RECEIVED: Final Plat (Block Plat) and CC & R's on May 25, 2004

The subject project has been reviewed. We offer the following comments:

FINAL PLAT:

1. It is not clear why General Note #5 (concerning the Floodplain Use Permit requirements) is needed. Clarify.
2. Add the BENEFICIARY block on the first sheet (D.S. 2-03.6.3.C).
3. There are two ACKNOWLEDGEMENT blocks on sheet 1 of 2. Remove one of them.
4. Change the 'City of Tucson Engineer" under the "ASSURANCES" block to "City of Tucson Development Services Department Engineering Administrator".
5. Voyager Road is described as a "Public Easement" on the Tentative Plat. The Final Plat shows it as a Right of Way. Clarify the Discrepancy.
6. Show no-vehicular access easements where applicable (D.S.2-03.6.4.H).
7. Show required setbacks, such as erosion hazard, drainage, etc. (D.S.2-03.6.4.E).
8. Show the detention/retention areas in a surveyable and readily retraceable manner (D.S.2-03.6.4.I).
9. Show the limits of the 100-year floodprone areas in a surveyable and readily retraceable manner as required by (D.S.2-03.6.4.F).
10. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3.
11. Any proposed easements dedication or abandonment by a separate instrument must be processed before the final plat can be approved. Additionally, the recordation information must be submitted with the final plat. Perhaps the proposed dedications and abandonment can be accomplished by the Plat instead of a separate instrument.
12. Submit with the revised Final Plat the Assurances package (for all proposed improvements with this Plat, i.e. Sycamore Park Boulevard, drainage improvements, etc) for review.

CC & R's:

1. It appears that the CC & R's did not specifically address the maintenance of the drainage facilities. Add a paragraph, which addresses the maintenance of the drainage structures in more details (i.e. what facilities to be inspected and maintained, how, when, by whom, the detention/retention basin maintenance list, keeping records, and repair decisions, etc).
2. This Office recommends including the Detention/Retention maintenance checklist in the CC & R's to allow the Home Owners Association access to it and facilitate their maintenance responsibilities.

Prepare a detailed response that explains the revisions that were made and references the exact location in the CC & R's and on the Final Plat where the revisions were made.

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


As all four blocks are being re-subdivided under subdivision plat case number, S04-047, a Sewer Service Agreement will not be required for the block plat, under subdivision plat case number, S03-030. This office will prepare the necessary Sewer Service Agreement under subdivision plat case number, S04-047.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the final plat.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
