUC 3.6.1.4.H 5. Provide a note stating the maximum proposed building heights on the tentative plat. Site perimeter setbacks may not be verified until building heights are specified. Rezoning condition 5 states the maximum building height allowed. Please provide the maximum proposed height as well. DS 2-10.3.1.A LUC 3.2.6.4 6. Add a note stating exactly which units will be provided with barrier free access. Barrier free accessibility must be provided to a minimum of 25 % of the units. Show on the tentative plat how barrier-free access will be provided. DS 2-10.3.1.D LUC 3.6.1.4.A.5 7. Revise general note 1 on sheet 1 of 4. This should consist of two notes. The first note should read: "Existing zoning is SR". The second note should read: "Proposed zoning is R-1". State the rezoning case number in this second general note. DS 2-03.2.2.B.1 & B.2 8. Demonstrate compliance with rezoning condition 3 by showing the types and labeling on the tentative plat the location of recreational facilities to be provided within the common areas. As you are aware, there are existing electrical facilities within the boundaries of this subdivision. All relocation costs will be billable to the developer and removed by customer request. Please revise the plans as requested by other agencies and as indicated below. 1) Compliance with the requirements of the Scenic Corridor Zone, Sec. 2.8.2, will also necessitate retention of native vegetation and existing topography. Protected plant #17 should be preserved in its current location if it is located within the scenic route buffer area. LUC 2.8.2.4.A 2) Revise the the landscape plan and the requested native plant preservation plan to include defined limits of grading. The SCZ submittal is to include a grading plan. 3) Resolve the conflicting descriptions of the 30' wide scenic route buffer area on sht. 4 of the tentative plat and the landscape plan. The plat describes the area as "preserved and maintained in a natural state" while the landscape plan states that the "existing vegetation within the 30' wide buffer has been revegetated with native plants". 4) Revise the landscape plans to show existing vegetation to be preserved in place. DS 2-07.2.2 5) Revise the landscape plan to include a summary of native plant preservation requirements. DS 2-15.3.4.B.2 6) Revise the landscape plan sht. 1 to correct the "Required Landscaping note" In order to avoid misinterpretation the notes should be deleted. Landscaping is required on the slopes and drainageways along the perimeter of the site and all areas of the RCP not intended for the sole use of individual residents. SUMMARY: The Tentative Plat and Drainage Report have been reviewed for Tentative Plat purposes. Due to the extent of revisions on this resubmittal, additional comments were found to be necessary. A revised Drainage Report and revised Tentative Plat addressing the comments below must be resubmitted. Revisions to the drainage report that affect items on the Tentative Plat must be reflected on all applicable supporting figures, and on the Plat. Please note that Scenic Corridor Requirements may present limitations to proposed designs. A Scenic Corridor Zone (SCZ) application must be submitted and approved before the Tentative Plat can be approved. Consideration of scenic corridor requirements must be incorporated into the design and preparation of the plat and drainage report for this project. Please address the following comments: TENTATIVE PLAT: 1. Revise the 6:1 slope labeled for the basin maintenance access easement. The maximum roadway or access slope allowed is 15%, in accordance with Section 14.3 .4 of the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (SMDDFM) - Development Standard 10-02.0. 2. Ensure any revisions to Lot 19 proposed pad grade, including any erosion protection, is reflected on the plat (see drainage report comment # 9, below). 3. Revise the 4:1 slope depicted at the property line in detail 2/2 to clearly indicate acceptance of offsite regulatory flow along this property boundary. Include depiction and labeling of any permanent stabilization measures to be constructed at property line. Note that a minimum 2' setback from property line may be necessary, in accordance with grading setbacks outlined in the 2000 International Building Code (IBC) - Chapter 36 (excavation and grading). See drainage report comment # 10 below. 4. Detail 7/2 (collection channel) labels a 250LF weir, 6" wide, with a weir elevation of 2301.0, whereas the drainage report proposes a 320', 2' long weir, with an elevation of 2301.71. Revise this detail to match the drainage report recommendations. Please ensure all such critical dimensions and elevations are consistent between the plat and the drainage report and supporting exhibits. 5. In accordance with the City of Tucson's Land Use Code (LUC), Section 3.7.5.2.E, Exposed cut or fill slopes shall be no greater than a one (1) foot rise or fall over a three (3) foot length along a scenic route. Revise the plat as necessary to eliminate retaining walls and slopes steeper than 3:1 along the scenic route. 6. Please include the recommended riprap (with labeling for D50 and T), and the proposed 3' concrete toe-down in detail 7/2 7. Provide the recommended thickness (T=12") for the proposed grouted riprap at the outlet of the two 48" pipes. 8. Sheet 3 of the plat identifies an outlet (INV) elevation of 2297.7 for the two pipes, whereas the basin bottom elevation proposed is 2399. Please revise as necessary. 9. Provide details for the proposed drop inlet/headwall with culverts west of Lot 19, and for the proposed 2 cell 4'x 10' CBC with wing wall, fully labeled and dimensioned (DS 2-03.2.4 K). 10. Revise section 2/2 to reflect 5 foot sidewalks on both sides of the street, in accordance with previous Tentative Plat comment # 10 (DS 2-03.2.4 F & G and DS 3-01.10, Figure 2). DRAINAGE REPORT: Please provide a response letter addressing all of the comments listed below. 