We have reviewed the above-referenced project on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:

1. Insufficient wastewater review fees have been submitted for this tentative plat. The wastewater review fees required by Pima County Ordinance 2003-29 apply to all pages of an initial submittal, because we have to review all of the sheets to understand how the proposed sewers interact and/or interfere with the other features.

This tentative plat consisted of 6 pages, and the proper wastewater review fee for the initial submittal of this tentative plat is $466.00. Only $416.00 of this amount has been submitted, as shown on the attached receipt.

Please submit a $50.00 check for the remainder of the 1st submittal wastewater review fees for the tentative plat (made out to PIMA COUNTY TREASURER) to this office at the earliest opportunity.

2. Rick Engineering elected to make the 2nd submittal of this tentative plat, before this office had reviewed the 1st submittal with the understanding that this did not create any obligation by this office to approve the 2nd submittal, or to expedite any necessary subsequent submittals.
This office reviewed the 2nd submittal in the 1st submittal’s place in our queue of plans to review. As the 1st submittal was not reviewed, no 2nd submittal review fees are due. Any necessary subsequent submittal will be subject to such fees, however.

3. The following comments apply to the 2nd submittal.

4. This project will be tributary to both the Ina Road Water Pollution Control Facility and the Roger Road Wastewater Treatment Facility via the Pantano and North Rillito Interceptors. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date.

5. Based on the preliminary sewer layout as shown on the referenced tentative plat, this project would qualify for Non-Participating sewer connection fee rates. However, a final determination of this status cannot be made until approval of the sewer construction plans and/or preparation of the sewer service agreement.

6. Sheets 2, 3 & 4: Show the 10" existing sewer line, I-68-4, in the Camino Seco right-of-way.

7. Sheets 4 & 5: Show the 10" existing sewer line, I-65-51, in the Camino Seco right-of-way.

8. Sheets 4 & 5: Show the 10" existing sewer line, G-70-01, in the Camino Seco right-of-way

9. Sheet 6: Show the proposed public sewers in Cross Section A.

10. We have no objection to this tentative plat, however, until the remainder of the 1st submittal wastewater review fees have been paid, we cannot approve it. Please submit a set of the revised bluelines and a copy of the receipt for the remainder of the wastewater 1st submittal wastewater review fees to this office at the earliest opportunity. The cover letter accompanying the revised bluelines and receipt must clearly state, FOR EXPEDITED REVIEW PER TIM ROWE’S 11/21/03 REVIEW LETTER.

The Tentative Plat (TP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Tentative Plat:

1. Please include a response letter to the comments along with the corrected copies with re-submittal.
2. Please include a copy of the preliminary Development Plan Dated November 22, 2002 with next submittal.
3. Please provide property description per D.S. 2-02.2.1.3.
4. Add general note stating permission from DSD was granted to eliminate any retention basins because of the proximity to Pantano Wash.
5. The minimum setback for a straight section of the Pantano Wash is 350' per Chapter 26-7 of the floodplain ordinance.
6. Soil protection should be provided at the channels called out by section C on page 6. See note 4 of the DR. Please revise.
7. Show headwall connection to drainage pipes from the drainage channels and into the Pantano Wash.
8. Show compliance with rezoning condition 3, in particular the right turn deceleration lanes at each entrance and provide the amount stated in the rezoning condition.
9. Per rezoning condition no. 6. Please provide a timetable for completing a CLOMR and/or LOMR for the revision to the federally mapped Pantano Wash. Coordination with Suzanne Shields at the Pima County flood control district, 740-6350, is advised. This review was done assuming the acceptance of the CLOMR and/or LOMR by FEMA. Should the CLOMR be denied or significantly modified form it's present form, a new review will be required.
10. Show the pedestrian easements per rezoning condition 14.
11. The typical cross section on sheet 6 of 6 does not meet rezoning condition number 20 which is to provide parking on both sides of the street and a 5' wide sidewalk. See newly adopted street cross sections in D.S. 3-01.0. Please revise.
12. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
13. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15.
14. Label existing and future sight visibility triangles at the SE corner of Golf Links and Camino Seco per D.S. 2-02.2.1.10.
15. Add general note: "Grading of the development parcel shall not occur more than four (4) months before construction."

19. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
20. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27.
21. Show Tentative Plat number (S03-024) on all sheets per D.S. 2-02.2.1.29.
22. Please provide adjacent property grades for review in accordance with in 2000 IBC section 13 concerning fills.
23. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
24. A permit will be necessary for any work performed within the public drainage way of the Pantano Wash. The construction of the drainage pipes through the soil cement bank protection is not permitted, contact Yash Desai at Transportation at (520) 791-5100 for pertinent information. Also contact Suzanne Shields at the Pima County flood control district, 740-6350, for county requirements.
25. Show point of access for lots 52-53 and 68-69.
26. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
27. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
28. A Stormwater pollution prevention plan is required. Contact Paul P. Machado at 791-5550 x1193 for additional information.

Drainage Report:
1. On page 3 in section 2.0 of the DR it is stated that the existing RAC is 5 residences per acre, therefore 35% impervious area was used in the hydrologic computations. Then on page 5 in section 2.3 it is stated that areas with a RAC is between 3 and 5, 60% impervious cover for was used for developed conditions for the hydrologic data computations. To remain consistent, please use 60% impervious area in all the computations. Please revise.
2. Add a statement in the DR that permission from DSD was granted to eliminate any retention basins because of the proximity to Pantano Wash.
3. Per rezoning condition no. 6. Please provide a timetable for completing a CLOMR and/or LOMR for the revision to the federally mapped Pantano Wash. 6. A permit will be necessary for any work performed within the public drainage way of the Pantano Wash. The construction of the drainage pipes through the soil cement bank protection is not permitted, contact Yash Desai at Transportation at (520) 791-5100 for pertinent information. Also contact Suzanne Shields at the Pima County flood control district, 740-6350, for county requirements.

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is September 1, 2004.

2. This project has been assigned subdivision case number S03-024. Please note the case number in the lower right corner of each sheet on all plans.

3. Rezoning condition 3.B on sheet 6 of 6 states "Owner/Developer shall install interim left turn and right turn/deceleration lanes on Camino Seco at both access points to the site." There are notes throughout the plan set indicating additional pavement for the left turn lanes but none are indicated for the right turn/deceleration lanes.

Staff offers the following comments:

Please revise all pertinent sheets in the tentative plat and/or landscape plan to comply with rezoning condition # 9, (C9-02-17) by revising/adding text, illustrations, and cross-sections on sheets providing details on the Pantano-River Park amenities adjacent to the proposed site. Revise sheets to indicate the River Park shall include a twelve (12) foot wide paved path and a eight (8) foot wide meandering natural surface path.

Please revise all pertinent sheets in the landscape plan to comply with rezoning condition # 13, (C9-02-17) by revising/adding text, illustrations, and cross sections to indicate a paved pathway of ten (10) feet in width with landscaping along its southern edge shall be provided along the northern edge of the subject project linking the River Park with the intersection of Golf Links Road and Camino Seco. The Pathway may be located within the public right-of-way of Golf Links Road if sufficient space exist. Current submittal does not provide this information (other than the rezoning notes), neither in the tentative plat or landscape plan sheets.

Please revise all pertinent sheets in the tentative plat and the landscape plan to comply with rezoning condition # 14, (C9-02-17) by revising/adding text, illustrations, and cross sections to indicate pedestrian easements as located and shown on the preliminary development plan dated November 22, 2002. Pedestrian easements are to be a minimum of twenty-four feet wide, each with an all-weather six-foot wide pedestrian path, and shall include canopy trees and low ground cover planting. The preliminary development plan, dated November 22, 2002, provides four (4) pedestrian easements linking the Camino Seco right-of-way and the Golf Links/Camino Seco intersection by way of this subdivision to the River Park amenities. See attached copy of the preliminary development plan.

Please revise the tentative plat and landscape plan to comply with rezoning condition # 16 (C9-02-17), by providing a scaled “view wall” cross section, designed to comply with rezoning condition # 16, as required for lots abutting along the River Park edge.
