The Drainage Report and Grading Plan were reviewed for Tentative Plat purposes only. We do not recommend approval of the Tentative Plat until the following comments have been addressed. TENTATIVE PLAT COMMENTS: 1. Show areas of detention/retention, including the 100-year ponding limits and water surface elevations. (City of Tucson Development Standards (DS) Section No 2-03.2.4.L.1) 2. The Covenants, Conditions and Restrictions must include clauses requiring the maintenance of the water harvesting areas and prohibiting any blockage of the lot-to-lot drainage. 3. Provide easements for inspection and maintenance of the drainage facilities on individual lots. Individual lot storage systems within single family residential developments are not acceptable for meeting the detention/retention criteria of the City of Tucson. (D.S. 10-01.1.4) Provide justification for this proposed drainage scheme. 4. Verify the discharge flows into and out of the retention basin and at the northwest corner of the project. Compare to page 5 of the Drainage Report. 5. Provide a detail of the retention basin outlet weir. Include inverts for both the inlet and outlet structures for the retention basin. Revise the inlet structure to be consistent with page B-14 of the drainage report. 6. Provide a geotechnical report addressing building setback from the retention basin. (DS 2-03.2.4.M) DRAINAGE REPORT COMMENTS: 7. The calculation of the required retention volume appears to be incorrect. The 5-year runoff coefficients and the correct site area must be used. Revise the report to provide the correct storage volume. 8. The basin volume calculation appears to be incorrect. The method used overstates the volume of the basin. Revise the volume calculation to provide a more accurate volume calculation. (One method that would be acceptable would be to use the lengths of the sides at half the depth of the basin.) 9. The detention calculations and descriptions are not clear. Revise the explanations to clearly describe the detention scheme. Note: detention would not be required for this project if no adverse impact can be shown. 10. Please provide additional information on the percolation test. The test must be performed at the level of the expected basin bottom and rings must be used to prevent infiltration through the sides of the test hole. Submit a revised Tentative Plat and a revised Drainage Report. The next submittal should address all the above items. A Stormwater Pollution Prevention Plan submittal will be required with the grading permit application submittal. To set up a meeting, call me at 791-5550, extension 1161. The preliminary point where TEP will serve this project is from an existing pole (Unit No. 236) and the existing underground transformer No. PG-71 (Unit 235), as shown on the enclosed TEP facilities map. For your information, there is a single-phase underground primary cable along the east end of the proposed project that may be impacted by off-site improvements. Any relocation of TEP facilities due to this project is billable to the developer. Although I have received a letter from Mr. Robert D. Seal requesting the electrical design prior to the Tentative Plat Approval, additional plans will be required. Prior to the design being created, a complete set of building plans, including electrical loads and off-site improvement and paving plans, will have to be provided to Mr. Greg Carter, TEP Designer. His number is 918-8262. TEP is entering into a new design phase whereas the developer is to install a 2 inch and 2.5 inch duct system for the entire subdivision (this includes services), and sub-surface pedestals (SR-308 J-Boxes). The following comments are offered for your use: 1. This project will be tributary to the the Roger Road Wastewater Treatment Facility. Per PCWWM Planning Services, there is no available treatment capacity for this project at the Roger Road Facility under the current existing conditions (actual development and commitments for service through approved Sewer Service Agreements). PCWWM is currently exploring possibilities that may allow more sewage to transferred from Roger Road to the Ina Road Pollution Control Facility. The Ina Road Facility is expected to have the necessary treatment capacity to accommodate this project, upon completion of the 12 mgd upgrade now under construction. However, a treatment plant interconnect may need to be designed, funded, and constructed before adequate treatment capacity becomes available for this project. PCWWM Planning Services will need to inform the Development Review Division in writing that treatment capacity is available, before we can approve this project connecting to Pima County’s public sewer system. Please direct all inquiries about this item to Mr. Robert Decker, PCWWM Planning Services Manager at 520-740-6625. The following comments assume that treatment capacity will become available for this project in the near future. 2. Per PCWWM Planning Services, there is currently conveyance system capacity in the existing downstream wastewater conveyance system for this development. This response is not to be construed as a commitment for conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. 3. Based on the preliminary sewer layout as shown on the referenced tentative plat and our records for the Escalante Kolb Apartments, this project would qualify for Non-Participating sewer connection fee rates. 4. Add the subdivision plat case number, S03-016, and cross referenced numbers C12-94-09 and CO12-75-39B to the title block of each sheet. The subdivision plat case number should be shown larger or bolder than the cross reference numbers. 5. Sheet 1: Will the streets be public or private? If the streets will be public, the sewers must also be public, as private sewers are not allowed in public right-of-ways. 6. Sheet 1: Show the size, length and slope of each segment of the proposed private sewer lines. Note: The proposed private sewer lines must conform to A.A.C. R18-9-E301. A.A.C. R18-9-E301 requires the use of manholes, at all changes in grade, size, alignment, intersections, and at appropriate spacing (every 300' for 6" sewers, every 500' for 8" sewers). The use of cleanouts must be minimized. Revise the design of the proposed private sewer lines accordingly. Please note that due to difference in required manhole spacing, it may be less expensive to sewer this subdivision with 8" sewer lines, than 6" sewer lines. A.A.C. R18-9-E301 will allow the last 400' of the sewer to be 6" with a terminal cleanout, provided that a minimum sewage flow velocity of 2 ft./sec will maintained. 7. Sheet 1: Show the rim and invert elevations of each new manhole. 8. Sheet 1: Revise the legend to read EXISTING PUBLIC SEWER LINES and PROPOSED PRIVATE SEWER LINES, respectively. 9. Sheet 2: Show the manhole symbols and the proposed rim elevations on this sheet as well, to demonstrate that the manholes are not in low lying areas where they will collect and discharge excessive amounts of rainwater runoff into the public sewer system. The cross section profile of the proposed streets show that they will be built with an inverted crown. If this concept is approved, the manholes must be moved to the edge of the pavement. 10. We will require a complete set of the revised bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of a development plan or subdivision plat. The review fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. Please include a $100.00 check for the wastewater review fees (made out to PIMA COUNTY TREASURER) with the revised set of bluelines and response letter. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is June 29, 2004. 2. All lettering and dimensions must be twelve (12) point type or greater. DS 2-03.2.1.C 3. Clearly identify and delineate the section corners on the projection map. DS 2-03.2.1.D.3 4. The plat number (S03-016) must be placed in the lower right hand corner of each sheet of the plat next to the title block. DS 2-03.2.2.B.1 5. The common areas and private streets must be individually labeled with separate letter designations. Each common area and private street must be enclosed with a solid line and must be added to the title block. DS 2-03.2.4.C 6. Visitor parking must be evenly distributed and usable to all residents of the project.
