C.4 states that optimum internal pedestrian circulation routes shall be provided, consistent with the Illustrative Site Plan, which suggests a pedestrian/ landscaping corridor along Calle Sinaloa from Prudence Road east to what is now the Hilton Hotel area. The proposed sidewalk from Prudence Road along the northern side of Calle Sinaloa is consistent with the redevelopment plan policy direction. The proposed sidewalk from Prudence Road is also sensible. Pedestrians walking east or west along Broadway Boulevard would access the restaurant via the proposed pedestrian connection at Broadway Boulevard. Pedestrians walking along Prudence Road would most likely come from the residential areas to the south, and would be walking north along Prudence Road. The proposed sidewalk from Prudence Road along the southern side of the proposed restaurant, i.e., along the north side of Calle Sinaloa, would provide a convenient and direct access for residents to the south.
