The following comments are offered for your use: 1. There is currently capacity in the existing downstream sewerage system for this development. This response is not to be construed as a commitment for conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. 2. Based on the preliminary sewer layout as shown on the referenced tentative plat, this project would qualify for Non-Participating sewer connection fee rates. However, a final determination of this status cannot be made until approval of the sewer construction plans and/or preparation of the sewer service agreement. 3. The tentative plat is hereby approved, subject to the following: 4. All Sheets: Add the subdivision plat case number, S03-001, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers. 5. Sheets 3 & 4: Label the existing sewer line in Lakeside Ridge Loop with its size (8") and plan number (I-65-17) 6. Sheets 2 & 4: Label the existing public sewer easement for existing sewer line I-65-17 with it’s width, type (public or private), additional uses, and recording information. 7. Sheets 3 & 5: What appear to be existing private cleanouts have been shown on Lots 64, 62, 60, 58, 56, 54, 53, & 52. If that’s what these are, and they are to be abandoned, they should be deleted. 8. Sheet 5: Label the existing sewer line in Sarnoff Drive with its size (15") and plan number (G-73-17). 9. The required revisions may be shown on the Mylars of the tentative plat that will be submitted to the CDRC for signature. A resubmittal of bluelines is not necessary. We offer the following comments: Drainage Report: 1. Provide an offsite watershed map and analyze the impact of offsite runoff on this development (i.e. analyze offsite watersheds other than Atterbury Wash's). 2. Provide an onsite watershed map with all relevant information. 3. It is not clear how the discharge at concentration point 1 for developed condition is disposed of. Verify that this discharge does not create any negative impact in the vicinity. 4. The HEC 2 analysis is not acceptable. It does not use the Atterbury Wash FEMA Model to determine the impact of the proposed development on the floodplain and drainage in the area. Revise as necessary. 5. Clarify where the HEC 2 cross-sections begin and end. 6. Use comments cards in the HEC 2 analysis. 7. Provide HEC 2 cross-sections plots. 8. Show on the drainage plan both existing and future 100-year floodplain. 9. The proposed grate inlet may not be bicycle safe. Revise. 10. Provide spillways and energy dissipaters at the discharge points into the Atterbury Wash. Privede design calculations. 11. Provide Erosion Hazard setback calculations. 12. Verify that the proposed development will have all weather access. 13. Rezoning Condition #4 requires completing a Conditional Letter of Map Revision (CLOMR) or a Letter of Map Revision (LOMR). The project review will be difficult to continue without the CLOMR. Submit a CLOMR application to FEMA as soon as possible. Tentative Plat: 1. Provide the correct S (yr)-______ subdivision case number according to D.S. 2-03.2.2.B.1. 2. Add the word "Proposed" to the new zoning in General Note #1. 3. Show a NO PARKING sign on the Public ROW Section on sheet 1 of 5. 4. A lot of the information on the Tentative Plat (TP) is overlapping. Revise as necessary. 5. Provide the parcel boundary information as required by D.S. 2-03.2.3.B. 6. The Major Streets and Routes shows Stella right of way to be 64 feet. The TP shows the right of way 90 feet. Clarify. 7. Verify compliance with the differential grading requirements. 8. It is not clear what the delineation consisting of a solid line, three dots and solid line represent. Include this symbol in the Legend. 9. Show all existing easements and provide their recordation information, locations, widths and their purpose as required by D.S. 2-03.2.3.C. (if applicable). 10. Verify compliance with Rezoning Conditions 4 through 10. Demonstrate compliance on the TP. 11. Show if applicable all proposed easement as required by D.S. 2-03.2.4.J. 12. All survey monuments should be shown and described as either found or set (D.S. 2-03.2.3.A). Additionally, Provide survey monuments for all proposed lots. 13. This tentative plat must be approved on or before January 9, 2004. LUC 4.1.7.1 2. Fill in the S03-001 number near the title block in the lower right hand corner of all sheets of the plat, landscape and NPPO plans. DS 2-03.2.2.B.1 3. Revise general note 1 to read "Proposed zoning is R-1 RCP-4". List the rezoning case number (C9-01-11) as part of general note 26. DS 2-03.2.2.B.3 4. Revise all references to Sarnoff Road to read Sarnoff Drive. DS 2-03.2.2.B.9 5. Add a general note stating that this RCP-4 development is subject to LUC Sec 3.6.1 and Sec. 3.5.7.1.E and .F. DS 2-03.2.3.C DS 2-03.2.4.J 8. LUC 3.6.1.4.A.9 requires that mechanical equipment be screened from adjacent exterior streets and from adjacent existing residential development. Screening shall be architecturally integrated with the overall design of the RCP. Add a general note stating how the mechanical equipment will meet this requirement. LUC 3.6.1.4.A.9 9. Demonstrate compliance with rezoning condition g. regarding handicap access provided from Stella Lane and label the required bike rack and vegetative buffer. Revise this rezoning condition to be worded correctly. 10. Demonstrate compliance on the drawing with rezoning condition h. regarding the requirement for 10-foot landscape buffers along Sarnoff Dr. and Stella Rd. and 5-foot high masonry wall along Sarnoff. Demonstrate compliance with rezoning condition j. regarding variations in the wall alignment. 11. Label and dimension sidewalks to be provided along Sarnoff and Stella. Rezoning condition b. requires sidewalks which are six feet wide. 12. LUC 3.6.1.4.A.5 requires that 25% of all units be provided with barrier-free accessibility. Please provide a general note so stating and list which units will be barrier-free. Also, provide a drawing detailing how accessibility will be accomplished. LUC 3.6.1.4.A.5 DS 2-10.3.1.D 13. General note 27 indicates a variance has been applied for. Please provide the variance case number, date of approval, what the variance was granted for and any conditions imposed as part of the general note. DS 2-03.2.2.B.6 14. Add a lot typical to the drawing which indicates building setbacks for perimeter yards, street perimeter yards and interior lot lines. Street yard perimeter setback is required to be "the greater of 21 feet or (H) measured from the outside edge of nearest adjacent travel lane." MS&R building setback is the greater of 21 feet or (H) measured from back of future curb location. Include setbacks for garages/carports which are 18 from property line, 19 feet from back of sidewalks. LUC 3.2.6.5 LUC 3.6.1.4.D.2 15.
