| 02/03/2016 | PGEHLEN1 | ENV SVCS | REVIEW | Approved | Patricia, Environmental Services has completed our review of the TSMR for the First Avenue Self Storage facility in Tucson. Perry Engineering requested approval for three technical standard modifications for this project. All three technical standard modifications, as proposed by Perry Engineering, are approved for this project. The specific technical standard modifications include the following: 1. The maximum back-up distance for the collection vehicle shall be 80 feet measured from the front of the collection vehicle. Response: The approximate maximum back-up distance for the collection vehicle at the First Avenue Self Storage facility is 100 feet. This self-storage facility has very low traffic, the visibility is not obstructed and the backing area is not within or near the public right-of-way. Therefore, this modification is approved. 2. Figure 3 B: Single Metal Containers Enclosure (2 to 8 cubic yards). Note 3. The inside clear width and length shall not be less than 10 feet. Response: The existing refuse dumpster to the south of the proposed building site has been in use for about 10 years without any incidents. The inside clear width (width between the bollards inside the dumpster) is 9.5 ft. Therefore, this modification is approved. 3. 7-1.3.3 Within all development, a continuous pedestrian circulation path is required as follows: A. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. Response: There is a significant elevation difference between the two buildings whereby any pedestrian circulation path that does not rely on the sidewalk within the public right-of-way along First Avenue would not meet ADA guidelines. The proposed pedestrian way shown on Sheet C4 of 15, utilizing the sidewalk within the right-of-way of First Avenue, handicap ramps and striped areas across the parking surfaces, is more feasible, more cost effective and more aesthetically suitable.
