This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use: If WPI Kolb and I-10, L.L.C. builds the 9750’ of qualifying off-site sewer line shown on Sewer Plan No. G-003-095, 390 lots within the area shown on this block plat will qualify for the Participating sewer connection fee rate, and the remainder of the lots built within the area shown on this block plat will qualify for the Non-Participating sewer connection fee rate pursuant to Pima County Code Title 13.20.040.B. The Participating sewer connection rate will be granted to the lots when we receive the subdivision plats for each block. This will cause the first blocks to be developed to have the most lots granted the Participating sewer connection rate. We will track the number of lots granted the Participating rate as each block is developed. If this manner of assigning and tracking the lots given the Participating rate is not acceptable to the owner/developer, please have him or her meet with me to find a mutually acceptable alternative. Sheet 5: The 290’ of 12” sewer line that runs from SMH #27 of G-2003-095 to Voyager Road was shown as proposed under sewer plan G-2003-095, but this sewer line was not shown on the set of plans for G-2003-095 that was provided to this office with the revised tentative plat. Show it as part of G-2003-095, on the next submittal of the sewer improvement plans for G-2003-095. Sheet 11: Sewer lines this large may turn no more than 60 degrees at any one manhole. Change the manner in which the 15” sewer line turns south to exit from the right of way. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal. The required revision(s) may be shown on the Mylars. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality. Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution. We offer the following comments: Drainage Report: 1. Verify that the increase of the water surface elevation at cross sections 115 and 116 will not cause an adverse impact on the upstream properties (provide the analysis and the 10-year and 100-year floodplain delineation. 2. It is not clear why 15.5 cfs was used to size the curb opening at CP #11. Figure 4 shows Q100 = 23.6 cfs at CP #11. Additionally, Your response #18 states that CP #14 has 4.4 cfs. The COT peak estimator sheets and Figure #4 do not show CP #14. Clarify. 3. It is still not clear where the scupper sizing calculations are, including for concentration points #4C, #5, #15B. 4. The report still uses Q100 of 107.3 cfs to rate the swale between Kolb Road and Voyager RV Park. Revise as necessary. 5. Provide the design calculations for erosion control measures at the outlets of all proposed scuppers and culverts. 6. The proposed streets hydraulic rating shows incorrect Q100's at concentration points 6A, 15B, 15C and 15D. Revise as necessary. 7. The hydraulic rating for the swale at CP #3 uses Q100 = 32 cfs. COT flood peak estimator shows Q100 at CP #3 = 19.1 cfs. Explain the discrepancy or revise. Tentative Plat: 1. Section 3/3 shows the "to be dedicated by the final plat" right of way as existing and recorded in DKT 11281, page 478. Clarify the discrepancy. 2. The Tentative Plat still does not appear to demonstrate compliance with Rezoning Conditions #14 and #33. 3. Cross section 5/3 does still shows wrong dimensions on the left side. Revise. 4. The plat must show the new Kolb Road Pavement between Spine Road and the south property line as required by Rezoning Condition #7 5. Cross-section 2/3 should show a median curb as required by Rezoning Condition #11. If Transportation Department granted a permission not to build the median curb, provide a written verification. Verify if the Developer will seek revising or eliminating Rezoning Condition #11. 6. It appears that the slope shown on cross-section 1/5 still does not match the information in the Drainage Report. Revise. 7. All proposed easements, including all drainage easements, are to be dimensioned and labeled as required by D.S. 2-03.2.4.J. Additionally, The sewer easement does not appear to have been included on sheet 10. 8. The response concerning the length of the "culvert at CP #8" implies that there is a proposed culvert at CP #8, but the Tentative Plat does not show the culvert, which is confusing. Clarify. 9. It appears that a lot of the culvert and scupper information (length and slope, etc) on the Tentative Plat does not match the information in the drainage report, which makes the review process tedious and lengthy. Ensure that the information in the drainage report and Tentative Plat match. 10. It appears that Spine Road still encroaches on the ERZ floodplain of North Fork Airport Wash Tributary at the intersection of Kolb Road and Spine Road. Eliminate the proposed encroachment or provide an acceptable justification in accordance with the ERZ requirements. 11. Provide written verifications for drainage solutions occurring outside the boundaries of the plat as required by D.S. 2-03.2.4.L.5. 12. Revise the Tentative Plat in accordance with the drainage report revisions. Please be advised that due to the size and complexity of this project, additional comments may be offered on the next submittal. Prepare a detailed response that explains the revisions that were made and references the exact location (by page or sheet number) in the drainage report and on the Tentative Plat where the revisions were made. C9-03-01 6) The proposed project is subject to review for overlay zone requirements, the Environmental Resource Zone (ERZ) applies, a separate application is required for that special review. ERZ review is submitted to the Zoning Review Section at DSD. These application packages may be submitted at the same time as the tentative plat application is submitted to DSD. Refer to DS 2-13.0 for submittal requirements. |
