The Arcadia - Alamo Area Plan and the General Plan, both address issues related to pedestrian circulation, connectivity, and safety, as outlined below:

1. - The Arcadia - Alamo Area Plan, Implementation Section states that plan policy shall be used to evaluate Residential Cluster Projects (RCP), such as the Alamo Loft plat. Also, a General Goal of the Plan is to provide safe and efficient circulation systems for all modes of transportation including pedestrian. Additional Plan direction is provided in the General Design Guidelines, Defensible Space #1, in which it states that sidewalks are encouraged in all private and public developments. Plan direction also addresses public safety, under General Guideline # 4, it states to define areas of influence through use of design elements, such as paving textures.

2. - General Plan, Element 4, Community Character and Design, Policy 5.3 provides policy direction to design pedestrian facilities that are direct, safe, comfortable, aesthetically pleasing, and continuous.


Summary - Based on policy and guidelines outlined above, the Arcadia - Alamo Area Plan does not support the applicant's request to modify Development Standard Number 2-08.5.1.C.1, to (in lieu of an on-site all-weather paved sidewalk system), design the primary on-site sidewalk system, equivalent to a secondary trail system composed of two inch (2") compacted decomposed granite.

No objection by Plan policies to modify Development Standard Number 2-08.4.1.B.

1. DS 2-08.4.1.B - Zoning approves the relocation of the main sidewalk to be placed along the east side of the development as requested.

2. DS 2-08.5.1.C.1 - After discussing with Senior Staff with regards to the DG material used in lieu of Concrete Zoning does not support the request to use the DG as a substitute material for the primary and access that provides the pedestrian circulation from the street sidewalk to the homes or refuse locations. The proposed path location is within a drainage way or some form of retention area for water. The possibility to maintain a stable edge could be a problem if ponding occurs and there is no stable edge or curbing to prevent any possible erosion. In addition there is the issue of roof runoff between the buildings where the sidewalks providing access to the buildings are proposed. It is not clear what affect the water in this area would have on these portions of the sidewalks.

3. DS 2-08.5.1.E - While zoning can agree on the CFS Zoning cannot support the DG material as a substitute for concrete. Engineering approval of this DSMR section is required.


4. An appeal to this memo by Zoning related to the DSMR request can be made to the Zoning Administrator with additional documentation supporting the use of DG as a material that meets the Development Standards as stated in DS 2-08.5.1.C.3. (The reason stated in the application for the modification is not a reason that can be supported as there are methods to make concrete look rustic western.)
