Tucson Electric Power Company (TEP) has no objection to the Tentative Plat submitted by letter, dated October 18, 2002, by the City of Tucson.

This Company also received the FINAL PLAT for this project. TEP does NOT APPROVE THE FINAL PLAT at this time. An electrical design is being created and the easements for said design to serve this project must be depicted on the Final Plat and granted by recordation of said plat.

For your information, there are discrepancies between the lot numbers of the Tentative and Final Plats. The Tentative shows 68 lots; the Final shows 71. That will have to be resolved and this Department should be informed. TEP will proceed with the design as having 71 lots until notified differently.

In order to expedite the electrical design, a complete set of plans, including off-site improvements plans, (including paving plans), is required to be sent to Mr. Greg Carter, TEP Designer, at P.O. Box 711, DS101, Tucson, Arizona 85702, or 4350 E. Irvington Road, Gate Number Two. Mr. Carter’s telephone number is 918-8262. It will take approximately fifteen (15) days for TEP to complete and return the design to you for depiction of easements on the Final Plat.

The subject Final Plat has been reviewed. Please address the items below before review can resume. The following comments are offered:

1. Provide a small, project-location map in the upper right corner of the first sheet of the plat at a scale of
3" = 1 mile as required by D.S. 2-03.6.1.D.
2. Place the words "Book ____ Page ____" in both the upper and lower right corners outside the margin line. The blanks will be completed by the Pima County Recorder's Office at the time of recordation (D.S. 2-03.6.1.G.).
3. Provide the S(YR)-________ subdivision case number as required by D.S. 2-03.6.1.K.
4. Verify that the total miles of private roads is 0.06 miles as stated in general note #2.
5. General note #4 states "reserved". Clarify.
6. Add a general note as required by D.S. 2-03.6.2.D.
7. Add the word "owners" to the first line of the "Dedication" as required by D.S. 2-03.6.3.B.1.
8. Include in the "Dedication" the additional right of way dedication required by Rezoning Condition #4 (D.S. 2-03.6.3.B.2.a).
9. Verify that D.S. 2-03.6.3.B.2.b. does not apply to this project.
10. Revise paragraphs 3 and 4 of the dedication to match D.S. 2-03.6.3.B.2.c. or D.S. 2-03.6.3.B.2.d., whichever is applicable.
11. Revise the year (i.e. 2000) in the "Approval" "Dedication" and "Recording Data" blocks.
12. Add the statement "Witness my hand and official seal etc." to the "Recording Data" block (D.S. 2-03.6.3.D.).
13. The "Assurances" block requires two signature lines. One for the "City of Tucson Development Services Department Director" and the other for the "City of Tucson Development Services Department Engineering Administrator". Revise as necessary.
14. Show all drainage easement and all relevant information as required by D.S. 2-03.6.4.A.
15. Where applicable, show the limits of the 100-year floodprone area in a surveyable and readily retraceable manner with frequent ties to intersecting lot lines for all flows of one hundred (100) cfs or more (D.S. 2-03.6.4.F.).
16. Corner lots may be designated with a star symbol indicating which street will be used for access. Use of this designation may limit design options for access. In instances where the City, for safety reasons, limits accessibility, a one (1) foot no-access easement will be required (D.S. 2-03.6.4.G.).
17. Show no-vehicular access easements where applicable (D.S. 2-03.6.4.H.).
18. Show the Basis of Bearing as required by D.S. 2-03.6.5.C.1
19. Provide the boundary survey and closure data (D.S. 2-03.6.5.C.3). .
20. All boundary monumentation must be labeled as "found" or "set." (D.S. 2-03.6.5.C.4).
21. Indicate whether the distance and bearing between all monuments used are measured or calculated (D.S. 2-03.6.5.C.5).
22. Show all dedications required by the rezoning conditions.

COMMENTS:

1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. As of this final plat review date the tentative plat has not been approved and a final plat approval date is based on the approval date of the tentative plat. This final plat must be approved and recorded on or before one year of the approval date of the tentative plat. The final plat approval date will be provided as soon as the CDRC manager has provided a tentative plat approval memo.

2. A small, project-location map will be provided, drawn at a scale of 3" = 1 mile. If possible, the map should be located in the upper right corner of the sheet. On multiple sheet drawings, the map will be located on the first sheet of the plat. The location map will provide the following information.

A. Show the subject property approximately centered within a one (1) square mile area.
B. Identify conditions within the square mile area, such as subdivisions, major streets, major watercourses, and railroads. Reference recorded subdivision plats by book and page numbers.
C. Section, township, and range; section corners; north arrow; and the scale will be labeled.
D. The City's jurisdictional limits will be shown, if within the mapped area.

6. As indicated in comments 6 and 13 of the tentative plat review additional comments would be forthcoming regarding the status of the proposed lots 70 and 71. In order for lots 70 and 71to be included in the calculations for density and lot coverage, the areas would have to become a common area or the areas must be utilized for the construction of additional units or the lots must be renamed to Blocks "A" and "B" and the areas of the blocks may not count towards the calculation criteria.

Please revise the site gross area in acres as required.

We have reviewed the above-referenced project on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:

1. Sheet 1: Delete SEWERS SHALL OWNED AND OPERATED ON A PRIVATE BASIS. EASEMENTS SHALL BE GRANTED FOR from the end of the 3rd paragraph of the Dedication.

2. Sheet 1: Add PRIVATE SEWERS to the list of the homeowners association’s responsibilities in the 5th paragraph of the Dedication.

3. Sheet 1: Delete General Note 7.

4. Sheets 2 & 3: Show a private sewer easement across Lots 12 & 27, centered over the private sewer line, to be granted by the final plat of this project.

5. We have sent to your office under separate cover a Private Sewer Service Agreement for the proposed number of residential and commercial lots. The Sewer Service Agreements must be signed by the owner of record, notarized, and all three originals returned to this office before we can approve the final plat.

6. We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be forthcoming regarding what is shown on the required resubmittal.
