05/07/2004 | ELIZABETH EBERBACH | ENGINEERING | REVIEW | Denied | SUBJECT: 2nd submittal Engineering review of the Tierra Vista Phase 2 Final Plat ACTIVITY #: S02-017 REVIEWER: Elizabeth Eberbach LOCATION: T15S, R14E, Section 9 SUMMARY: The revised Final Plat, Drainage Reports, portions of the assurance paperwork, temporary easement paperwork, revised CC&R's, and location map were received by Engineering on April 15, 2004. Development Services Department Engineering Division has done a review of the received items and does not recommend approval of the Final Plat at this time. FINAL PLAT COMMENTS: 1) City of Tucson Development Standards (DS) Section No. 2-03.6.4.K: The docket and page information for the temporary access easements must be in the mylar prior to approval of the Final Plat. 2) Per DS Sec.2-03.3.2.D, applications for street abandonment are supposed to be made to the Real Estate Division of the Department of Transportation, as I referred to in my email dated 19APR04. Label abandonment for Britannia Way right-of-way per plat on sheet 3. 3) DS Sec.2-03.6.6.A: Revise CC&R's. See DS Sec.10-02.14.3.2, and add basin maintenance information per this section. 4) Your response letter requested clarification of how basins are delineated on the Final Plat. In the Development Standard Section 2-03.6.4.I it asks to "show detention/retention areas in a surveyable and readily retraceable manner", whereas section 2-03.2.4.L.1 asks to "show areas of detention/retention including 100-year ponding limits with water surface elevations". The revised descriptions and delineations for the ponding limits and basin appear to be corrected in this submittal, other than a question regarding the linetype in the legend for ponding limits. 5) DS Sec.2-03.6.1.L: The 100-year ponding limits linetype in legend does not match linetype on planview on sheet 3; correct discrepancy. 6) DS Sec.2-03.8.1.B: There still needs to be clarification for the Tucson International Gateway lots south of Phase II. Label the parcel south of Phase II (Future Phase III" is insufficient). 7) DS Sec.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. It was stated in the response letter that these are forthcoming. Address the following for other portions of the assurance package: a) Revise any sheets of the assurance paperwork to reflect any change in descriptions of the common areas. b) Provide AMENDMENT TO TRUST / THIRD PARTY TRUST. c) Provide AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST. d) Provide copy of sample Warranty Deed. For resubmittal, please submit the remaining assurance package items, revised, signed copy of the CC&R's, and the revised Final Plat. For further clarification, call me at 791-5550, extension 2204.
