We offer the following comments: Drainage Report: It appears that the proposed designs and analyses were made under the assumption that the subject parcel is no longer in FEMA floodplain. Since the LOMR, which is being processed to modify the Rillito floodplain, has not been approved by FEMA, the analyses in the report are not valid. It is not clear how the future onsite watersheds were determined without proposing actual improvements. The master report should provide guidelines for future developments rather than determining anticipated improvement design details. It seems that the submittal of this report is premature at this time. The purpose of the submitted final plat appears to be for providing certain dedications in order to sell off portion of the subject parcel. This plat is not intended to fulfil the requirements of the rezoning conditions. Final Plat: Provide the S(YR)-______ subdivision case number as required by D.S. 2-03.6.1.K. Revise the “Certification of Survey” to match the wording in D.S. 2-03.6.3.A. Add the “Beneficiary” statement (D.S. 2-03.6.3.C.) Add the word “DATA” after the word “RECORDING” on the first sheet (D.S. 2-03.6.3.D.) Show the limits of the100-year floodprone areas in a surveyable and readily retraceable manner with frequent ties to intersecting lot lines for all flows of 100 cfs or more (D.S. 2-03.6.4.F). Any proposed public access easement or public right of way dedication or proposed easement abandonment by a separate instrument must be processed before the final plat can be approved. The following comments are offered for your use: 1. PCWWM has no objections to the release of the two public sewer easements recorded in a) DKT 4945, PG.606 and DKT 4685, PG 585 b) and DKT 2731, PG.102 Please begin the release process as soon as possible. Neither Glen Hitz nor I know if the abandoned sewers in these easements were removed or left in place. 2. PCWWM’s Base Map 24 shows a 54" sewer line (G-78-019) running across the southern portion of Block 2. It should be in an existing public sewer easement. If no public sewer easement for this sewer line currently exists, one will need to be granted by final plat. Due to its size, any public sewer easement created for this sewer line must be a minimum of 30' wide, or twice the depth of the sewer line plus 10' if the sewer line is buried more than 10' deep. 3. Please do not create any new public sewer easements (other than any necessary easement for G-78-019) by this block plat for the following reasons: Title 13.20.030.A states, in part: "Public gravity sanitary sewage conveyance facilities . . . shall be located positioned beneath the paved portions of public roads, streets, avenues, alleys and public rights-of-way, or within dedicated public sewer easements under paved private streets, to the maximum degree viable . . . The location of public sanitary sewerage facilities in easements or in areas with restricted vehicle access may be allowed on a case-by-case basis only if no alternative alignment is deemed viable by the department. In such instances, surface improvements sufficient to accommodate year round vehicular maintenance access and turning radii shall be required." No tentative plat, or utility plan, showing the proposed streets or the topography of the property has been submitted for this block plat. Therefore, we cannot determine if these easements are necessary (if no alternative alignment of the sewer lines is viable), or if these easements are adequate in size. We will seek any necessary public sewer easements on the re-subdivision plats. 4. We will require a revised set of bluelines and a response letter to these comments.
