This review letter may contain comments pertaining to the concerns of either Department. Separate review letters from PDEQ and PCWWM representatives will not be prepared for this project. The following comments are offered for your use: 1. Sheet 2: Delete General Note 12. 2. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal. The required revision(s) may be shown on the Mylars. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality. Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is November 24, 2004. 2. Revise detail for lot 9 on sheet 3 of 3 to show the rear (west) lot line setback to be based on the greater of: 10' or ¾ height of exterior building wall. A reduced building setback from the west lot line was not requested as part of the variance application. D.S. 2-10.3.1.B/ LUC Sec. 3.2.6.4 "CC" 3. On the detail for lot 9, please add the garage setback from the street lot line. 4. Label and dimension the future curb location along Broadway Boulevard. Since Broadway is designated a MS&R street, the building setback required is based on the greater of 21' or the building height measured from the back of future curb. Show future curb and provide setback dimension on the applicable lot detail. LUC 3.2.6.4. 5. Per variance condition A: "No vehicle maneuvering onto the street" is allowed. Please revise the garage setback from street property line on details for lots 1, 8, 10, and 17 to meet the minimum 18 foot setback at closest point from garage to lot line. LUC 3.2.6.5.B.1 6. a) As a general note, provide the Board Of Adjustment Variance case number, date of approval, variance granted, and conditions imposed. b) Note the variance case number in the lower right corner of each sheet on all plans. 7. Anderson 791-4505 DATE: 03/08/04 Comprehensive Planning Task Force Comments Centennial Terraces, S03-32 Because this is a Residential Cluster Project (RCP), it must be in conformance with the design policies and criteria of the General Plan, and any of its components, including the Pantano East Area Plan and the Design Guidelines Manual. In addition, the allowance of the RCP is based on the purpose to provide greater flexibility and creativity in the design of clustered residential developments. 1. Common Area “B” appears to present an opportunity for multiple use, including active and passive recreational uses. The Design Guidelines Manual states that detention/retention basins should be able to be used as recreational amenities. Please show on the tentative plat how the detention/retention basins will be used for active and passive recreational purposes. Examples could include a tot lot, picnic tables, etc. 2. Section DD and EE on page 2 of 3 shows the outer masonry wall as five feet. The landscape plan shows the outer masonry wall as six feet. Please correct whichever is in error. In addition, original comment eight states to show what decorative material will be used for the masonry walls. Please label what decorative material will be used on the applicable detail. Examples include, tile, stone, brick, textured brick/block, stucco, etc. 3. The Architectural Compatibility Submission shows pedestrian gates along the outer walls in both Common Area “A”s. This will enhance pedestrian circulation in and out of the development, which the plans support. Please label this pedestrian access on the tentative plat. |

The Tentative Plat (TP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Tentative Plat: 1. Per the Stormwater Detention/Retention Manual, the retention basins should be designed as amenities for the development. With 4:1 slopes no safety barrier is required. Revise the plan to show how the basins serve as amenities for the subdivision. (DS 10-01.IV) 2. Extend the curb and sidewalk to the intersection of the new street and Broadway. Provide access ramps.(DS 3-03.3.3.A) Drainage Report 3. Submit a revised drainage report incorporating the modifications submitted by Tracy Bogardus. A Floodplain Use Permit and Stormwater Pollution Prevention Plan will be required when the Grading Permit is issued. Submit a revised TP, a revised DR and a soils report.
