06/11/2009 | DAVID RIVERA | ZONING | REVIEW | Approv-Cond | The DSD Landscape Section recommends approval of the application subject to the following conditions: Provide revised landscape and grading plans that address how the proposed basin meets the intent and purpose of the applicable standard while accomodating human activity areas and associated access. The intent of the standard is to encourage grading solutions that reflect the same concern for proportion and aesthetics as with decorative landforms. The standard states that slope grading should achieve a balance between engineering functions, multi-use factors, and visual attractiveness and that slope, in general, is among the principal considerations of retention/detention basin visual quality. The revised landscape plan must be updated to correspond with the grading plans, include additional groundcover and shrub plantings within the basin and additional groundcover plantings along Ray Clarke Loop to improve the visual interest of the basin and mitigate the visual impact of the rip-rap slopes. Alternatively, variation can be created in the basin slopes through the use of texture, color, and plantings. A more natural appearance can be achieved by establishing native seeds in soil covered rip-rap (if non-grouted) above the high water line or integrating colored stones, boulders, and concrete structures. |
