The Tentative Plat (TP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Tentative Plat:

1. Please include a response letter to the comments along with the corrected copies with re-submittal.
2. The sediment transport or erosion analysis for determination of the horizontal extent of the proposed bank protection must be completed prior to tentative plat approval to ensure the viability of the lots as shown on the tentative plat. Again, a sediment transport analysis is required prior to the approval of the tentative plat. Again, this is to determine the depth of the proposed soil cement bank protection. Per previous comment.
3. Label existing and future sight visibility triangles at the SE corner of Golf Links and Camino Seco per D.S. 2-02.2.1.10. Sight visibility Triangles need to be measured 20' back from the face of curb or the edge of pavement. The SVT at the SE corner of is correct, but the SVT's at the entrances off Camino Seco need to be shown at the edge of pavement. I apologize for any confusion, please call if you need clarification.
4. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. Per previous comment. Scuppers are required for all pedestrian access; this includes the sidewalks leading to the front door of the residence. Please comply. Per your correspondence with Matt Flick (via e-mail on 12-26-03) it is clear that the COT requires scuppers in the sidewalks. A note regarding the placement of scuppers, where needed, on the TP will satisfy this comment.

Comment #12 of Paul's review and your response both refer only to DS 3-01.4.4. DS 2-08.3.1 and 3-01.2.8 also apply. By development standard, the sidewalks to the homes would also be required to take the 10-year flow under. Paul was technically correct with the assertion about the 10-year flows. By unwritten policy, the Development Services Department Engineering Division rarely enforces this for small single-family residence developments where only the drainage from one lot (or portion thereof) is crossing the sidewalk at any one location. Where drainage is combined from multiple lots or the lots are large and generate larger flows, sidewalks should be free of floodwater for the 10-year event.

1.) Staff's comment not addressed on previous submittals dated 9/29/03 and 11/24/03:

Please revise all pertinent sheets in the tentative plat to comply with rezoning condition # 14, (C9-02-17) by revising tentative plat, dated November 5, 2003, sheet 6 of 6, cross section "C", to provide a pedestrian easements as indicated on the preliminary development plan dated November 22, 2002

1.a) Staff's current comments on tentative plat, dated December 23, 2003:

A). As in previous staff comments dated 11/24/03, please revise tentative plat, sheet 6 of 6, channel cross-section "C" to include the required pedestrian easements, which are to be a minimum of twenty-feet wide and each easement shall include an all-weather six-foot wide pedestrian path, and shall include canopy trees and low ground cover planting. The typical "cross-section "C," as currently shown on tentative plat, dated December 23, 2003, is identical to previous tentative plat dated November 5, 2003. Sheet 6 of 6 still shows a 4:1 slope on both sides of the channel. Please revise and provide an accurate rendering that provides a workable location for the all-weather six-foot wide pedestrian paths. An acceptable example of a cross-section that shows landscape requirements is shown on the tentative plat sheet 6 of 6, cross-section "B, "for the linear park.
