The applicant proposes to install a three-foot-wide sidewalk instead of the required four-foot-wide sidewalk along the southern border of the site adjacent to an alley. Per Cragin-Keeling Area Plan policy, the applicant is required to provide safe pedestrian refuge areas and sidewalks, for all new developments. Constricting pedestrians between an alley and parked cars seems to be counter to what the Plan calls for. There appear to be other options to the overall site design, such as the a six foot no build area along the north side of the project, which seems to be a logical place to locate a sidewalk area. TRANSPORTATION Intent Statement: These policies are intended to ensure the integration of new development and road improvements, ensure the safety of neighborhood residents, reduce traffic flow by discouraging non-arterial through traffic, and to ensure that new development is responsive to the use of alternative modes of transportation. 10. Provide safe and efficient pedestrian access throughout the Cragin-Keeling area. a. Provide pedestrian refuge areas with street improvements and within new developments. b. Require sidewalks in all new private and public development per the adopted sidewalk policy. |
