Staff offers the following revisions/comments:

Staff’s original comment # 3, dated 9/29/03:

Please revise all pertinent sheets in the tentative plat and the landscape plan to comply with rezoning condition # 14, (C9-02-17) by revising/adding text, illustrations, and cross sections to indicate pedestrian easements as located and shown on the preliminary development plan dated November 22, 2002. Pedestrian easements are to be a minimum of twenty-four feet wide, each with an all-weather six-foot wide pedestrian path, and shall include canopy trees and low ground cover planting. The preliminary development plan, dated November 22, 2002, provides four (4) pedestrian easements linking the Camino Seco right-of-way and the Golf Links/Camino Seco intersection by way of this subdivision to the River Park amenities. See attached copy of the preliminary development plan.

Staff’s follow-up comments, dated 11/24/03

A). Your response to our comment is correct, the pedestrian easements are required to be a minimum of twenty-feet wide, not twenty-five feet wide as I previously stated.

B). Please revise tentative plat, sheet 6 of 6, channel cross-section “C” to include the required pedestrian easements, which are to be a minimum of twenty-feet wide and each easement shall include an all-weather six-foot wide pedestrian path, and shall include canopy trees and low ground cover planting. The typical “cross-section,” as currently shown on sheet 6 of 6 indicates a 4:1 slope on both sides of the channel. Please provide an accurate rendering that provides a workable location for the all-weather six-foot wide pedestrian paths. An acceptable example of a cross-section that shows landscape requirements is shown on the tentative plat sheet 6 of 6, cross-section “B, ”for the linear park.

C). Please revise the landscape plan, sheet L-2, on the pedestrian easement located between lots 6 & 7 and have it show the required canopy trees and low ground covering planting along its full length, as shown on the pedestrian easements located between lots 27 & 28, and lots 38 & 39, as required by rezoning C9-02-17, condition # 14.

RESUBMITTAL REQUIRED: Tentative Plat and Drainage Report.

The Tentative Plat (TP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Tentative Plat:

1. Please include a response letter to the comments along with the corrected copies with re-submittal.
2. Please include a copy of the preliminary Development Plan Dated November 22, 2002 with next submittal. Per previous comment. I checked with the CDRC dept. and no preliminary Development Plan was included with this submittal.
3. The sediment transport or erosion analysis for determination of the horizontal extent of the proposed bank protection must be completed prior to tentative plat approval to ensure the viability of the lots as shown on the tentative plat.
4. Please provide property description per D.S. 2-02.2.1.3 and D.S. 2-03.2.1.G.3 per previous comment.
5. The floodplain use permit will not be issued until completion of the bank protection review and/or construction
6. Please contact Leo Smith or Fred Felix at Pima County Flood Control/Engineering @ 740-6350 for review of the bank protection along the Pantano Wash. Pima County Flood Control will review the bank protection plans as well as the COT. COT will issue the Floodplain use permit.
7. Soil protection should be provided at the channels called out by section C on page 6. See note 4 of the DR. Please revise. The drainage report calls out for rip-rap in a channel at the toe of the bank protection, since this channel is not shown on the TP, I assumed it was the other channels. Please show the channel on x-section B and on the plans or generate a new x-section.
8. Label existing and future sight visibility triangles at the SE corner of Golf Links and Camino Seco per D.S. 2-02.2.1.10. Sight visiblity Triangles on streets without off-site parking need to be measured 20' back from the face of curb. Show the FOC not the BOC. Per previous comment.
9. Please show dimensioned right-of-way (Golf Links Road), including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. Per previous comment.
10. Please use the correct cross-section for face of curb locations on Camino Seco (150' R/W) per the Major Streets and Routes (MS&R) Plan per D.S. 2-02.2.1.19.
11. Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. Per previous comment, the bench mark must be a COT Datum. Please revise Bench Mark. Per previous comment.
12. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. Per previous comment. Scuppers are required for all pedestrian access; this includes the sidewalks leading to the front door of the residence. Please comply.

Drainage Report:
1. The Drainage Report was accepted for Tentative plat purposes only.
2. The floodplain use permit will not be issued until completion of the bank protection review and/or construction

the following specifications:
Asphalt path: 2" asphalt with 6" thickened edges. Asphalt path is over 4" compacted ABC.
Decomposed granite trail: two(2) inch thickness, stabilized decomposed granite(1/4" minus) compacted to 95% over native subgrade compacted to 95%.
