Staff offers the following recommendations:

The DSMR request for DS07-57 is for approved tentative plat S06-07, the Lofts at Villa Savonna, The plat was approved as a residential cluster project (RCP), which makes the DS07-57 site subject to applicable Plan policies of the Northside Area Plan.

A pedestrian friendly community is a city wide policy. Further reinforced by Northside Area Plan polices which are the following:


GENERAL GOALS AND POLICIES
Policy 3: Ensure that new residential development is sensitive to existing land uses.

b. Require pedestrian pathways and bikeways to provide linkages to all neighborhood facilities, such as schools, parks, and commercial areas (see Parks and Recreation policies).

c. Require all parking and vehicle maneuvering areas to be located off-street.

C. Transportation Policies

Policy 2: Provide safe and efficient access to all properties.

a. Provide a connection between walkways within new development and the public sidewalk system.
c. Require that all pedestrian facilities be accessible to the handicapped.

Policy 3: Encourage the use of alternative modes of transportation.
d. Provide a continuous pedestrian path system throughout the Northside area that connects existing and proposed neighborhood and area services with residential areas (see Residential and Parks and Recreation policies).

GENERAL DESIGN AND BUFFERING GUIDELINES

Policy 5: Provide amenities for pedestrians and bicyclists in new developments, with techniques such as:

a. Pedestrian walkways that are designed to provide an internal pedestrian circulation system that is also connected to public facilities.


PLAN ADMINISTRATION POLICIES:
Policy 2: Demonstrate compliance with Northside Area Plan policies in all applications for land use change by submitting a plan at the time of rezoning which may include (but is not limited to) the following:

e. Pedestrian and vehicle circulation.

The Development Standard Modification Requests (DSMRs) listed above have been APPROVED by the CRDC committee with the following conditions:

4) A revised tentative plat will be required. It must include the revised street cross section and the notes below.

PLEASE NOTE THAT A GENERAL NOTE MUST BE ADDED TO THE TENTATIVE PLAT WHICH STATES THE DSMR CASE NUMBER, DATE OF APPROVAL, MODIFICATIONS GRANTED, AND CONDITIONS IMPOSED. IN ADDITION, THE CASE NUMBER MUST BE ADDED TO EACH SHEET OF THE TENTATIVE PLAT, LANDSCAPE PLAN, AND NPPO PLAN, IN THE LOWER RIGHT CORNER NEAR THE TITLE BLOCK.
