RECEIVED: Development Standard Modification Request Submittal on April 04, 2011

The subject submittal has been reviewed. The submittal contains several requests. Engineering and Floodplain does not recommend approval of all submitted requests. Our recommendations are as follows:

1. Engineering and Floodplain Review recommends approval of DSMR request for 3-01 (A) figure 2, concerning travel lane width reduction, subject to TDOT Traffic Engineering, Fire and Environmental Services approval.

2. Engineering and Floodplain Review recommends approval of DSMR request for 3-01 (B) figure 2, concerning angled parking along 5th Avenue, subject to TDOT Traffic Engineering approval.

3. Since the DSMR request for Development Standard 3-01.3.3.A, concerning elimination of sidewalks was previously approved by Engineering and Floodplain Review, we recommend approval of this request again. However, Development Standard 3-01.3.3.A.1 and 2 allow for elimination of required sidewalks if certain conditions are met. The elimination request should have been based on the said Development Standard; not through a DSMR process, which is intended for modifying the development standards; not eliminating them.

4. Engineering and Floodplain Review recommends approval of DSMR request for 3-01.5.1.A figure 2, concerning reducing the SVT short stem to 15', subject to TDOT Traffic Engineering approval.

5. Engineering and Floodplain Review recommends approval of DSMR request for 6-01.2.2, concerning relocating the trash and recycle dumpster within the parking garage, subject to Environmental Services approval.

Please be advised that the aforementioned recommendations are based on the submitted project layout. If the project layout is modified in the future, some or all recommendations may not apply and a new DSMR submittal might be required.

IN ADDITION, THE CASE NUMBER MUST BE ADDED TO EACH SHEET OF THE SITE PLAN, LANDSCAPE PLAN AND NPPO PLAN, IN THE LOWER RIGHT CORNER NEAR THE TITLE BLOCK.
