09/23/2014 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: September 24, 2014 SUBJECT: TSMR Request- Engineering Review TO: Patricia Gehlen, CDRC Manager LOCATION: 151 E Broadway Blvd REVIEWERS: Jason Green, CFM ACTIVITY: DS14-26 SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Technical Standard Modification Request (TSMR). Engineering Division does not recommend approval of the TSMR at this time. TSMR PLAN: 1. Revise the TSMR plan package to include the SVT's at all required locations. The 15-foot stem side is supported however the SVT's need to be added to the intersection of the access lane and Arizona Avenue and a pedestrian SVT needs to be added to the near side of the intersection of Arizona Avenue and Broadway Blvd. 2. Revise the TSMR plan package to label and dimension the proposed curb returns along 5th Avenue and the intersection of Arizona Avenue and Broadway Blvd. The reduction of the radii is acceptable for PDSD review however final TDOT approval will be required and the plan must be revised to reflect what is proposed. 3. Revise the TSMR plan package and the TSMR Application to clearly state and show what is proposed for the pedestrian access. Pedestrian access is required along Arizona Avenue and the plan must reflect pedestrian access from the building to the required sidewalk within Arizona Avenue. Pedestrian access must also be provided adjacent and parallel to any access lane on the side where the building is located. PDSD will support the use of 5th Avenue as the pedestrian connectivity from the proposed building to the existing buildings onsite but access to the adjacent roadways is still required. 4. Revise the application to accurately reflect what is being modified and clearly show these modifications in plan view. A TSMR can only be used to modify a Technical Standard not to eliminate the standard. For any questions or to schedule meetings call me at 837-4929.
