We do not recommend approval of the Final Plat at this time. The following comments must be addressed before the Final Plat can be approved. Resubmittal Required: Final Plat, Complete Assurances Package, CC&Rs, Closure Calculations Final Plat Comments: 1. DS Sec.2-03.6.4.I: Show retention/detention areas in a surveyable and readily retraceable manner. The 100-year ponding limits of the basins shall be labeled with surveyable data. Council has directed us to require separate common area designations for retention/detention basins. The basin areas, labeled as Common Areas "C" "DRAINAGE" on the Final Plat, need clarification. In the Title Block, the common area descriptions and the basin area need to be differentiated; label the basin areas exclusively as "RETENTION / DETENTION BASIN" and label the other areas (such as channels) as "DRAINAGE". Revise the Plat, title blocks and assurances to separately indicate the basins. 2. DS Sec.2-03.6.5 Provide closure calculations for the subdivision. The response letter indicates that the closure calculations will be provided under separate cover. In order to expedite the plat review, submit the calculations with the resubmittal. 3. DS 2-03.6.4.F Show the limits of the floodprone areas in a surveyable and readily retraceable manner. 4. DS Sec.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. Address the following for other portions of the assurance package: a. Provide a copy of the Trust Agreement. b. Provide original AMENDMENT TO TRUST / THIRD PARTY TRUST. c. Provide original AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST. d. Provide copy of Warranty Deed. e. DS Sec.2-03.8.1.D: Provide a copy of an updated Title Report (current within thirty days). f. For this and future projects, please provide two 8½" by 11" location map sheets for assurance submittals that go to Mayor & Council. g. If the descriptions of the common areas are changed on the Final Plat title block (due to above comments), the CC&R's descriptions of the subdivision common areas need to match the Final Plat title block descriptions. This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. The three signed and notarized Sewer Service Agreements for this project have been received by this office, and the other comments in our last review letter have been satisfactorily addressed. The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the final plat. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality. Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution. We cannot approve the Final Plat showing the sidewalks within the PUE, they must be located outside of the 10' PUE's.
