Drainage Report:

1. Page "1" has the wrong Location Map and Township and Range numbers.
2. The third line in the paragraph below Table "C" on page "8" states that Watershed A Q100 = 17cfs. Table "B" shows Watershed A Q100 = 21cfs. Revise.
3. Clarify how the Rillito Wash erosion hazard setback was reduced to 100 feet.
4. Existing drainage patterns indicate that the parcel runoff leaves the subject parcel in a sheet flow manner. The proposed drainage scheme proposes to concentrate the parcel outflows. Revise the drainage scheme to maintain the existing drainage patterns. Please be advised that this may require the use of splash pads or other energy dissipation device. Provide all necessary design calculations.

Tentative Plat:

1. The Township and Range numbers below the location map are wrong. Revise.
2. Provide the S(yr)-______ subdivision case number according to D.S. 2-03.2.2.B.
3. Benchmark locations, the proposed location of and method of tie to permanent survey monuments or to the nearest section or quarter section corner and the proposed location and type of subdivision control monuments will be shown. All monuments found or set will be described (D.S. 2-03.2.3.A.).
4. Any proposed public access easement or public right of way dedication or proposed easement abandonment by a separate instrument must be processed before the final plat can be approved. Additionally, the recordation information must be submitted on the final plat.
5. Show existing floodplain information, including the location of the 100-year flood limits for all flows of 100 cfs or more with 100-year water surface elevations (D.S. 2-03.2.3.J). Be advised that all weather access must be provided for this Development.
6. Provide a general note, which states that "the following lots are affected by the City of Tucson Floodplain Regulations: ________." (List the lots affected by lot number) (D.S. 2-03.2.2.C.2.a.)
7. Add a general note, which states that: "a floodplain use permit and/or finished floor elevation certificates are required for the following lots: _______." (List the lots affected by lot number) D.S. 2-03.2.2.C.2.b. If the lots are proposed to be removed out of the floodplain by fill, add a note, which requires the issuance of a floodplain use permit for the proposed encroachment.
8. Most of the perimeter lots do not comply with the differential grading requirements. Revise as necessary.
9. Show all proposed drainage structures including any proposed energy dissipation structures as required by D.S.2-03.2.4.L.3.
10. Label and dimension the calculated erosion hazard setback (ERS) lines for all washes, which impact the subject project (D.S.2-03.2.4.M.). Since not all calculated ERS's are fifty feet, revise the Legend accordingly.
11. Verify that any proposed offsite improvements will be constructed with adjacent owner's permission. (Notarized approval documentation, which clearly describes the proposed work, shall be submitted with the next Tentative Plat submittal.
12. Please be advised that this development will not have vehicular access without the construction of Riverhaven development to the west and/or extending Rillito Crossing to the west to meet an existing roadway. Clarify how this project will be assured access under the present conditions.
13. Show a "No Parking" sign on cross-section "A".
14. Show a cross section of the proposed drainageway between lots 4 and 5.
15. Revise the Tentative Plat according to the Drainage Report revisions.

The Landscaping Plan is acceptable for drainage and engineering purposes

DUE DATE: November 21, 2002

COMMENTS:

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is October 25, 2003.

2. Revise the S.T.R. under the location map to state Section 27 T. 13 S., R.14 E.
DS 2-03.2.1.D.3

3. List the telephone number of the primary owner in the owner text block.
DS 2-02.2.2.A.1

4. This project has been assigned the following subdivision case number S02-044. Please list the case number in the lower right corner next to the title block of all plan sheets, which include the landscape and NPPO sheets.
DS 2-02.2.2.B.1

5. In researching the right-of-way that is to provide access to this subdivision no documentation could be found regarding the Rillito Crossing Drive or the proposed roadway from the north boundary of the subdivision to the Rillito Crossing Drive. Please provide the appropriate drawings, surveys, and documents that support the proposed right-of-way. Essentially this subdivision is landlocked without access and cannot be approved until such time as verification of the proposed right-of-way has been recorded and incorporated into the plat drawings. The roadway will have to meet minimum roadway standards based on Development Standards 3-01. See Engineering comments for further information regarding the right-of-way issue.
DS 2-03.2.3.D

6. Clarify and indicate on the plan and title block what the specific use for Common Area "A" is to be, i.e., drainageway, landscaping etc.
DS 2-03.2.4.C

7. For clarity, please indicate on the plan, for the street that abuts lots 4-16 by either adding an on-street parking space symbol or the correct cross section symbol that will clearly define parking on both sides or on one side of the street. In addition please clarify where parking on both sides of the street will start and end.
DS 2-03.2.4.G

8. Show the footprint of a unit on each lot or provide typical plot plan layouts for a corner lot, an interior lot, and a lot affected by the perimeter yard setback. These typicals are to be fully dimensioned and are to be drawn at a larger scale than the tentative plat the. The allowed building setbacks for the dwelling and carports/garages must be shown. It is recommended that, if possible, each lot be designed so that the largest proposed unit fits and still complies with Code requirements. This provides the greatest flexibility to the builder in terms of the size of the unit that can be sold for each lot. If this cannot be done, use the footprint of the largest unit that will fit on each lot.
DS 2-10.3.1.B