1. The drainage report and all supporting figures should be revised to route watershed area 2 through the proposed retention/detention basin, in addition to watershed area 3. Provision of required detention/retention for this project should be accommodated solely in the retention/detention basin. 2. The proposed collection channel will serve as an online detention/retention facility for this project as proposed, and may not be approved without detailed analysis of sediment transport under existing and developed conditions. A sediment monitoring and removal mechanism must be included in the drainage report, with specific guidelines and procedures provided in the "Channel and Basin Maintenance Responsibility" section (Pima County City of Tucson Stormwater Detention/Manual - Development Standard 10-01.3.4). 3. Revise the 6:1 slope to reflect a maximum 15% slope for the basin maintenance access ramp, and provide discussion for maintenance access to the proposed collector channel. Provide details for the collector and south channel access locations, (Sec. 14.3 .4 of the City of Tucson's Standards Manual for Drainage Design and Floodplain Management - Development Standard 10-02.0). 4. In accordance with the City of Tucson's Land Use Code (LUC), Section 3.7.5.2.E, Exposed cut or fill slopes shall be no greater than a one (1) foot rise or fall over a three (3) foot length along a scenic route. Revise the report and supporting exhibits as necessary to eliminate retaining walls and slopes steeper than 3:1 along the scenic route. Please 5. Show elevation of headwall to be at hydraulic grade line elevation plus freeboard. Lot 19 pad grade must be designed to accommodate ponding at the culvert entrance. 6. Provide details for the proposed drop inlet/headwall with culverts, west of Lot 19, and the 2-cell CBC inlet and outlet, fully labeled and dimensioned (DS 2-03.2.4 K). 7. Revise reference to the 15' scupper on Figure 5, to match the 16' scupper discussed in the 5th paragraph, page 11. Please ensure this, and all other proposed scuppers appear on a revised Tentative Plat, labeled and dimensioned. 8. Please correct the retention basin bottom elevation provided in the Retention Basin Summary table on Figure 5 9. Provide a detail, fully labeled and dimensioned, for the proposed 100' wide concrete weir discussed in the first paragraph on page 9. Revise for consistency, reference to the 106', 1' long weir discussed in the 4th paragraph on page 11, as this appears to be the same structure (see Tentative Plat comment # 4, above). 10. Discuss recommended stabilization measures at the south property line to address potential headcut/erosion. Please include any recommended structures in any applicable cross sections and/or details in the report and on the plat. 11. Provide discussion of assumed parameters and conclusions for the Hydraulic Grade Line calculation sheet in the main portion of the report. Explain derivation of manhole and junction minor losses to assure that the proposed bend losses are included in the hydraulic system. These items must be clearly explained in the drainage report for Tentative Plat approval. 12. Percolation testing must be performed at or below the proposed basin bottom elevations. Please provide specific elevation information for testing that was performed. Provide analysis and discussion in the report for disposal of the proposed ponding water in the collection channel (provide bleeder pipe, infiltration test results, or other design for disposal within the allowed time frame, in accordance with section 3.5.1 of the (DS 10-01.0). NOTE: Floodplain Use Permit applications have been modified from the previous format (completed and attached to the report). Formal submittal for floodplain use permits must occur through the standard permit application process. Anderson 791-4505 DATE: 03/24/04 Comprehensive Planning Task Force Comments Silverbell Vista, S03-33 – Second submittal Because this is a Residential Cluster Project (RCP), it must be in conformance with the design policies and criteria of the General Plan, and any of its components, including the Tucson Mountain Subregional Plan and the Design Guidelines Manual. In addition, the allowance of the RCP is based on the purpose to provide greater flexibility and creativity in the design of clustered residential developments. 1. Condition 19.3 states that all detention/retention and common areas shall be designed as useable passive and active open spaces and shall be constructed to appear as natural as possible. According to the plat, Common Areas “A” has severe slopes, however, Common Areas “B” are relatively flat and can be used for picnic and barbecue areas, tot lots, etc. Please demonstrate how this condition will be met on the landscape site plan and tentative plat. 2. Condition 19.8 states that building elevations shall be submitted for CDRC review and approval. The applicant states that the information is in the Scenic Corridor Zone submittal packet. The packet has not been received. Please submit the building elevations. 3. Condition 19.9 states that an appropriate mix of building facades and roof lines are required. The condition also states that building facades and rooflines of units visible from Silverbell Road and those located on lots 36, 37, 38, 39, and 40 must be reviewed in the context to verify compliance with this condition. The applicant states that the information is in the Scenic Corridor Zone submittal packet. The packet has not been received. Please submit appropriate details of the proposed building facades and rooflines of the above-mentioned lots. 4. Condition 19.10 states that the owner/developer shall contact the owners/developers of the adjacent properties on the west side of Silverbell Road to design a cohesive landscape, drainage, and architectural treatment of the site.
