| 01/03/2003 | DALE KELCH | COT NON-DSD | TRAFFIC | Denied | Traffic Engineering recommends DISAPPROVAL of this T.P. 1. The symbol for signs doesn't match from the legend on page (1) to the symbols on page (2). The symbol in the legend (with the solid sign post) is correct. The symbols on page (2) have open sign posts. 2. Orient the signs such that the sign is perpendicular to oncoming traffic with the post on the back side of the sign. The sign face should NOT be parallel to the roadway. D. Dale Kelch, EIT Senior Engineering Associate Traffic Engineering Division (520)791-4259x305 (520)791-5526 (fax) dkelch1@ci.tucson.az.us |

| 01/06/2003 | LAITH ALSHAMI | DEVELOPMENT SERVICES | ENGINEERING | Approv-Cond | Laith Alshami, Floodplain and Engineering response, 01/06/2002 SUBJECT: Walnut Property S02-044, T13S, R14E, SECTION 27 RECEIVED: Tentative Plat and Drainage Report on December 20, 2002 The subject project has been reviewed. The Drainage Report is acceptable for Tentative Plat purposes and it is hereby approved. Please be advised that additional drainage related information may be required on the Grading Plan. The Tentative Plat is conditionally approved pertaining to Engineering and Floodplain subject to the following: 1. Several perimeter lots do not comply with the differential grading requirements. In order for the Grading Plan to be approved with the proposed non-compliant grades, the Developer/Consultant must satisfy the requirements stated in Section 13-Fills of Chapter 36 Excavation and Grading (Local Amendments of the International Building Code). Please see the excerpt of Section 13 which deals with this issue: "Placement of fill in excess of two (2) feet [or a finished floor elevation (FFE) in excess of two (2) feet plus the slab thickness] above existing grade at any location in the outer one hundred (100) feet of the developing site (less any intervening non-developable property outside of the site) shall require: 1) Written justification based on engineering/technical reasons. 2) Written permission of the Director of the Development Services Center (DSC) or his/her assignee. 3) Notification of the property owner(s) adjacent to the fill site (with copies to the Council Office and the Director of DSC) prior to the approval of a grading plan. Said notification shall include reference to this ordinance, the justification presented as the basis for the excess fill, the approval letter from DSC, and the name, address, & phone number of the owner/developer and the engineer of record. This notification shall occur early in the development process. 4) Preparation of a mitigation plan (i.e. additional setbacks, terracing, enhanced buffering/landscaping, etc.) acceptable to a simple majority of the notified property owners. The acceptability of the mitigation plan by the notified property owner(s) must be documented and made a part of the approved grading plan and permit. If the owner/developer and the notified property owner(s) cannot reach consensus on a mitigation plan within 15 working days of receipt of the mitigation plan by the notified property owners, the Director of DSC shall review the issues and information and then render a final decision." The approval of this Tentative Plat in no way implies an acceptance of the non-compliant grades. This is an issue, which must be addressed during the Grading Plan stage. 2. The subject property is provided proper access to either Alvernon Way or Columbus Boulevard. Landlocked parcels shall not be permitted to be subdivided through a platting process. |
| 01/07/2003 | DAVID RIVERA | DEVELOPMENT SERVICES | ZONING | Approv-Cond | TO: Plans Coordination Office Development Services Department PROJECT: S02-044 Walnut Property, Lots 1-54 and Common Area "A" Tentative Plat FROM: David Rivera Senior Planner FOR: Patricia Gehlen Principal Planner Zoning Review Section TRANSMITTAL: January 7, 2003 DUE DATE: January 6, 2003 The Zoning Review Section approves the tentative plat for this subdivision, subject to the following changes on the executed tentative plat. However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised tentative plat to verify that those changes do not affect any zoning requirements. 1. Per our meeting on January 3, 2003 it was indicated that the Zoning and Engineering sections of the Development Services Department would support a conditional approval of the tentative plat. Other review agencies could still deny the tentative plat and request revised plans. If this is the case the Zoning Review Section will require a submittal of the revised tentative plat to review the changes and to assure that any Development Standards or Land Use Code items have not been compromised. Documents that support the sale and or acquisition of the land required for the proposed dedication of right-of-way must be provided at time of the submittal of the final copies of the tentative plat for stamps and signatures. Copies of any documents that are generated by the City of Tucson Real Estate Division such RES or RP drawings for the dedication of right-of-way must accompany the final tentative plat submittal package. The recordation information of the right-of-way dedication must be labeled on the final plat. In addition to the requested documents, please provide copies of the drawings for the proposed east west spine