We offer the following comments: Drainage Report: The Drainage Report is acceptable for Development Plan purposes. Additional drainage related information may be required with the Grading Plan submittal. Development Plan: 1. It appears that the Rezoning Conditions shown on the Development Plan are not the approved conditions. Provide the Rezoning Conditions that were approved by Mayor and Council on February 12, 2002. 2. Verification of compliance with Rezoning Conditions "5.E and F" is required before the Development Plan can be approved. If the required improvements are not planned to be installed at the present, either provide a verification of meeting the monetary contribution requirement or obtain a letter from Pima County, which states that the County will not assess the Developer or the City of Tucson for part of the improvements cost. 3. Verification of compliance with Rezoning Condition 12 is required before the Development Plan can be approved. Submit a copy of the finalized dedication agreement to verify compliance. Demonstrate compliance with rezoning condition 17, which requires dumpsters and loading spaces to be at least 50 feet from residentially zoned or developed property, by dimensioning the westernmost loading zone and dumpster from adjacent SR zoned property (at its closest point). The loading spaces (also see comment 2) and one of the proposed dumpsters are shown to be less than 50 feet from adjacent SR zoned properties. Also, the setback of easternmost loading zone from the east property line is dimensioned at 50 feet but it scales to only 46 feet on the drawing. Please revise. If the dumpsters/loading spaces are to be located closer than 50 feet to any adjacent SR zoned properties the proposal must be scheduled to be heard before Mayor and Council as a change of rezoning condition. 2. The calculations indicate that 3 loading zones are required and provided, but only 2 are shown on the drawing. Please revise. Note that one loading zone may not block access to or exit from another loading zone. LUC 3.4.4 3. Bldg 2 does not appear to meet perimeter yard bldg setbacks to adjacent SR zoned property. Dimension its distance (at closest points) to the west property line. It is understood that an LDO application process has been initiated. Upon approval of the LDO, place the case number, date of approval and conditions imposed on the plat. LUC 3.2.6.4 4. The trail should meander more. An insufficient number of trees are shown on the plan. Add trees along and between both the paved path and trail and within the additional 50' corridor. Any delays in the completion of the arterial right-of-ways required to carry out the non-residential traffic will further impact the adjacent residential neighborhoods. Therefore, the Comprehensive Planning Task Force staff offers the following comments. 1.
