| 08/07/2003 | ELIZABETH EBERBACH | ENGINEERING | REVIEW | Denied | SUBJECT: Silverbell Trails Tentative Plat 3rd Submittal Engineering Review REVIEWER: Elizabeth Eberbach ACTIVITY NUMBER: S03-007 SUMMARY: The revised Tentative Plat, revised Drainage Report, Landscape Plans, exhibit to title report, and response letters were received by Engineering on July 30, 2003. Development Services Department Engineering Division has done a review of the received items and does not recommend approval at this time. The Drainage Report was reviewed for Tentative Plat purposes only. DRAINAGE REPORT COMMENT: 1) DS Sec.10-02.10.9.2: Since there is potential for outlet control due to presence of junction box at proposed grate and the shallow grade of proposed 200 foot culvert, provide hydraulic grade line study on the system from outlet at east side of Silverbell Road to basin weir. TENTATIVE PLAT COMMENTS: 2) A proposed grated inlet is shown as being within the public right-of-way. After discussion with Steve Tineo at Permits and Codes, this location is not acceptable due to maintenance considerations and should be placed outside of the right-of-way. It was discussed at the meeting on 14JUL03, that a grated inlet was to be considered and that the placement of the inlet would be acceptable within the 30-foot buffer easement if the inlet was natural colored. Show relocation of grated inlet on plan view. Also, provide detail on Landscape Plans, showing location, dimensions and color. 3) DS Sec.2-03.2.4.L.4: Provide more clarification of Typical Lot Drainage Flow Details on sheet 3. Specifically, clarify typical elevation at grade breaks shown on these details. Also further clarification regarding size and spacing for wall openings may be provided at grading plan submittal review. 4) DS Sec.2-03.2.4.K: In order for Tentative Plat approval, the revised geotechnical report must be submitted and accepted. As stated from previous comments, clarify or provide geotechnical engineering information specific to the project site that was not be included in the initial geotechnical report submittal: a) Provide discussion regarding existing soils conditions of the site and the viability of project. As stated in response letter and as seen from site visit, a number of utility services appear to be on site, yet geotechnical report states that none were seen. Explain discrepancy in revised geotechnical report; b) Specifically, identify any potentially hazardous geotechnical areas including soils conditions at locations of any existing on-site private sewer disposal systems, viability of project with any recommendations for removal of any contaminated soils. As stated previously, it appears from a field investigation that there is evidence of well and leach fields on site; with one leach field at the location of the proposed basin. In summary, provide geotechnical addenda, or revised geotechnical report, confirming feasibility of project with regards to removal of any contaminated soils near proposed basin location. Provide discussion regarding specific geotechnical recommendations for feasibility of disposal of any contaminated soils. c) Provide description of soil constraints for structural design of foundations and walls, including minimum distance from foundations to drainage swales and minimum slope grades adjacent to building pads or foundations; 5) Clarify discrepancy in detail on sheet 3 in which the culvert is labeled as "2-24"CMP" and the plan view on sheet 2 shows "2-24"RCP". RCP is required in public right-of-way. The next submittal should address all the above items. Submit revised Tentative Plat, revised geotechnical report with any addenda, and revised Drainage Report.
