Once the Sewer Service Agreement has been signed by the Owner of Record, the three originals should be returned to Wastewater Management in order to satisfy the necessary requirements needed to approve the Mylars of the final plat. We have no objections to the proposed final plat, but until we receive the three signed and notarized originals of the Sewer Service Agreement, we cannot approve it. No resubmittal of bluelines is required. We will approve this submittal when we receive the three signed and notarized originals of the Sewer Service Agreement. Development Services Department Engineering Division has completed the review of the received items and does not recommend approval until the following comments are addressed. FINAL PLAT COMMENTS: 1) City of Tucson Development Standards (DS) Section No.2-03.6.1.C: For legibility on sheet 3 or 4, adjust centerline data text on Canterbury Tale Drive near lots 91 and 124. 2) On sheet 1 address the following comments: a) DS Sec.2-03.6.1.D.4: Clarify the linetype / delineation for the jurisdictional limits on location map. b) DS Sec.2-03.6.1.L: Address the following comments for the legend. i) Provide symbol for new lot corner monuments in legend. Add to the legend that the new lot corner monuments are to be tagged by the RLS. ii) Existing / proposed 100-year floodplain. c) DS Sec.2-03.6.2.E: Where subject to floodplain requirements, add the following general note: "Prior to issuance of any building permit, a Flood Plain Use Permit is required for Lots ____." The area where lots or other grading areas that are affected by, or are within, an existing 100-year floodplain will need a floodplain use permit. The lots that have minimum pad elevations set, shall have individual elevation certificates submitted at time of pad grading and before individual building permits for the house construction. The Final Plat General Note 7 states that the area for Common Area "B" is designated for "LANDSCAPED AREAS AND DRAINAGE". The common area descriptions need to be very clearly labeled to differentiate the area for the retention / detention basins. See also comments 3a, 10, 11a, 16a and 16f. 10) DS Sec.2-03.6.4.I: Retention/detention areas must be shown in a surveyable and readily retraceable manner. The basin area is labeled as "PRIVATE DRAINAGE FACILITIES" on sheet 3 of the Final Plat. The General Note 7 common area descriptions and the basin area need to be differentiated and clarified to label the exclusive basin area as a "RETENTION / DETENTION BASIN" and the other areas labeled as "DRAINAGE". 11) DS Sec.2-03.6.5.B: Address the following comments regarding tract boundary lines; right-of-way and centerlines of streets, easements, and other dimensions, bearings, or data: a) Clarify "15' DRAINAGE EASEMENT" along north side of project. Assure that the retention detention basin is labeled exclusively and explain "UTILITY EASEMENT" in basin area as this was not depicted on the Tentative Plat. b) Any related drainage easements for the proposed offsite drainage improvements, including that area for the 24" RCP at Los Reales Road Extension are required to be shown on the Final Plat. Provide copy of letter of acceptance from adjacent property owners where drainage improvements extend beyond property limits. (DS Sec.10-02.2.3.1.5.G.) c) Provide lot data for lot 91; show lot corner monumentation and label east lot line dimensions. d) Curve data labeled on plan view shows higher numbers than those listed on the curve table. Please provide individual curve data tables on each sheet. e) Extend 1' N.A.E. along eastern frontage of lot 131 across the 5'/10' easements. f) Add 1' N.A.E.'s to ends of Common Areas "C" to prevent access through these 5'/10' easements from the streets. g) Label docket and page for 5' ATT easement along west side of project. h) Label book and page numbers for I-10 on sheet 4. i) Check the labeled centerline distance of "388.91" for Miller's Tale Drive, which measures closer to 440'. j) For lot 19, add crow's feet or clarify the extents of dimensioned distances for west boundary line and the drainage easement at the west property line. k) On sheet 4, clarify square footage "14,680" and "9,302" for area of the Common Area "A" near lot 104. 12) DS Sec.2-03.6.5.A: Show property boundary line continuously around the entire property: a) Enclose south boundary at southern end of Canterbury Tales Drive between Common Areas "A". b) Enclose west property boundary at western end of Chaucer's Drive between Common Areas "A" near lots 131 and 132. 13) DS Sec.2-03.6.5.C.4.a: Label south quarter corner of section 13 as a "Found" iron pin, per Tentative Plat. 14) DS Sec.2-03.6.5.C.5: Indicate whether the distances and bearings between all boundary monuments are measured or calculated. 15) DS Sec.2-03.6.5.C.3: Provide boundary closure sheet. 16) DS Sec.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. Address the following for other portions of the assurance package: a) Revise the first sheets and the legal descriptions on the last sheets of the AMENDMENT TO TRUST / THIRD PARTY TRUST and the AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST to reflect any change in descriptions of the common areas. b) Provide copy of sample Warranty Deed. c) DS Sec.2-03.8.1.D: Provide a signed original copy of the updated Title Report (current within thirty days). d) DS Sec.2-03.6.5.B: Assure that all easements listed on the Schedule B of title report are labeled on the plat. On sheet 4, the page "28" for the communications easement does not match Schedule B item 8 Dkt.1569 pg."128". Show or add note regarding communication easement Dkt.12110 pg.5 per Schedule B item 15. e) For this and future projects, please provide two 8½" by 11" location map sheets for assurance submittals that go to Mayor & Council. Typically, these are similar to an enlarged location map on Final Plats. f) If the descriptions of the common areas are changed on the Final Plat title block (due to above comments), the CC&R's descriptions of the subdivision common areas need to match the Final Plat title block descriptions. g) Any references to 2003 shall be updated to 2004, on any applicable assurance paperwork. 17) A final complete drainage report compiled with all drainage addenda will be required to be submitted at grading plan or revised Final Plat review stage, whichever is later. The next submittal should address all the above items.
