The applicant is proposing to place approximately one-half (the lower one-half) of the metal waste containers below the existing ground surface. This will reduce the height of the screening (concrete masonry wall) needed around the containers. Environmental & General Services approves the TSMR for the Rio Viejo Apartments site. Our comment is that the design should insure that the containers are accessible for servicing by the refuse vehicles with the partial below ground placement of the containers.
