The activity number is S03-002. SUMMARY: The Final Plat, Drainage Report, and Assurances were received by Engineering on January 15, 2003. Engineering has reviewed the received item and does not recommend approval of the Final Plat, the Drainage Report, or the Assurances. RESUBMITTAL REQUIRED: FP, DR, ASSURANCES A GRADING PLAN AND PERMIT IS REQURED A FLOOD USE PERMIT IS REQURED THE DRAINAGE REPORT WAS REVIEWED FOR FINAL PLAT PURPOSES ONLY. The next submittal should address the following items: FINAL PLAT 1. Change the Title Block to say, "Final Plat" instead of "Minor Subdivision Plat". 2. Dedication should read, "Private Streets, drainage ways, and common areas...". 3. Under "Approval" heading put the words specified in DS 2-03.6.3.D. The clerk of the City of Tucson is Kathleen Detrick. 4. Include in the Certificate of Survey, "I further certify that this plat was prepared under my direction". DS 2-03.6.3.A 5. The north arrow and scale are required on Sheets 2 and 3. DS 2-03.6.1.I 6. Place the subdivision case number (S03-002) on the plat. DS 2-03.6.1.K 7. Show street width. DS 2-03.6.4.A 8. Common areas with different uses must be designated with separate letters. Common Area A on the plat is both recreational and drainage. These must be separate. 2-03.6.4.C 9. Show distance and bearings for all easement lines. DS 2-03.6.5.B 10. All boundary information must be labeled as "found" or "set". The legend says, "set ½ " pin found". Pins can not be both found and set. All monuments found, set, or proposed must be shown and described. DS 2-03.6.5.C.4 and DS 2-03.2.3.A 11. Indicate the boundary information as measured or calculated. DS 2-03.6.5.C.5 12. Show the limits of the 100-yr floodplain in a surveyable manner. DS 2.3.1.4.5 13. Label the regulatory flood plain as, "Regulatory Flood Plain". DS 2.3.1.4.6 ASSURANCES 1. Provide the following: 1. The original "Third Party Trust" 2. The original "Amendment to Trust" 3. A copy of Trust No. 4982 4. A copy of the Deed. 5. A copy of a recent Title Report. 2. Include on "Exhibit B": "All required boundary monumentation" DRAINAGE REPORT 1. The Drainage Report has specified the property as being in a regulatory flood plain (i.e. accepting flows in excess of 100 cfs). A Flood Use Permit is therefore required prior to Grading Plan approval. Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 2.2.5 2. Because the property is in a regulatory floodplain, provide an encroachment analysis. SMDDFM, 2.3.1.4.F 3. Provide a backwater analysis (HEC) to determine 100-yr. peak WSEL. Determine FFE (one foot above base flood). SMDDFM, 2.3.1.4.1 4. Determine Flood Plain limits. SMDDFM, 2.3.1.4.5 5. The Retention analysis is done incorrectly. Please use equation 3.3 in the Stormwater Detention/Retention Manual. 6. The Basin Factors used on the Hydrologic Data Sheets are incorrect. See SMDDFM, Table 4.2 7. The weighted run-off coefficients used on the Hydrologic Data Sheets are incorrect. See SMDDFM, Table 4.3. 8. Floodwaters must be accepted and released from developments essentially at the same locations, and with the same magnitudes, as encountered under natural or existing conditions. Show that the specified 200+ cfs of offsite flow will be allowed to enter the property at essentially the same location and leave the property at essentially the same location as is existing. The following comments are offered for your use: 1. There is currently capacity in the existing downstream sewerage system for this development. This response is not to be construed as a commitment for conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. 2. Based on the preliminary sewer layout as shown on the Utility Plan sheet (Sheet 3) , this project would qualify for Non-Participating sewer connection fee rates. 3. All Sheets: Add the subdivision plat case number, S03-002, to the title block of each sheet. This number should be shown larger or bolder than any applicable cross reference numbers. 4. Sheet 3: What will be located in Common Area A that produces wastewater? Please note that no swimming pool drains or backwash lines may be connected to the private sewer. Such connections are prohibited by PCWWM’s Industrial Wastewater Ordinance. 5. Sheet 3: The 4" private sewer lines must connect to the existing 15" sewer main at new or existing manholes, to comply with PCWWM’s sewer connection standards.. No direct taps may be made to the existing15" sewer main. PCWWM does not want three manholes installed this close together. Redesign the private sewers in such a manner that all 7 lots discharge to the existing public sewer system via just one private sewer line at a new or existing manhole. 6. Sheet 3: Show all (not just portions) of the existing sewer main in Allen Road. If any existing manholes are present in this sewer main adjacant to this property, they must be shown as well. 7. The recently submitted Final Plat does not meet this Company’s easement criteria, as you will note by comparison to the preliminary construction drawing that is enclosed. Please review TEP’s design and contact this office by February 21, 2003, of any conflicts or desired changes. The Final Plat will have to be resubmitted to the City for TEP to review and approve. In order for TEP to approve the Final Plat, the following easements will be required: A 10’x10’ transformer and a 6’x6’ pedestal easement is required, and must be granted in the Dedication on the front page of the Final Plat to all public utilities for the access, installation, and maintenance of facilities. The location of these facilities must also be depicted, to scale, on the actual drawing, and labeled Public Utility Easement (PUE). A 10’ wide PUE must also be depicted for the underground electrical cable as shown on the enclosed preliminary construction drawing. A copy of the layout has been forwarded to Southwest Gas and Cox Cable. Please insure utility coordination by providing a copy of this layout to Quest and the developer.
