| 09/04/2013 | DAVID RIVERA | ZONING | REVIEW | Denied | PDSD TRANSMITTAL FROM: David Rivera Principal Planner PROJECT: DS13-08 6675 E Grant Road New Restaurant - TSMR TRANSMITTAL DATE: August 5th, 2013 COMMENTS: 1. Zoning does not support the request to eliminate the required sidewalk. To eliminate the required sidewalk requires approval through a Board of Adjustment Variance. 2. I believe there is room for minor design changes that can be made to the area next to the drive-through lane and the dumpster enclosure to accommodate the required four (4) foot wide sidewalk as shown on the redlines. 3. As side note, sidewalks are not allowed to cross through the Drive-Through Stacking areas. Cross walks that are part of the pedestrian circulation system can be placed at the ends of the defined drive-through stacking areas but not within the drive-through stacking areas. See Technical Standards Section 7-01.4.1.G and UDC section 7.4.7.B.3 If you have any questions about this transmittal, please call David Rivera, (520) 791-5608. | 09/09/2013 | JIM VOGELSBERG | ENGINEERING | REVIEW | Denied | DATE: September 9, 2013 SUBJECT: Chick-fil-A DSMR Request- Engineering Review TO: Patricia Gehlen, CDRC Manager LOCATION: 6675 E Grant Road, T14S R15E Sec6 Ward 2 REVIEWERS: Jason Green, CFM ACTIVITY: DS13-08 SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Technical Standard Modification Request (TSMR). Refer to the following link for further clarification: http://www.amlegal.com/nxt/gateway.dll/Arizona/tucson_az_udc/administrativemanual?f=templates$fn=default.htm$3.0$vid=amlegal:tucson_udc_az TSMR PLAN: 1) Engineering Section cannot support the request to eliminate the required pedestrian access from the proposed building to the existing right-of-way of Tanque Verde as required per TS Sec.7-01.4.0.A. Technical Standards may not be eliminated through the TSMR process only modified while still meeting the intent of the standard that is to be modified. A variance with justification is required to eliminate the required sidewalk. 2) It appears that the proposed refuse enclosure could be angled or modified in design to allow for the required pedestrian access path to Tanque Verde Road. Angling the enclosure would also provide a clearer 14-40 foot approach and would shift the storage enclosure enough to allow a 4-foot sidewalk to fit in between the drive thru aisle and the refuse enclosure. Since the TSMR plan did not provide elevations or contours it could not be determined if elevation changes posed a problem to construct the access path. For any questions or to schedule meetings call me at 837-4929. Jason Green, CFM Senior Engineer Associate Engineering Division Planning & Development Services Department |
