Pima County Development Review (Wastewater) SUBJECT: Centennial Terraces, Lots 1-17 Tentative Plat - 1st Submittal S03-032 The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management (PCWWM) Department. This review letter may contain comments pertaining to the concerns of either Department. Separate review letters from PDEQ and PCWWM representatives will not be prepared for this project. The following comments are offered for your use: 1. This project will be tributary to the Tanque Verde Interceptor and North Rillito Interceptors and the Ina Road Wastewater Pollution Control Facility. There is currently capacity in the existing downstream sewerage system for this development. This response in not to be construed as a commitment for conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. 2. Based on our evaluation, this project would qualify for Non-Participating sewer connection fee rates. 3. All Sheets: Add the Plan case number, S03-032, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers. 4. Add C12-62-11 as a cross reference number. 5. A Sewer Service Agreement will be prepared during the Final Plat process. 6. Replace General Note #11 with the following: On-site sanitary sewers will be public and will be designed and constructed to Pima County Wastewater Management Department Standards and must be accepted and released for service by Pima County Wastewater Management prior to the issuance of sewer connection permits. 7. Replace General Note #13 with the following: A Project Construction Permit must be secured from Pima County Wastewater Management Department before beginning any work on this project. 8. Be advised, keep the sewer line at least 7 feet from the property line and install two manholes in the alley to eliminate acute angle of easement. One of the manholes needs to be over the existing sewer line, south of the gas line. 9. Provide proposed grade in roadway near manholes. 10. Submit a request for the abandonment of the existing public sewer line on lots 1-6 as soon as possible. Abandonment must be complete before we can approve the final plat for this project. This public sewer line should be within an existing public sewer easement. The easement must be released before we can approve the final plat as well. 11. We will require a revised Tentative Plat. 12. The next submittal of this project will be the second submittal. Please include a $100.00 check for the wastewater review fees (made out to PIMA COUNTY TREASURER) with the revised set of bluelines and response letter. If other sheets are added to the set of plans, or revised in such a manner that the sewer design is impacted, please adjust the review fee accordingly. Show existing and proposed water surface elevations and floodplain limits for all flows of 100 cfs or more. Add a note stating that a Floodplain Use Permit will be required for the development. (DS 2-03.3.J) 2. Center the project location and label section corners in the location map . (DS 2-03.2.1) 3. As proposed, lots 14-17 are in violation of the differential grading requirements of the grading ordinance. (Section 13 of the grading ordinance) 4. Provide the following information regarding the existing public right-of-way (Broadway): name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. (DS 2-03.2.3.D) 5. Show existing floodplain information, including the location of the 100-year flood limits for the Camino Seco Wash. (DS 2-03.2.3.J.1) 6. Add a note stating that a Floodplain Use Permit will be required for the development and that Floodplain Use Permit or Finish Floor Elevation Certificates will be required for lots 9-17. Per the Stormwater Detention/Retention Manual, the retention basins should be designed as amenities for the development. With 4:1 slopes no safety barrier is required. Justify the use of wrought iron fencing around the basins. (DS 10-01.IV) 9. Add an additional water surface contour adjacent to lots 13 or 14 so the contours will be no more than 200 feet apart.(DS 2-03.2.3.J.2) 10. Revise the description of the pipe culvert under Broadway to match the drainage report and the referenced improvement plans. 13. The drainage improvement plans will require a Private Improvement Agreement for Public Improvements (PIA). Contact the Permits and Codes Section of the Department of Transportation for the submittal requirements. 15. Add a note to the tentative plat stating that no structures will be placed on lots 9-17 until the bank protection has been completed and approved. Drainage Report: 16. Show floodplain delineation and calculations for all existing flows of 100 cfs or greater. Show water surface elevations. DS 2-03.2.3.J A Floodplain Use Permit and Stormwater Pollution Prevention Plan will be required when the Grading Permit is issued. Submit a revised TP, a revise DR and a soils report. Include a $150 drainage review fee and a detailed response letter, detailing how each comment has been addressed. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is November 24, 2004. 