Final Plat - 1st Submittal
S03-020

The above-referenced project has been reviewed on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:
ÿ
SHEET 1. Please e-mail the following information to me at Dickie.Fernandez@dsd.pima.gov, so that I may prepare a Sewer Service Agreement for this project as soon as possible:
The name and address of the trust company
Whether the trust company is a California or an Arizona Corporation
The trust number.

ÿ When this information has been provided, we will prepare and send to your office under separate cover a Public Sewer Service Agreement for the proposed number of residential lots. Once the Sewer Service Agreement has been signed by the Owner of Record, the three originals must be returned to Wastewater Management in order to satisfy the necessary requirements needed to approve the Mylars of the final plat.

SHEET 1. Display trust company name and number on Assurances block.

SHEET 2. Please be aware that during the sewer improvement plan process, the following issues may require to be revised:

MH 3 is currently designed to be located on a survey monument. All manholes must be located at least 5 feet away from any survey monument.
The HCS from Lot 6 trespasses over Lot 7’s frontage.

Relocating the design of this manhole would likely solve both these issues.

ÿWe have no objections to the proposed final plat, but until we receive the three signed and notarized originals of the Sewer Service Agreement, we cannot approve it.

No resubmittal of bluelines is required. We will approve this submittal when we receive the three signed and notarized originals of the Sewer Service Agreement.

If you wish to discuss the above comments, please contact me at 740-6947.

Development Services Department Engineering Division has completed the review of the received items and does not recommend approval until the following comments are addressed.

FINAL PLAT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.2-03.6.1.H: Common Area "C" listed in the Title Block need clarification. The Final Plat Title Blocks shall state that the area for Common Area "C" will be designated not only for Open Space but also other purposes such as Drainage, Landscaping and / or other purposes, if applicable.
2) On sheet 1 address the following comments:
a) DS Sec.2-03.6.3.A: Provide signature and seal for Certification of Survey and Certification of Engineering. Add the missing word "shown" in the paragraph under the Certification of Survey.

b) Common Area "C" (east and west basins);
c) Bantam Circle boundary lines to the property boundary corners.
4) DS Sec.2-03.6.4.H: Show no-vehicular access easements where applicable.
5) DS Sec.2-03.6.5.A: Show tie to property boundary line from center quarter corner of section 6.

7) DS Sec.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. Address the following for other portions of the assurance package:
a) Address the following items for the substitute agreement package:
i) Revise paragraph A on the first sheet of the SUBSTITUTE AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST to clarify lots and common areas.
ii) Revise the first and second paragraphs on the first page, and the last section on the third page of the AMENDMENT TO TRUST / THIRD PARTY TRUST regarding updated dates.

d) For this and future Final Plat projects, please provide two 8½" by 11" location map sheets for assurance submittals that go to Mayor & Council. Typically, these are similar to an enlarged location map on Final Plats.

i) Pages 17 and 18 are either missing or illegible; correct.

iii) Clarify / add to Final Plat General Note 7 the verbiage from sections 10-02.14.3.2 & 3.
g) All sections of the assurance documentation as well as the CC&R's, must match word-for-word for the descriptions of the subdivision common areas listed on the Final Plat pages. Review all documents and check to see that the verbiage for the subdivision description matches the Final Plat. For example, the letter and use for each common area description shall match the Final Plat descriptions and letters. This must be correct in order to prevent any hold up for the assurance review in the City of Tucson's legal offices.
8) A final complete drainage report compiled with all drainage addenda will be required to be submitted at grading plan or revised Final Plat review stage. On the cover, label case number and administrative address.

The next submittal should address all the above items.
