As discussed with applicant, there our four additional notes added to the General Notes section of the Tentative Plat.

General Notes:

Construction of McKinley Road north of Tercel Drive to Hackel Lane or an acceptable alternative will not be required until construction of houses on lots 282-349 begins.

Releases for lots 282-349 will not be granted prior to the construction of McKinley Road of Tercel Drive to Hackel Lane or an acceptable alternative.

In the event that the parcel to the west of McKinley Road is developed with a traffic scheme that is deemed more beneficial to the overall development by the City of Tucson, the option will be available to utilize this alternative access in lieu of construction of McKinley Road between Tercel Drive and Hackel Lane. Exercising the option to utilize this alternative access will be the sole responsibility of the owner of lots 282-349.

McKinley Road from the south property line of this parcel to the frontage road, while shown on this plat, may be an improvement that will be an assurable item for the Cantebury Ranch development. Ultimate recommendations for assurances will come at the time of final plat submittal and approval for both projects.

We have reviewed the above-referenced project on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:

2. New Manhole #1 is within the Erosion Hazard Setback limits, and this is undesirable.

When Landmark submits the public sewer improvement plans for this project, please try to eliminate this manhole by extending sewer line S5 a bit more to the north in the Parliament Drive cul de sac, and then running a single section of sewer line to Existing Manhole #42. (In other words, combine sewer lines S3 and S4 into a single sewer line.)

This does not need to be shown on the Mylars of the tentative plat.

SUBJECT: Engineering review of the Julian Ranch West Tentative Plat. The activity number is S02-050.

SUMMARY: The Tentative Plat and Drainage Report were received by Engineering on February 29, 2003. Engineering has reviewed the received items and does not recommend approval of the Tentative Plat or the Drainage Report.

RESUBMITTAL REQUIRED: TP, DR

GENERAL COMMENTS

1. The Drainage Report was reviewed for Tentative Plat purposes only.

2. Please include the Assurance Package with the Final Plat submittal. This package must include the original Third Party Trust, the original Amendment to Trust, a copy of the Trust Agreement, a copy of the Deed, and a Title Report.

3. Include a copy of the CC&Rs with the Final Plat submittal. The specific maintenance notes specified in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.3.2 must be included on the Final Plat or in the CC&Rs. The term "owner" in the maintenance notes is to be replaced with "Homeowners Association".

4. Please provide a copy of the boundary closure calculations with the Final Plat submittal.

5. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. IBC Chapter 36, Section 9. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6.

6. Proposed developments exceeding 1 acre are subject to NPDES requirements. Contact Loren Makus, 791-4251 for submittal requirements.

7. A Flood Use Permit is required prior to Grading Plan approval.


The next submittal must address the following items:

TENTATIVE PLAT

1. Show existing flood limits for the flow from the south. These floodplain limits determine how the flows from the south must be released after development. Floodwaters must be accepted and released from developments essentially at the same locations, and with the same magnitudes as encountered under existing conditions. The plan shows the existing floodplain limits on the south boundary (where the floodwaters currently enter the property), but not on the western boundary (where the floodwaters currently exit the property). DS 2-03.2.1.J SMDDFM 12.5

2. It appears the Egret Draive widens for parking across from lots 108-111 (comment 15 from first review), and that the property line is running through the sidewalk. Correct the property line to maintain the sidewalk in the right-of-way.

DRAINAGE REPORT

1. Determine the existing floodplain limits from the south (see comment 1 above). Drainage Exhibit 3 shows the existing floodplain limits but the WSE given do not match the limits shown. The WSEL have been adjusted for the 1 ft. contour elevation error (comparing the WSEL in the Drainage Report to those shown on the Exhibit). Adjusting the floodplain limits to coincide with the WSEL would appear to move the floodplain limits north. Floodwaters must be accepted and released from developments essentially at the same locations, and with the same magnitudes as encountered under existing conditions.

2. Tables 9 and 10 do not match the routing. CP4 post detention Q-100 seems to be in error.