2. This project has been assigned subdivision case number S03-032. Please note the subdivision case number in the lower right corner of each sheet on all plans. D.S. 2-03.2.2.B.1 3. Add the following general note: "This plat is designed to meet the Residential Cluster Project (RCP) overlay zone criteria LUC Sec. 3.6.1 and the Major Streets and Routes (MS&R) Setback Zone criteria". D.S. 2-03.2.2.B.7 4. Note the square footage of each lot or add a note, which states that all lots comply with the minimum lot size requirements. D.S. 2-03.2.4.B 5. All existing and proposed easements on this site must be shown on the plat, including the type, width, recordation information, and whether they will be private or public. Show the footprint of a unit on each lot or provide typical plot plan layouts for a corner lot, an interior lot, and a lot affected by the perimeter yard setback. These typicals are to be fully dimensioned and are to be drawn at a larger scale than the tentative plat. D.S. 2-10.3.1.B 7. Note the zoning classification for the adjacent properties. Perimeter yard setback requirements are based on the adjacent zoning classification. Refer to LUC Sec. 3.2.6.4 perimeter yard indicator "CC" for perimeter yard requirements and show minimum setback requirements on the typical lot details. In addition, please provide the setback requirement for lots adjacent to Broadway Blvd. Since Broadway is designated a MS&R street, the building setback required is based on the greater of 21' or the building height measured from the back of future curb. Show future curb and provide setback dimension on the applicable lot detail. LUC 3.2.6.4. 8. Demonstrate compliance with LUC Sec. 3.6.1.4.A.3. 9. Barrier-free accessibility must be provided to twenty-five percent of the ground floor units and all common areas within the project. Indicate how this accessibility is to be provided, and add a detail to the plat showing the accessibility. In addition, label those units which are proposed for barrier free accessibility on the plan. LUC 3.6.1.4.A.5/ D.S. 2-10.3.1.D 10. Add a general note which states "All mechanical equipment shall be screened from adjacent streets exterior to the project and from adjacent existing residential development. Screening shall be architecturally integrated with the overall design of the RCP" and demonstrate the type of screening proposed. LUC 3.6.1.4.A.9 11. Add the following general note: "There shall be no further division of land or resubdivision without the developer or successor in interest furnishing written notice to all property owners of record within the boundaries of the RCP. In no event shall further division of land occur without the written approval of the Mayor and Council." LUC 3.6.1.4.A.10 12. Per LUC Sec. 3.2.6.5.B.1, the setback between the building and the edge of travel lane must be a minimum of 21 feet. The typical lot detail provided shows a four (4) foot setback to the property line plus a 16 foot setback to the edge of travel lane. LUC 3.2.6.5.B.1 13. The Final Plat may not be approved until the CC&R's are reviewed and approved by the Zoning Review Section. The CC&R's must meet criteria listed in L.U.C. 3.6.1.5. Anderson 791-4505 DATE: 12/05/03 COMPREHENSIVE PLANNING TASK FORCE COMMENTS CENTENNIAL TERRACES, S03-32 Because this is a Residential Cluster Project (RCP), it must be in conformance with the design policies and criteria of the General Plan, and any of its components, including the Pantano East Area Plan and the Design Guidelines Manual. In addition, the allowance of the RCP is based on the purpose to provide greater flexibility and creativity in the design of clustered residential developments. 1. The General Plan and Design Guidelines Manual requests vegetation, specifically shade trees along sidewalks. Please provide a minimum of one shade tree on every other lot along the sidewalks in the development. In addition, please increase the amount of ground vegetation on each individual lot using new vegetation and existing mature vegetation that is transplantable. Please show these additions on the landscape plan. 2. The tentative plat has two categories of common areas, A and B. Please describe each common area on the tentative plat. 3. When RCP site areas are less than four acres in size, the single-family structures need to be architecturally compatible with single-family structures on adjacent parcels. Please show an elevation of the architectural style(s) in the proposed development, including colors and landscape. Also, please demonstrate how they are compatible with the surrounding single-family structures. 4. Section 3.6.1.5.A states when a common area is established in an RCP, a homeowners' association or management organization must be established by the developer to be responsible for the ownership, permanent care, and maintenance of commonly owned areas. An instrument shall be submitted with the RCP for review and approval by the City in such form for recordation by the Pima County Recorder. Please provide this required instrument. 5. Common Area "B" appears to present an opportunity for multiple use, including active and passive recreational uses. The Design Guidelines Manual states that detention/retention basins should be able to be used as recreational amenities. Please show on the tentative plat how Common Area "B", on both sides of the wash, will be used for active and passive recreational purposes. 6. Common Area "B", located on the north side of the wash, needs to be accessible from the portion of the development that has the residences. Please provide an even grade pedestrian trail from East Appomattox Street to the western edge of this Common Area "B". Please show this trail and a cross-section on the tentative plat. 7. The applicant states that the development will be an "intimate community" by providing walls and landscaping. If walls are proposed along the property lines of the parcel, please show them on the tentative plat. 8. Please provide a typical section for any masonry screen walls that will be constructed. Please indicate the type of decorative materials and/or pattern that will be used. Also, indicate that the wall will be constructed of, or painted with, graffiti-resistant materials. |
