The TSMR request is to build the sidewalk at grade. The plans show a general keynote 18 which callout a 5-cell scupper structure with a reference to see a detail on sheet 2. There was no scupper detail on sheet 2 on the first submittal for review. The request for an at-grade sidewalk, without additional information, implies the draiange is intended to cross over the sidewalk.
