This review letter may contain comments pertaining to the concerns of either Department. Separate review letters from PDEQ and PCWWM representatives will not be prepared for this project. The following comments are offered for your use: 1. Based on the construction of approximately 300' of qualifying off-site sewer line under plan number G-2003-114, Lots 1-12 will qualify for the Participating sewer connection fee rate. The remainder of the lots will qualify for the Non-Participating sewer connection fee rate. 2. We have sent to your office under separate cover a Public Sewer Service Agreement for the proposed number of residential lots. The Sewer Service Agreements must be signed by the owner of record, notarized, and all three originals returned to this office before we can approve the final plat. 3. Good Job! No re-submittal of bluelines is necessary. We will approve the final plat when we receive the signed and notarized originals of the Sewer Service Agreements. TEP is unable to approve the plat at this time. Enclosed is TEP's proposed electrical design for the subject subdivision. Please review this design and contact this office by October 29, 2003 of any conflicts or desired changes. Any changes requested after this date will be billable to the requesting party. In order for TEP to approve the final plat, the following will be required: • A 10' x 10' TEP easement is required for the junction cabinet at the southeast end of Lot 1 as highlighted in orange. • Delete the word FOR within the third paragraph of the dedication. See attached copy indicating the requested change. • Add to item 8 of general notes on the Final Plat the following: TEP requires access to maintain existing facilities. The Earthen Drainage Swales within Common Area "A" cannot impair or restrict vehicular access to the existing facilities. • An opening in the wall that faces the street will be required at the southwest end of Common Area "D" for the purpose of access to the existing facilities along the southern boundary. It is crucial that TEP has safe access to its equipment at all times. The opening could be a removable panel, or a gate, for example, but must be sized to meet TEP's criteria. • Remove 15' on sheet 2 of Final plat and the existing easement needs to be depicted through Common Area "D". See attached copy indicating the requested change. A copy of the layout has been forwarded to Southwest Gas. Please insure utility coordination by providing a copy of this layout to Qwest and the Cable Company. Show the requested easement and other required changes on the resubmitted final plat. Development Services Department Engineering Division has done a review of the received items and does not recommend approval at this time. FINAL PLAT COMMENTS: 1) City of Tucson Development Standards (DS) Section No.2-03.6.3.D: Under RECORDING DATA and ACKNOWLEDGEMENT, provide more space for Seals. 2) DS Sec.2-03.6.1.D.2: Label Painted Hills and Nursery Washes on location map. 3) DS Sec.2-03.6.1.L: Provide symbol for new lot corner monuments in legend. 4) DS Sec.2-03.6.2.H: Revise General Note 6 to match verbiage for this section. 5) DS Sec.2-03.6.3.B.3: Revise 4th paragraph of DEDICATION to match verbiage for this section; remove "…SAID LANDS…" and replace with "…THE PROPERTY DEPICTED ON THIS PLAT…" 6) DS Sec.2-03.6.4.I: Show detention/retention areas in a surveyable and readily retraceable manner. 7) DS Sec.2-03.6.5: Clarify the following survey information on the Final Plat: a) Indicate bearings for distances (32.88', 50.13') near lot 9. b) Provide crow's feet and label distance for clarity of extents of electrical easement line located at southwest corner of project. c) Provide boundary closure calculations. d) Provide new survey monumentation for all lot corners. e) There appears to be "floating" numbers (25') on sheet 2. Clarify or provide dimension lines for right-of-way widths. 8) DS Sec.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. The AMENDMENT TO TRUST / THIRD PARTY TRUST and the AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST portions of the assurances appear acceptable. However, please address the following for other portions of the assurance package: a) Provide Trust Agreement. b) Provide copy of sample Warranty Deed. c) DS Sec.2-03.8.1.D: Provide a signed original copy of the updated Title Report (current within thirty days) referencing the trust number 60,038. The boundary data shall match the Title Report. d) Assure that all easements listed in the title report are labeled on the plat. e) For this and future projects, please provide two 8½" by 11" location map sheets for assurance submittals that go to Mayor & Council. Typically, these are similar to an enlarged location map on Final Plats. 9) DS Sec.2-03.6.6: Provide an original, signed copy of the Covenants, Conditions, and Restrictions (CC&Rs) establishing responsibility for construction, maintenance, and ownership of any basin and liability for any proposed commonly-owned areas. If any basin is proposed for site, provide drainage easement and detention area maintenance verbiage from these sections of code within the CC&R's per DS Sections 10-02. XIV.14.3.2 & 3. Otherwise, the verbiage from these sections needs to be added to the Final Plat as general notes. 10) DS Sec.2-03.9.3.G: Provide two copies of the final drainage report with all the pertinent data and addenda in one bound report (unless it is being submitted with final Grading Plan resubmittal). Please assure that the case number S02-033 and the administrative address are placed on the cover of reports (for archive purposes). Additional review comments for the assurance package may be forthcoming once the revised Final Plat is resubmitted. The next submittal should address all the above items. Please submit the revised assurance package items, the updated title report, location map sheets, boundary closure calculation sheets, revised CC&R's, with the revised Final Plat.
