The Zoning Review Section has primarily reviewed this proposed PCD for conformance with the sections of the Unified Development Code (UDC) which address the intent and submittal requirements for the PCD, which includes Section 3.5.6 and Administrative Manual 2-05.0.0. Additionally, comments here focus on the ease of administration of the proposed PCD should it be adopted and utilized for development review. Regarding UDC Section 3.5.6. The proposed PDC is found to not address the purpose of the PCD as described in Section 3.5.6.A. Specifically, the lack of development standards or design guidelines does not create a "unified planned development" or present "alternative zoning districts". Postponing work until developers successfully bid on a development area does not ensure the entire PCD will be developed in a unified manner. Additionally, the proposed PCD calls for delay of planning and building of infrastructure to serve the area. This does not meet the intent of 3.5.6.A.5. Regarding Administrative Manual 2-05.0.0. The proposed PDC is found to not meet the content requirements as described in Section 2-05.4.2. A Master Site Plan is required and must include specific information on the Land Use Plan. Sufficient detail has not been provided in regards to 2-05.4.2.A.1.c. and d. Within the Land Use Plan, Development Standards must also be established. Sufficient detail has not been provided in regards to 2-05.4.2.A.3.a. and b. Design Guidelines are also required per 2-05.4.2.A.4. Additionally, the proposed PCD does not adequately address Phase and Implementation Plans and described in 2-05.4.2.C. and D. General Comments The approach of this PCD is to postpone much of the detailed planning until developers have been selected for specific development areas. The lack of certainty in this approach will create challenging situations for the administration and enforcement of the intent of the PCD. As there are no minimum density requirements provided in the proposed PCD, the development of each area could potentially be re-negotiated with each developer. Although this provides flexibility for the ASLD, it likely will result in low-density residential being planned for on a majority of the PCD.