roadway out to Alvernon and to the River Haven subdivision. A third sheet with the required drawing and information should be added to the plat drawings. (Previous Comment: In researching the right-of-way that is to provide access to this subdivision no documentation could be found regarding the Rillito Crossing Drive or the proposed roadway from the north boundary of the subdivision to the Rillito Crossing Drive. Please provide the appropriate drawings, surveys, and documents that support the proposed right-of-way. Essentially this subdivision is landlocked without access and cannot be approved until such time as verification of the proposed right-of-way has been recorded and incorporated into the plat drawings. The roadway will have to meet minimum roadway standards based on Development Standards 3-01. See Engineering comments for further information regarding the right-of-way issue.) 2. Please revise the corner lot detail drawing to correctly depict the required building setbacks for principle structures other than a garage or carport setback. The detail drawing depicts the building setback as 21 feet or the height from the property line. The setback should be based on 21 feet or the height from the nearest edge of travel lane. Revise as required. (Previous Comment: Show the footprint of a unit on each lot or provide typical plot plan layouts for a corner lot, an interior lot, and a lot affected by the perimeter yard setback. These typicals are to be fully dimensioned and are to be drawn at a larger scale than the tentative plat the. The allowed building setbacks for the dwelling and carports/garages must be shown. It is recommended that, if possible, each lot be designed so that the largest proposed unit fits and still complies with Code requirements. This provides the greatest flexibility to the builder in terms of the size of the unit that can be sold for each lot. If this cannot be done, use the footprint of the largest unit that will fit on each lot. 3. On cross section detail B/2 a ten feet wide PUE on both sides of the street as well as parking on both sides is depicted. The symbol for the detail B/2 is also used to depict the cross section of the main entrance or roadway entrance. This section of roadway does not have a ten feet wide on either side of the roadway. Add an additional cross section detail drawing to the plan that correctly depicts the actual roadway conditions for this portion of the roadway. Also add a distance dimension from the east common area property line to the east property line of Lot 1. (Previous Comment: For clarity, please indicate on the plan, for the street that abuts lots 4-16 by either adding an on-street parking space symbol or the correct cross section symbol that will clearly define parking on both sides or on one side of the street. In addition please clarify where parking on both sides of the street will start and end. If you have any questions about this transmittal, please call David Rivera at (520) 791-5608. | 01/10/2003 | FRODRIG2 | COT NON-DSD | REAL ESTATE | Approved | Contact Real Estate when the proposed right of way parcels are purchased. The dedication of right of way by separate instrument must be handled through Real Estate. Furnish Real Estate with a title report and legal descriptions of the parcels to be dedicated. |

| 01/13/2003 | JOE LINVILLE | DEVELOPMENT SERVICES | LANDSCAPE | Approv-Cond | The Landscape Section conditionally approves the tentative plat. Revise the landscape plans as necessary to correspond with any changes required by other agencies. |
| 01/16/2003 | GLENN HICKS | COT NON-DSD | PARKS & RECREATION | Approv-Cond | DATE: January 14, 2003 TO: Ferne Rodriguez, Development Services FROM: Glenn Hicks, Parks and Recreation RE: CDRC Transmittal, Project S02-044 Walnut Property CC: Craig Gross, Development Services Joe Linville, Development Services Regarding the THMS response(attached) to my comments. I did not indicate that plant material, in general, along Christopher City Wash was in excellent condition. I indicated that tree #114 is in excellent condition. I see no indication of mistletoe infestation in this tree. Regardless, the presence of mistletoe is not necessarily an indication of tree health. The tree contains a moderate amount of dead wood, and some broken branches, as do most naturally occuring trees. Broken branches are easily corrected by pruning. The overall structure and health of the tree is excellent. THMS also sent the attached photos regarding tree #114. Please note that photo DCP_0589 is not a picture of tree #114. As I said in previous comments, native trees along the east property line next to Christopher City Wash should be preserved in place wherever possible. Christopher City Wash is a linear greenway. The greenway is the route for an urban trail to be built on the east side of the wash. The trail will connect this development(via the existing pedestrian bridge over the wash) and the adjacent development to the east to the Rillito River Park. At the adjacent development considerable effort was made to preserve the trees on the east and west sides of the wash. The same effort should be made inside the east property line of this development to maintain the corridor of natural vegetation. I defer to Joe Linville’s judgement on the condition of the trees on the site. |
