| 03/25/2008 | JOE LINVILLE | LANDSCAPE | REVIEW | Approv-Cond | The Landscape Section recommends approval of the application subject to the following conditions: 1) Incorporate all of the Overlay Zone sheets and exhibits in to the Development Plan materials. 2) Include a written explanation as to why the development (design and resulting impact) is necessary as part of the ERR. DS 9-06.2.5.B. 3) Revise the Environmental Resource Report to provide the area of the PRA and the area of the proposed PRA encroachment per DS 9-06.2.5.B.1.p. In addition, provide the area of the site provided for mitigation and establishment of new habitat. 4) A review of an overlay (ERZ) application by the Stormwater Advisory Committee is required. A development submittal in accordance with the DSD - Full Notice Procedure, Sec. 23A-50 and 23A-51 is required. 5) Revise the Grading, hydrology, and landscape plans are to include water harvesting basins for all mitigation areas (south landscape border and others). The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. LUC 3.7.4.3, DS 2-07.2.2.C The City of Tucson's Office of Conservation and Sustainable Development is available for consultation regarding water harvesting principles, techniques and code requirements. Please contact Ann Audrey or Frank Sousa in OCSD to make an appointment. 6) Revise the delineation of the PRA Mitigation Area to include suitable areas primarily containing native mitigation plantings. The Parkinsonia aculeata should not be included as part of the mitigation area. Per DS 9-06.2.5.B.3.a.1 Revegetation should recreate the lost functions and values of the riparian habitat through the planting of native trees, shrubs, understory plants and seed mix native to the site which will result in comparable habitat that is equal to the predisturbance habitat in area, plant density, diversity, and volume on the net site. 7) The Protected Riparian Area shall be protected through a conservation or public easement or other legal restriction upon further development. DS 9-06.2.6.D Provide documentation of the easement or legal restriction and note any recording data on the development and landscape plans. |

| 03/26/2008 | INPL | CONSERVATION & SUSTAINABLE DEVELOPMENT | OCSD | Approv-Cond | OCSD concurs with comments provided by DSD landscape review, and adds the following conditions: Revise the Retention Basin Maintenance Notes to address the fact that the basin will also function as a mitigation area for the loss of Protected Riparian Habitat. As such, maintenance of the basin needs to be conducted in a manner that does not comprimise the natural characteristics of native plants that are intended to function as riparian habitat. Contact Ann Audrey at OCSD (837-6932) for specific language appropriate for Retention Basin maintenance guidance under these circumstances. |