9. Revise general note 14 to state that the approval for revising the accessible lots is to be made by the Development Services Director or Designee.
DS 2-10.3.1.D

10. If available at this time please provide copies of the CC&R's for review.
DS 2-10.3.2.E and .F

11. Under the Parking Tabulation text block please add the RCP Development Alternate "A". Also per the RCP-4 development criteria for density, utilizing Alternate "A" the allowed RAC is 5.14. Revise 4.14 with 5.14.

12. Although some of the more obvious rezoning conditions have been addressed on the tentative plat drawing conditions 2, 3, 4, 10, 12 and 17 cannot be verified. Please provide a separate response letter outlining how all the conditions have been addressed.

If you have any questions about this transmittal, please call David Rivera, (520) 791-5608.

Staff has the following comments regarding the Native Plant Preservation Plan:
Explanation of abbreviations not provided for “L”, “M”,” H”, ”NV”, “SL”, “MU”, “LS”.

Native trees along the east property line next to Christopher City Wash should be preserved in place wherever possible. Christopher City Wash is a linear greenway. The greenway is the route for an urban trail to be built on the east side of the wash. The trail will connect this development(via the existing pedestrian bridge over the wash) and the adjacent development to the east to the Rillito River Park. At the adjacent development considerable effort was made to preserve the trees on the east and west sides of the wash. The same effort should be made inside the east property line of this development to maintain the corridor of natural vegetation.

The Description #114, Prosopis velutina-Native Mesquite is described as 16” caliper, low viablity(L), low transplant(L) and not viable(NV). These are assumptions since these abbreviations are not explained. As a certified arborist(ISA), my determination is that this tree is in excellent condition and should be preserved in place.

Note to Joe Linville, Landscape Review:
I conducted a very brief inspection of the site. The recommendation for tree #114 leads me to think that the plan needs extra attention. If trees along Christopher City Wash were tagged with the Description # the recommendations can be more easily correlated to the actual tree. Please give this site special attention in order to preserve in place as many trees as possible along the east property line next to the Christopher City Wash. I would be happy to meet with you at the site to discuss this further.
11/27/2002 FRODRIG2 COT NON-DSD REAL ESTATE Denied Provide Legal Description & Sketch for r/w dedications (2 roads). Include current title reports for the property being dedicated.

If rezoning condition # 3 is to be implemented in lieu of rezoning condition #2. Provide Real Estate with documentation from T.D.O.T. accepting an alternate access.
11/27/2002 ZELIN CANCHOLA COT NON-DSD TRAFFIC Denied Traffic Engineering recommends DISAPPROVAL of this Tentative Plat.

1. Use standard symbols per SD100, particularly for signs
2. Locations of all no parking signs not shown as required by rezoning condition #8
3. Show location of no parking sign in section A
4. No parking in cul-de-sacs begins at the PRC and extends across the roadway to the point that lies on a line perpendicular to the centerline of the roadway. See figures 20, 21 Development Standards 3-01.0
5. Identify which section is applicable to side streets with cul-de-sacs
6. Don't designate visitor parking to fall within SVT's (lots 16, 17, 30)
7.Cut section A/2 to look south so that parking is allowed in front of lots 43-54

Tentative Plat - 1st Submittal

We have reviewed the above-referenced project on behalf of the Pima County Wastewater Management PCWWM Department. The following comments are offered for your use:

1. There is currently capacity in the existing downstream sewerage system for this development. This response is not to be construed as a commitment for conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date.

2. Based on the preliminary sewer layout as shown on the referenced tentative plat, this project would qualify for Non-Participating sewer connection fee rates. However, a final determination of this status cannot be made until approval of the sewer construction plans and/or preparation of the sewer service agreement.

3. Add the subdivision plat case number, S02-044, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers.

4. Sheet 1: Show the correct Township (13S) and Range (14E) under the small location map.

5. Sheet 2: Show the existing sewer line between the two existing manholes in the strip Common Area A on the south side of the property.

6. Sheet 2: Shorten the terminal reach (or relocate the manhole) in the cul-de-sac (near Lot 38), so that this manhole is not so close to the curb. PCWWM’s maintenance vehicles need to be able to service this manhole from the southwest, as well as from the northeast.

7. The landscaping over the existing sewer lines in the landscape bufferyards (and Common Area A) must comply with PCWWM’s Sanitary Sewer Landscaping Policies. A copy of these policies is attached for your use.

8. Common Area A will need to be granted to Pima County as an easement in the Dedication on the final plat.

9. Subject to the above, the tentative plat is hereby approved.

If you wish to discuss the above comments, please contact me at 740-6563.
